Regulations on functions, tasks, powers and organizational structure of the Office of the People's Committee of Nghe An province

(Baonghean.vn) - The Chairman of the People's Committee of Nghe An province has just signed and issued a Decision regulating the functions, tasks, powers and organizational structure of the Office of the People's Committee of Nghe An province.

According to this decision, in terms of position and function, the Office of the People's Committee of Nghe An province (referred to as the Office of the Provincial People's Committee) is a specialized agency under the People's Committee of Nghe An province; an apparatus that advises, assists, and serves the activities of the People's Committee and the Chairman of the Provincial People's Committee.

The Office of the Provincial People's Committee has the function of advising and assisting the Provincial People's Committee on: Programs and work plans of the People's Committee and the Chairman of the Provincial People's Committee; controlling administrative procedures; organizing and implementing the one-stop shop and one-stop shop mechanism in handling administrative procedures under the local authority; organizing, managing and publishing official information on the activities of the People's Committee and the Chairman of the Provincial People's Committee; being the focal point of the Electronic Information Portal, connecting the electronic administrative information system to serve the leadership, direction and administration of the People's Committee and the Chairman of the Provincial People's Committee; managing the Official Gazette and serving the general activities of the Provincial People's Committee; assisting the Chairman of the People's Committee and Vice Chairmen of the Provincial People's Committee in performing their duties and powers according to their authority; managing the internal administration of the Office.

On duties and powers:

+Submit to the Provincial People's Committee for promulgation:Working regulations of the Provincial People's Committee; Decisions related to sectors and fields under the management of the Provincial People's Committee Office; Decisions stipulating the functions, tasks, powers and organizational structure of the Provincial People's Committee Office and special administrative units, public service units under the Provincial People's Committee Office; Documents providing specific guidance on the functions, tasks and powers of the People's Council Office and the People's Committees of districts, cities and towns; Programs and plans related to the professional and technical fields of the Provincial People's Committee Office;

Decision on decentralization and delegation of state management tasks in sectors and fields under the authority to specialized agencies under the Provincial People's Committee (hereinafter referred to as departments), People's Committees of districts, cities and towns (hereinafter referred to as district level); and other documents as assigned by the Provincial People's Committee.

+Submit to the Chairman of the Provincial People's Committee to issue documents under the authority of the Chairman of the Provincial People's Committee as assigned.

+ Advise, develop, manage, monitor and organize the implementation of programs and work plans of the Provincial People's Committee:Synthesize proposals from departments and agencies under the Provincial People's Committee, District People's Committees, relevant agencies and organizations on the development of work programs and plans; Recommend to the Chairman of the Provincial People's Committee to include in the work programs and plans issues that need to be focused on directing and operating or assign relevant agencies to research and develop projects, draft documents; Develop and submit to the People's Committee, Chairman of the Provincial People's Committee to issue or approve work programs and plans; Monitor and urge departments and agencies under the Provincial People's Committee, District People's Committees, relevant agencies and organizations to implement work programs and plans, ensuring progress and quality; Periodically or suddenly, report on implementation results; recommend solutions; promptly report and adjust work programs and plans, meeting the management, direction and operation requirements of the People's Committee, Chairman of the Provincial People's Committee.

+ Serving the general activities of the Provincial People's Committee:Preside over and coordinate with relevant agencies to prepare programs and contents to serve the meetings of the Provincial People's Committee; Carry out the work of synthesizing and reporting; Monitor, urge and evaluate the results of implementing the Working Regulations of the Provincial People's Committee; Advise and assist the Provincial People's Committee in organizing citizen reception work in accordance with current laws until there are new legal regulations on this issue.

