Nghe An: Contract teachers eagerly await recruitment
(Baonghean.vn) - After many months of waiting, the 2022 teacher quota has been approved by the Provincial People's Committee and allocated to each locality. The problem now is how to recruit in accordance with regulations, ensuring fairness and objectivity.

Teacher Vuong Thi Ha is a music teacher at Nghi Hoa Primary School - Cua Lo town and has twice won the title of Excellent Teacher of the town, once won the title of Excellent Teacher of the library reading period of the province. At the age of over 30, with nearly 10 years of working at the school, she is also considered a veteran teacher, highly appreciated for her ability, expertise and dedication to the profession. However, a disadvantage for teacher Vuong Thi Ha is that until now she is still a contract teacher of the town.

This is probably her biggest disadvantage up to this point and she herself often feels sad every time she talks about her job. This female teacher also said that, although she is a contract teacher, all benefits cannot be compared to other teachers, but she has never been discouraged. On the contrary, she tells herself to always try her best, complete the assigned tasks and also be a pioneer in teaching. Her biggest dream now is to soon be on the payroll so that she can work with peace of mind and be committed to her job.
“Currently, my salary coefficient is less than 3.0, plus seniority and allowances, it is only over 5 million VND. However, this amount is only received for 9 months of actual teaching. For the remaining 3 months, we only receive salary without any other support. With this income, it is really difficult to raise two school-age children and cover family expenses.”

This causes a lot of difficulties for the school in the process of operation. Therefore, before the information about the additional payroll quota, teacher Nguyen Thi Phuc - Principal of the school is very much looking forward to having payroll for primary schools and having preferential policies so that teachers who have been on long-term contracts at the school can soon be on the payroll.
“The teacher ratio at my school is very low and in the coming time, there will continue to be some teachers on maternity leave, so the shortage of teachers is predictable. In the current situation, I really hope that the town will pay attention to teachers who have been on long-term contracts, because if they are not on the payroll, many teachers may quit their jobs. For example, at our school, in the past 2 years, there have been 2 contract teachers who, after passing the civil servant exam, applied to work in other localities.”
Graduated with honors from Vinh University and signed a contract under Decree No. 06/2018/ND-CP, teacher Vo Thi Thanh Nhan - teacher at Hung Thang Kindergarten - Hung Nguyen hopes to be recruited soon. In the past time, to seize this opportunity, teacher Vo Thi Thanh Nhan has also constantly tried, improved her expertise, registered to participate in competitions for excellent teachers to enrich her achievements.
“Since the beginning of the year, preschool teachers under contract have had to go through many different emotions, nervousness, anxiety, and sometimes delayed salary payments, fear of having their contracts terminated. However, up to this point, we are basically assured because the province has a policy to pay salaries and currently has a payroll to prioritize recruitment. Our hope is that during the implementation process, relevant units will comply with regulations and guidelines to ensure the rights of all teachers.
Currently, Hung Thang Kindergarten is also one of the kindergartens with the largest number of contract teachers in categories 06, 09 in Hung Nguyen district with 3 teachers. Therefore, like other teachers, teacher Nguyen Thi Tra - Principal of the school also believes that: If all contract teachers are on the payroll, it will be convenient for both teachers and the school, it will be a basis for teachers to stick with their professional work for a long time.
Ensure objectivity and correct target
The shortage of teachers in Nghe An has been going on for many years, especially for preschool and primary school teachers and teachers in some specific subjects. Therefore, in mid-2022, when the Ministry of Home Affairs decided to add 2,820 positions to Nghe An, it was considered good news not only for teachers but also for localities and schools. According to the instructions of the Provincial People's Committee, of these 2,820 positions, Nghe An province has allocated 1,330 positions to recruit contract preschool teachers according to Decree No. 06/2018/ND-CP dated January 5, 2018 of the Government and contracts according to Joint Circular No. 09/2013/TTLT-BGDDT-BTC-BNV dated March 11, 2013 of the Ministry of Education and Training - Finance - Home Affairs (contract teachers according to 06, 09). For the rest, localities can recruit new teachers according to specific allocated quotas.

The addition of staffing quotas at this time is considered extremely important. However, in reality, the number of assigned quotas compared to the demand is still not enough to meet the demand.
As in Cua Lo town, through discussion, Mr. Phung Duc Nhan - Head of the town's Department of Education and Training said: Cua Lo town this time recruited 39 quotas at 3 levels of education, of which the preschool level was supplemented with 29 positions to recruit contract teachers according to 06, 09; the primary level was supplemented with 8 positions; the secondary level was supplemented with 2 positions. Based on the conditions and assigned quotas, the town's Department of Education and Training is currently coordinating with the Department of Internal Affairs to advise on implementation to ensure proper procedures as well as meet the reality of the schools. The current difficulty is that the quotas are few while the actual demand is high, so it cannot be met, because the whole town's preschool teacher ratio is only 1.67 teachers/class; primary school is only 1.21 teachers/class and secondary school is 1.7 teachers/class - lower than the prescribed ratio. In addition, Cua Lo town still has many contract teachers at the secondary school level, but this year the quota is only 2 teachers, so it is difficult to "weigh and measure".
The industry's viewpoint is to focus on recruiting according to the right criteria, ensuring objectivity and fairness, and selecting truly capable teachers who can do a good job of teaching in schools.
On this occasion, Nam Dan district was assigned to add 130 positions. Of which, 101 positions were added to the preschool level, 22 positions were added to the primary level and 7 positions were added to the secondary level. After being allocated the quota, the district is reviewing and balancing to build the position structure and submit it to the Department of Home Affairs for approval before recruitment. The district's viewpoint is also to prioritize contract teachers of categories 06; 09 but must also ensure the standards and guidelines.

This staffing addition is very timely and has resolved certain initial difficulties. On the government side, we are trying to submit the position to the Department of Home Affairs by January 15, 2023 and strive to recruit all 06,09 preschool teachers by January 30, 2023. In addition, we will also soon recruit other teacher positions to supplement schools, solving the current serious teacher shortage.
Regarding teacher recruitment, related units such as the Department of Home Affairs and the Department of Education and Training have also anticipated difficulties and problems. That is, many localities have preschool teachers with grades 06 and 09 who are given priority but do not have the required qualifications according to the provisions of the 2019 Education Law; some localities have many teachers with long-term contracts, so it is difficult to prioritize recruitment due to lack of criteria. Therefore, in order to ensure fair and objective recruitment, the Department of Education and Training has recently issued a guiding document, in which, in addition to requiring recruitment to comply with the prescribed documents, it is necessary to note some subjects that need attention, priority or subjects that do not have the required qualifications according to regulations.

Also according to this document, during the recruitment process, localities must recruit preschool teachers in categories 06 and 09 if they meet the qualifications and complete their tasks. In the case that a teacher has a training level that meets the training standards under the 2005 Education Law but has not yet met the training standards under the 2019 Education Law, special recruitment can be made and the teacher must commit (or be arranged) to be trained according to the roadmap to improve their qualifications to meet the prescribed standards... In the case of other contract teachers, the Department requires localities during the recruitment process to consider giving priority to recruiting those who have had long-term labor contracts, have made many contributions to the education sector and are assessed to have completed their tasks or higher.
The timely issuance of guidance documents by the Department of Education and Training will also gradually remove difficulties for localities and serve as a basis for recruitment to be fair, objective, reasonable, and ensure the rights of all teachers./.
