Inspecting administrative reform work in Hung Nguyen district
(Baonghean.vn) - On the afternoon of November 23, the Administrative Reform Inspection Team led by Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs had a working session with the People's Committee of Hung Nguyen district.
Attending the meeting were comrade Le Pham Hung - Chairman of Hung Nguyen District People's Committee; district leaders and departments of Hung Nguyen District People's Committee.

Before working with the leaders of Hung Nguyen District People's Committee, the inspection team conducted professional inspections at the district's departments and offices.
Through inspection, the inspection team assessed,Hung Nguyen districthas paid attention to administrative reform.
The District Party Committee has issued a Resolution of the District Party Congress for the 2020-2025 term, in which promoting administrative reform is identified as a breakthrough in the term. Every year, the Party Committee builds and inspects the direction of administrative reform implementation at grassroots Party Committees. The District People's Committee has issued plans to implement the tasks assigned by the Provincial People's Committee on administrative reform.

Currently, at the District People's Committee, there are 284/293 administrative procedures in various fields being implemented under the one-stop mechanism.
In early 2022, the District Reception and Results Department was supported to install an automatic numbering system and a system to evaluate people's satisfaction. After putting the system into operation, it has facilitated citizens to transact at the one-stop department, there is order, queuing when waiting to complete documents and procedures; The one-stop department of the communes is equipped with ballot boxes to evaluate people's satisfaction when coming to transact.

According to the unit's report, the results of receiving and handling administrative procedures: From January 1, 2022 to September 30, 2022, the total number of newly received records: 12,504 records (of which 52 records were received online), the number of records transferred from the previous period: 954 records. Number of records resolved: 12,666 records, of which on-time return: 12,654 records (accounting for 99.9%), overdue return: 12 records.
The district has developed a plan to implement digital transformation until 2025 and organized a meeting of the Steering Committee and the Digital Transformation Support Team of Hung Nguyen district to deploy tasks for relevant departments, offices and branches to implement.

The online meeting system is effectively exploited to serve meetings, minimizing travel and printing documents. Currently, the whole district has 20 points serving online meetings throughout the district.
During the year, Hung Nguyen district established inspection teams to inspect the implementation of discipline, administrative discipline, and implementation.administrative reformand check the progress of implementing administrative reform projects and programs in 12 communes and towns.

Through the inspection, the Department of Home Affairs also pointed out a number of issues that Hung Nguyen district should continue to pay attention to and direct. That is, the storage of administrative procedure records still has some incomplete records; the use of digital signatures is still limited; some records are still processed slowly.
Some administrative procedures have not been resolved at the one-stop shop as prescribed; The number of district-level officials, civil servants and public employees participating in the online contest to learn about administrative procedure control and public service provision activities in 2022 organized by the Provincial People's Committee is still low.

Concluding the meeting, Mr. Tran Quoc Chung - Deputy Director of the Department of Home Affairs suggested that Hung Nguyen district should continue to pay attention to reviewing and shortening the time for handling administrative procedures to create the most favorable conditions for people, organizations and businesses when handling administrative procedures; promote administrative reform to attract investment.
The district needs to resolutely bring all administrative procedures to the one-stop-shop, no longer having to deal with late returns; continue to inspect and control the performance of public duties, attitudes of responsibility, discipline, and administrative discipline; improve the professional qualifications, skills, and public ethics of officials and civil servants; perfect the organizational apparatus; promote the application of information technology, modernize the administrative system to improve the effectiveness and efficiency of the administrative apparatus./.
