In Nghe An, attending the conference at the main bridge were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades members of the Provincial Party Committee Standing Committee, Provincial Party Executive Committee... The conference was also broadcast live to 41 district-level and equivalent bridges; 350 commune-level bridges with about 12,500 delegates attending.

During the two working days, delegates listened to the Party and State leaders disseminate four topics: Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on "Continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period"; Resolution No. 28-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on "Continuing to innovate the Party's leadership and governance methods over the political system in the new period"; Resolution No. 29-NQ/TW dated November 17, 2022 on "Continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045"; Conclusion No. 45-KL/TW dated November 17, 2022 of the 13th Party Central Committee on "Orientation of the National Master Plan for the 2021-2030 period, with a vision to 2050".

In his concluding remarks and direction of the conference, Comrade Vo Van Thuong - Politburo member, Standing member of the Secretariat, requested that Party committees, Party organizations, cadres and Party members study and thoroughly grasp the opening and closing speeches of the 6th Central Conference, 13th tenure by General Secretary Nguyen Phu Trong; to serve as a guide for continuing to organize research, study, grasp and implement.

Comrade Vo Van Thuong emphasized: The content of the 3 resolutions and 1 conclusion adopted by the 6th Central Conference, 13th tenure is very important, continuing to concretize the major and consistent policy of the Party, identified in the Platform and Resolution of the 13th National Party Congress. That is to build a socialist rule-of-law state; innovate the Party's leadership and governance methods; industrialize and modernize the country.

On that basis, the Standing Secretariat noted a number of ideological and directive points of high topicality. Accordingly, building and perfecting a socialist rule-of-law state; innovating the Party's leadership and governance methods over the political system are very important, so in the process of implementation, it is necessary to be very steadfast, apply and creatively develop Marxism-Leninism and Ho Chi Minh Thought; strictly implement the Party's organizational and operational principles, especially the principle of democratic centralism; be proactive, have high political determination, at the same time, be cautious, take firm steps; practical issues that require clear requirements, practice has proven correct, and there is high consensus, then resolutely innovate and resolutely implement.

Necessary but unclear issues with many different opinions should continue to be researched, practical experiences summarized, and piloted; policies that have been implemented but are not suitable should be researched, adjusted, and revised promptly.

“This is a very important guiding ideology. In both resolutions, this is not the first time the Party has raised this issue, but this time it is raised with a higher determination, requiring more urgency,” Comrade Vo Van Thuong emphasized.

At the same time, he noted that during the implementation process, it is necessary not to be hasty but also not to ignore or delay, affecting the development; along with that, it is necessary to inherit and promote the achievements, results, and good experiences that have been proven to be correct in practice. At each level and each field, it is necessary to thoroughly grasp the general principles and at the same time, it must be suitable to the characteristics, requirements, and leadership tasks of each level, each field, and each organization.

Standing member of the Secretariat Vo Van Thuong also noted the need to promote decentralization and delegation of power, further clarify the functions, tasks and powers of organizations and individuals in the State apparatus; and overcome the situation where subordinates ask superiors about issues related to their functions, tasks and powers; or superiors give general answers when there are problems.

“In this session, in terms of viewpoints, the issue of decentralization and delegation of power requires clarifying the functions and tasks of each organization and each individual in the State apparatus, so that everyone is aware of their authority, tasks and functions and does them correctly,” the Standing Member of the Secretariat said, at the same time stating his viewpoint: “If you do it right, I will praise you. If you do not do it right, I will criticize you. If you do not do it, I will bring someone else to do it for you.”

Comrade Vo Van Thuong also emphasized the need to deeply understand the guiding ideology of enhancing the responsibility of organizations and individuals, especially leaders; maintaining centralized, unified, disciplined and orderly leadership; ensuring the principle that power goes hand in hand with responsibility, the higher the power, the greater the responsibility.

The Standing Secretariat also spent a lot of time discussing and emphasizing many contents and requirements set out in the resolution on building a socialist rule-of-law state; innovating the Party's leadership and governance methods. Accordingly, both resolutions once again affirmed the high determination to build a contingent of cadres with sufficient qualities, capacity, prestige, equal to the task, promoting the spirit of dynamism, creativity, daring to think, daring to act for the common good.

Based on the analysis, comrade Vo Van Thuong believes that with the current trend, the implementation of the motto "some in, some out, some up, some down" or encouraging cadres to resign if they do not meet the requirements of the task, or if there are violations, will become better and better.

At the same time, he also said that the Party supports cases where people are not unable to meet the requirements but feel that they are under heavy work pressure, and cannot handle that job well, then they can switch to another job with less work pressure.

Reiterating Uncle Ho's advice: "Selecting and replacing people is also an important issue in leadership", comrade Vo Van Thuong noted that it is necessary to promptly rearrange disciplined cadres, those with limited capacity and reduced prestige without waiting for the end of their term.

At the same time, it is necessary to resolutely overcome limitations, weaknesses, and formalities in evaluating cadres; in advisory responsibilities, it is also necessary to determine responsibilities right from the drafting stage, especially directive documents and legal regulations.

Standing member of the Secretariat Vo Van Thuong requested that, immediately after the conference, Party committees and organizations at all levels continue to organize the study and dissemination of the contents of the 6th Central Resolution, 13th tenure, in many appropriate forms, helping Party committees and organizations at all levels, agencies, units, cadres, Party members and people to clearly understand and absorb.

The study, implementation and dissemination of the above resolutions and conclusions must be carried out regularly, comprehensively and throughout the term; along with the dissemination and introduction of good models and examples, it is also necessary to promptly criticize groups and individuals who have not performed well; and focus on the work of combating and refuting erroneous and hostile viewpoints.

In particular, it is necessary to pay attention to strongly innovating the organization and implementation work, ensuring scientific, strict and effective. Party committees and organizations at all levels, especially Party delegations and Party Executive Committees at the Central level, urgently study and concretize the contents of the resolutions and conclusions of the 6th Central Conference, 13th tenure, and the implementation plan of the Politburo into specific programs, projects and plans, with clear, feasible and effective assignment and assignment of tasks and implementation roadmap with the motto: "One policy, ten measures, twenty actions"; to overcome the situation where the resolution is very good but the organization and implementation are not good, leading to low results.

Along with that, it is necessary to strengthen inspection and supervision of implementation; at the same time, it is necessary to grasp and promptly implement information and report implementation results at all levels quarterly and annually; promptly commend and reward groups and individuals who perform well; remind, criticize and strictly handle groups and individuals who do not perform seriously and ineffectively.
