Implement vigorously
At the meeting, the Provincial People's Committee reported the results of the implementation of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council "Regulating a number of solutions to strengthen the clearance of violations and prevent re-encroachment".traffic safety corridor"Road and railway traffic in the province, period 2022 - 2025" and the implementation of work to ensure traffic order and safety in the province from January 1, 2022 to present.
Accordingly, in the past time, all levels and sectors have seriously implemented the provisions of the law on ensuring road and railway traffic safety. The dissemination and education of laws, the issuance of documents directing the implementation have been basically timely and complete; attention has been paid to allocating resources to carry out the task of clearing violations of corridors and ensuring traffic order and safety.

The handling of "black spots" and potential traffic accident risk points is carried out promptly. In the first 9 months of 2022, the District People's Committee has coordinated well with the Department of Transport, the Road Management Department II, and the Provincial Traffic Safety Committee in reviewing and preparing documents to handle 11 black spots and 22 potential traffic accident points on national and provincial highways.
Inspection, patrol and control work is focused on. Implementation of legal regulations related to administrative sanctions is ensured to be serious and in accordance with regulations.
The Traffic Inspectorate has inspected and handled 191 cases of violations of traffic infrastructure and traffic corridors. Recorded 13 cases of violations, fined 78.75 million VND; transferred files to request the District People's Committee to handle 178 cases according to their authority.

Nghe An Police organized 856 patrols, controls, and armed patrols with 8,108 officers and soldiers and 3,005 vehicles participating; detected and handled 3,227 cases; paid the State Treasury 1,349,925,000 VND; temporarily seized 412 car papers, 892 motorbike papers and many other exhibits.
In the first 9 months of 2022, there were 115 traffic accidents in Nghe An, killing 77 people and injuring 78 people. Compared to the first 9 months of 2021, there was a decrease of 1 accident, 6 fewer deaths, and 5 fewer injuries.

According to reports from localities, all 21/21 districts, cities and towns have launched campaigns to clear violations of traffic safety corridors in their management areas. The results of clearing: 3,278 m2houses, kiosks, tents, shops of all kinds, 41 temporary markets, 9,367 m2canopy, 1,602 m2steps, 7,637 billboards, 4,150 items for sale, 412 electric poles, 9,485m of fence, 271 construction material gathering points, 16,611 m3construction materials, 69 car washes, parking lots, 2,285 points of sale, 8,618 trees and other violations.
However, according to the assessment of the Provincial People's Committee, the management, use and protection of traffic safety corridors have not received due attention from functional agencies and local authorities. The prevention of encroachment and re-encroachment of traffic safety corridors has not been regularly maintained, and the handling of violations in some localities is still lacking in determination and effectiveness.

Although the work of propaganda, dissemination and education of laws on traffic order and safety has been strengthened and innovated, the effectiveness is not high and has not yet formed a culture in traffic participation.
The transport infrastructure is not synchronous, not keeping up with the speed of socio-economic development and the increase in means of transport. Some national highways, provincial roads, district roads, and commune roads are seriously degraded and eroded, causing traffic insecurity but have not been repaired, renovated, or maintained in a timely manner.
The handling of alcohol concentration when participating in traffic, the limited funding for activities to ensure traffic order and safety... are issues that delegates analyzed and requested relevant sectors to clarify.
Strengthening state management

Based on the analysis that clearly shows the shortcomings and limitations in this work, the Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh requested the Provincial People's Committee to continue to direct the drastic implementation of solutions to ensure traffic order and safety, especially at the end of the year.
Strengthening propaganda, education, and dissemination of laws, choosing appropriate forms of propaganda for each target, age, region, and area. At the same time, improving the effectiveness of State management, promoting the role of State agencies, especially at the commune level, in implementing the Law on Ensuring Road Traffic Safety and Order.
Direct all levels and sectors to review and install traffic signs and instructions, especially at intersections; pay attention to investing in traffic infrastructure, planning parking lots and spots; drainage systems; and overcome black spots and potential traffic safety risks.

Pay attention to allocating resources to build transport infrastructure, focus on directing and speeding up the progress of key transport projects; handle landslides in mountainous areas, flooding in urban areas, etc.
Strengthen inspection, examination, and strict handling of violations of encroachment affecting road traffic infrastructure, overloading, alcohol concentration violations, management of driver training and testing facilities, etc. Promote the application of information technology, strengthen State management of transportation activities, etc.
At the explanation session, the Standing Committee of the Provincial People's Council and delegates listened to and gave opinions on the implementation of the Notice of Conclusion No. 108/TB-HDND TT dated June 28, 2022 of the Standing Committee of the Provincial People's Council on the management and use of public assets afteradministrative boundary mergerand public service units in the province.
Also this morning, the Standing Committee of the Provincial People's Council held a regular October meeting of the Standing Committee of the Provincial People's Council to evaluate the results of activities in October and agree on tasks for November 2022./.