+Advise and assist the Chairman and Vice Chairmen of the Provincial People's Committee in performing their duties and powers according to their authority:Advise and assist the Chairman of the Provincial People's Committee in convening and chairing meetings, conferences (collectively referred to as meetings) of the People's Committee and the Chairman of the Provincial People's Committee: Submit to the Chairman of the Provincial People's Committee for comments on organizing meetings; preside over and coordinate with relevant agencies to prepare programs and contents; urge agencies to send documents; record minutes; issue notices of conclusions and directions of the Chairman of the Provincial People's Committee; organize press conferences and press releases on the content of meetings under the direction of the Chairman of the Provincial People's Committee;

Submit to the Chairman of the Provincial People's Committee to assign relevant agencies to prepare content for the Chairman of the Provincial People's Committee to report, explain, and answer questions before the Provincial People's Council; coordinate with relevant agencies to help the Chairman of the Provincial People's Committee develop plans and content for contact, settlement, and response to voters' recommendations;

Advise and assist the Chairman of the Provincial People's Committee: Assign work to the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee, monitor, urge and inspect the coordination between departments and agencies under the Provincial People's Committee and district-level People's Committees according to the provisions of law; synthesize and report to the Chairman of the Provincial People's Committee to handle any problems or issues that arise for timely and appropriate adjustments;

Advise and assist the Chairman of the Provincial People's Committee in improving working methods and procedures, digital transformation, and application of information technology in direction and administration; maintain discipline and state administrative discipline in the locality;

Advise and assist the Chairman of the Provincial People's Committee to coordinate the development of the Regulations on coordination of the work of the Provincial People's Committee with relevant local agencies and organizations; Advise and assist the Chairman of the Provincial People's Committee to implement the regime of information and periodic and ad hoc reporting according to the provisions of law and the requirements of competent authorities; Coordinate with relevant agencies to assist the Chairman of the Provincial People's Committee in receiving citizens according to the provisions of law and the Working Regulations of the Provincial People's Committee;

Prepare programs and contents of business trips and receptions of the Chairman of the Provincial People's Committee according to regulations;

Receive, advise, and coordinate the handling of press issues according to regulations and instructions of the Chairman of the Provincial People's Committee.

+Receive, process, issue, and manage documents submitted to the People's Committee and Chairman of the Provincial People's Committee; monitor, urge, and inspect the implementation situation and results:

For projects, proposals, and draft documents submitted by agencies: Proposals for drafting legal documents and draft legal documents: Implement according to the provisions of law on drafting and promulgating legal documents. Projects, proposals, and draft documents that are not legal documents: Review documents; examine procedures, forms, formats, content, consistency, and legality of draft documents; prepare submission forms and propose handling options. During the handling process, if there are still different opinions, chair meetings with relevant agencies and organizations to discuss and reach agreement before submitting;

For draft reports: Coordinate with relevant agencies to edit and complete according to the direction of the Chairman of the Provincial People's Committee;

For other documents: Recommend to the Chairman of the Provincial People's Committee to assign relevant agencies to implement or organize necessary conditions for the People's Committee and Chairman of the Provincial People's Committee to handle according to the provisions of law;

Manage and use the agency's seals and secret key storage devices according to the provisions of law; Issue documents of the People's Committee and the Chairman of the Provincial People's Committee; Archive documents, records and documents of the People's Committee and the Chairman of the Provincial People's Committee; Monitor, urge and inspect the situation and results of the implementation of documents of the People's Committee and the Chairman of the Provincial People's Committee; periodically review and report to the Chairman of the Provincial People's Committee to ensure consistency and unity in direction and administration;

Review and summarize any problems and issues arising regarding authority, records, procedures, and administrative office operations during the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee; promptly report to the Provincial People's Committee for amendments and supplements; annually report to the Government Office.

+ Implement information mode:Organize, manage and update information to serve the direction and administration of the People's Committee and the Chairman of the Provincial People's Committee; coordinate in providing information to serve the direction and administration of the Government and the Prime Minister; Organize, manage and publish official information on the activities of the People's Committee and the Chairman of the Provincial People's Committee and provide information according to regulations; Build, organize and manage the operation of the Provincial Electronic Information Portal; connect with the Government Electronic Information Portal system; Manage, publish and distribute the Provincial Gazette; Establish, manage and maintain the operation of the Provincial People's Committee's information network; Advise on the organization of the construction and operation of the local reporting information system and coordinate in integrating, connecting and sharing data with the Government reporting information system; connect the electronic administrative information system to serve the leadership, direction and administration of the People's Committee and the Chairman of the Provincial People's Committee.

