TRAFFIC ACCIDENTS DECREASED, CRIME WAS PREVENTED

At the meeting, the Provincial People's Committee listened to, commented on, and approved: the Report on the results of traffic safety work in 2022 and the implementation of tasks in 2023; the Report on the situation and results of crime prevention and law enforcement in 2022 and the implementation of tasks in 2023; and the Report on citizen reception and handling of complaints and denunciations in 2022 and the direction and tasks for 2023.

In the first 10 months of 2022, Nghe An province experienced 132 traffic accidents, resulting in 85 deaths, 92 injuries, and damage to 100 cars, 109 motorcycles, 6 electric scooters, and 12 other vehicles. Compared to the first 10 months of 2021, there was a decrease of 2 accidents, 8 deaths, and 4 injuries. The provincial police conducted 23,729 patrols, issued fines in 54,922 cases, and collected nearly 80 billion VND for the treasury.

Crimes against social order have been effectively prevented, contained, and significantly reduced. Police forces at all levels investigated and uncovered 662 cases of social order violations, arresting and prosecuting 1,005 individuals, recovering money and assets totaling over 26 billion VND; and initiating legal proceedings in 227 cases involving 393 defendants for crimes related to official duties, economics, and the environment. All very serious and especially serious cases were thoroughly investigated and resolved.

Focusing on combating and handling 68 cases involving 256 individuals committing high-tech crimes, the amount of money involved in gambling and fraud totaling approximately 2,030 billion VND was clarified. 105 wanted individuals were arrested or persuaded to surrender, including 32 dangerous and especially dangerous fugitives. 1,228 cases involving 1,654 individuals engaged in the illegal buying, selling, storing, and transporting of narcotics were detected and apprehended, resulting in the seizure of 35.2 kg of heroin; 16.1 kg of synthetic drugs, 312,945 synthetic drug pills, 91.6 kg of methamphetamine, 2.2 kg of cannabis, and 35 kg of opium.

The entire inspection sector conducted 359 administrative inspections, uncovering violations totaling 88.588 billion VND and over 2.2 million square meters of land; recommending the recovery of over 61.5 billion VND and 1.545 million square meters of land. To date, 57.425 billion VND has been recovered for the state budget. Investigation agencies at all levels in the province have handled 37 cases/85 defendants, including 31 newly discovered cases/64 defendants; and held 4 heads and deputy heads accountable for allowing corruption to occur within their agencies and units.

The total number of citizen consultations during the period was 3,000, with 2,536 people being received. The total number of petitions received during the period was 8,754, an increase of 19.2% compared to the same period in 2021. The number of legitimate complaints was 19 out of 181 cases, accounting for 10.5%; the number of legitimate denunciations was 7 out of 71 cases, accounting for 9.9%. Through the resolution of these denunciations, violations were discovered and recommendations were made to recover 458 million VND for the state budget; and recommendations were made to take administrative action against 7 individuals.

ATTRACTING INVESTMENT IS STARTING TOWARDS

Foreign relations and investment promotion activities in 2022 were vibrant and comprehensive across all three pillars, showing significant progress. As of October 31, 2022, 183 projects with a total investment of VND 38,642.6 billion had been newly approved or adjusted, exceeding the set target. To date, FDI investment in Nghe An has reached over USD 900 million, placing it among the top 10 localities attracting the most FDI in the country for the first 10 months.

Efforts to promote thrift and combat waste continued to be implemented effectively. The allocation of public investment capital for 2022 ensured adherence to the prescribed priorities. Units continued to effectively exercise their autonomy as approved by the People's Committees at all levels. Land acquisition in the province was carried out largely in accordance with regulations. Significant improvements were observed in the management, exploitation, and trading of mineral resources.

Administrative reform has shown progress; institutional reform continues to receive attention; administrative procedures reform and the implementation of the one-stop shop mechanism and the integrated one-stop shop mechanism continue; and efforts are being made to improve the observance of administrative discipline, order, and public service ethics of officials and employees in agencies and units throughout the province in 2022.

Highly appreciating the work of attracting investment, especially FDI capital, Chairman of the Provincial People's Committee Nguyen Duc Trung hoped that departments and agencies would continue to promote and maintain the positive results. However, the disbursement rate of ODA-funded projects is currently low due to complicated disbursement procedures.

The Chairman of the Provincial People's Committee also stated that administrative reform in the province continues to show progress but has not yet achieved the desired results, the digital transformation results are not yet clear, and the implementation of Project 06 has not yielded high results. Departments and agencies must recognize this as an extremely important task, and must carry it out effectively to better serve the people and businesses, improve the investment and business environment, and create a transformation in attracting investment.
