(Baonghean.vn) - The draft Law on Domestic Violence Prevention and Control (amended) adds authority to the Chairman of the People's Committee at the commune level to issue a decision prohibiting the perpetrator from contacting when there is reason to believe that the act of domestic violence threatens the life of the victim of domestic violence.

On the afternoon of October 26, continuing the 4th Session, chaired by National Assembly Chairman Vuong Dinh Hue, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Prevention and Control of Domestic Violence (amended). Permanent Vice Chairman of the National Assembly Tran Thanh Man chaired the discussion session.

The National Assembly listened to Member of the National Assembly Standing Committee, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh present a report explaining, accepting and revising the draft Law on Prevention and Control of Domestic Violence (amended).

Accordingly, the Draft Law on Domestic Violence Prevention and Control (amended) was submitted to the National Assembly at the 3rd Session and discussed by National Assembly deputies. Through the process of receiving, revising and perfecting the draft Law, the National Assembly Standing Committee found that the draft Law has basically met the set objectives.

That is to ensure timely institutionalization of the Party's policies and guidelines to "develop happy and sustainable families and implement comprehensive, feasible and effective prevention and control of domestic violence", continue to perfect the institution on prevention and control of domestic violence in the direction of strengthening measures to protect human rights according to the 2013 Constitution, improve the effectiveness and efficiency of State and social institutions as well as the role of families in preventing and control of domestic violence, contribute to preserving the good traditional cultural values ​​of the family and the nation, and promote socio-economic development in the new situation.

The revised draft Law has 56 articles, 6 articles less than the draft submitted to the National Assembly at the Third Session, with many new points based on the approach, based on human rights and taking victims of domestic violence as the center.

The draft Law has amended and supplemented acts of domestic violence; added provisions to increase the feasibility of applying the Law to foreigners residing in Vietnam; proactively implemented domestic violence prevention, with prevention in prevention, and prevention in prevention;...

The draft Law also amends and supplements measures to protect, support, and handle violations in preventing and combating domestic violence to overcome the shortcomings of the current Law, meeting practical requirements such as: Adding measures to require people who commit acts of domestic violence to go to the commune-level police headquarters where the domestic violence incident occurs; adding authority for the Chairman of the Commune-level People's Committee and the Court to issue a decision to prohibit contact on their own when there is reason to believe that the act of domestic violence threatens the life of the person suffering from domestic violence; adding regulations on monitoring the implementation of the prohibition of contact;...

The draft Law also encourages the socialization of domestic violence prevention and control work; at the same time, it enhances the State's responsibility in allocating resources for domestic violence prevention and control, aiming to build and develop professional and effective domestic violence prevention and control support facilities.

Amending and supplementing regulations on the responsibilities of the Government, State management agencies on domestic violence prevention and control, and relevant agencies and organizations in domestic violence prevention and control.

At the discussion session, delegates continued to discuss regulations on the following contents: Domestic violence; requiring people with domestic violence to come to the commune-level police headquarters where the domestic violence incident occurred; measures to prohibit contact according to the decision of the Chairman of the Commune People's Committee and the Court, monitoring the implementation of the prohibition of contact; comments and criticisms in the community towards people with domestic violence; adding measures to "perform community service work" and other contents that delegates were interested in.

Also in the working session this afternoon, the National Assembly listened to Minister of National Defense Phan Van Giang, authorized by the Prime Minister, present the Report on the draft Law on Civil Defense; Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the examination of this draft law.