+Advise and assist the Provincial People's Committee on controlling administrative procedures and organizing the implementation of the one-stop and one-stop mechanism in handling administrative procedures:Guide, monitor, urge and inspect the implementation of administrative procedure control work, implementation of administrative procedures in the electronic environment of agencies and organizations under the management of the Provincial People's Committee, synthesize the situation, implementation results, and report according to regulations; Organize the implementation of administrative procedure reform tasks and one-stop and one-stop mechanisms in handling administrative procedures at the local level; communication work on administrative procedure reform; Control the quality of publication and publicity of administrative procedures under the jurisdiction of the Provincial People's Committee; control the provision of administrative procedures in the electronic environment for administrative procedures under the locality's jurisdiction;

Research and propose policies, solutions and initiatives to reform administrative procedures and related regulations; replicate new models and good practices in reforming administrative procedures to submit to competent authorities for decision; evaluate and handle the results of reviewing administrative procedures according to the provisions of law; Receive and handle feedback and recommendations from organizations and individuals on regulations and administrative procedures under the management of the People's Committee and the Chairman of the Provincial People's Committee; Participate in managing and operating the National Database on Administrative Procedures and the National Public Service Portal; build, manage, operate and exploit the Provincial Administrative Procedure Information System; connect, interconnect, integrate and share data on administrative procedure settlement, and provide public services to serve the leadership, direction and administration of the People's Committee and the Chairman of the Provincial People's Committee.

+Advise and assist the Provincial People's Committee in organizing and implementing the sending and receiving of electronic documents and processing of documents and work records in the electronic environment; be the focal point for implementing the connection and interconnection of document management and operation systems between agencies in the local state administrative system.

+Ensure material, technical and logistical conditions for the activities of the People's Committee and the Chairman of the Provincial People's Committee; information technology infrastructure for the Provincial Electronic Information Portal and information systems serving the direction and administration work assigned by the People's Committee and the Chairman of the Provincial People's Committee.

+Professional and technical guidance:Preside over and coordinate with the Office of the National Assembly Delegation and the Provincial People's Council to summarize and provide professional and office guidance to the Offices of departments, the Office of the People's Council and the People's Committee at the district level, and civil servants of the Office - Statistics of communes, wards and towns; Provide professional guidance to civil servants who are the focal point for performing the task of controlling administrative procedures at the local level.

+ Perform internal administration management tasks:Organize the implementation of documents, plans, programs and projects issued or approved by competent authorities related to the activities of the Provincial People's Committee Office; Receive, process, issue and manage documents of the Provincial People's Committee Office according to regulations; Cooperate internationally according to the provisions of law and the assignment or authorization of the Provincial People's Committee and the Chairman of the Provincial People's Committee; Research and apply the results of scientific research and administrative reform to serve assigned tasks; Issue documents regulating the functions, tasks and powers of units under the Provincial People's Committee Office and the Working Regulations of the Provincial People's Committee Office;

Manage the organizational structure, civil servant payroll, civil servant rank structure, job positions, staff structure according to professional title standards and the number of employees in public service units under the Provincial People's Committee Office; Implement salary regimes and regimes, policies on treatment, rewards, discipline, training, professional development for civil servants, public employees and workers under the management scope of the Provincial People's Committee Office; Manage and be responsible for finance and assets assigned according to regulations; guide and inspect the implementation of the autonomy and self-responsibility mechanism for public service units under the Provincial People's Committee Office.

+Periodically or upon request, report to the Provincial People's Committee, the Government Office and competent authorities on the situation and results of assigned tasks.

+Perform other tasks and powers assigned by the People's Committee, Chairman of the Provincial People's Committee or as prescribed by law.

About organizational structure:

- Leadership of the Provincial People's Committee Office, including: Chief of Office and no more than 04 Deputy Chiefs of Office.

Administrative organizations include: - General Department; Economic Department; Science and Culture Department; Internal Affairs Department; Industry Department; Agriculture Department; Administrative Procedure Control Department; Administration - Organization Department; Administration - Finance Department; Citizen Reception Committee;

This Decision takes effect from November 18, 2022 and replaces Decision No. 28/2014/QD-UBND dated July 18, 2019 of the People's Committee of Nghe An province promulgating the Regulation on functions, tasks, powers and organizational structure of the Office of the People's Committee of Nghe An province.
