Persistently implement "in, out, up, down" in personnel work

(Baonghean.vn) - This is one of the contents in Resolution No. 28-NQ/TW dated November 17, 2022 of the 13th Party Central Committee on "Continuing to innovate the Party's leadership and governance methods over the political system in the new period".

On the afternoon of December 5, the nationwide in-person and online conference to study and disseminate the Resolution of the 6th Central Conference, 13th tenure of the Party, organized by the Politburo and Secretariat, continued to work.

In Nghe An, attending the conference at the main bridge were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades members of the Provincial Party Standing Committee, Provincial Party Executive Committee...

The conference was also broadcast live to 41 district-level and equivalent points; 350 commune-level points with more than 12,500 delegates attending.


CREATE POWERFUL, REAL CHANGE

Delegates listened to Comrade Truong Thi Mai - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, deliver a presentation on the topic: "Continuing to innovate the Party's leadership and governance methods over the political system in the new period", according to Decree No. 28-NQ/TW dated November 17, 2022 of the Party Central Committee, 13th tenure.

Resolution No. 28 clearly states 3 viewpoints and 3 goals. Accordingly, the goal of Resolution No. 28 is to create a strong and substantial change in the innovation of the Party's leadership method for the political system, ensuring effectiveness, practicality, and closeness to reality, meeting the requirements of the Party's comprehensive leadership in the new period. Upholding the Party's principles, at the same time promoting the initiative and creativity of Party committees at all levels, Party organizations, cadres, Party members, and each agency, organization, and individual in the political system.

Improve the capacity to organize the implementation of the Party's policies and guidelines, especially institutionalizing and concretizing them into laws and sub-law documents; create real changes and achieve high results in implementing the Party's policies and guidelines at all levels. Promote the responsibility of the collective, promote the pioneering and exemplary role of cadres, Party members, and leaders in implementing the Party's policies and guidelines, and the State's policies and laws, in conjunction with strict control of power.

Building working methods and working styles of Party committees and organizations at all levels that are truly scientific, democratic, and close to reality; ensuring the Party's leadership and direction are consistent from the Central to the grassroots levels.

The Resolution sets out 6 groups of tasks and solutions, including: Innovating and improving the quality of promulgation and effective implementation of the Party's policies and guidelines; Innovating and improving the effectiveness of propaganda and mobilization work; Innovating and improving the quality and effectiveness of organizational and personnel work; Innovating and improving the quality and effectiveness of inspection and supervision work; Promoting the role and exemplary responsibility of cadres and Party members; Promoting administrative reform, innovating leadership style, working methods, and working practices of Party leadership agencies from the Central to the grassroots level.

ENCOURAGE STAFF TO RESIGN WHEN THERE ARE DEFECTS

In particular, for the group of tasks and solutions on innovation, improving the quality and effectiveness of organizational and personnel work, Resolution No. 28 points out the tasks on organizational apparatus and personnel work.

In the contents on tasks and solutions for personnel organization, Resolution No. 28 clearly states: Strictly implement the Party's policy on staff management of the political system, streamline staff according to job positions, with focus and key points associated with improving the quality and restructuring the team of cadres, civil servants and public employees.

By 2025, basically complete the construction of job positions in each agency and organization, serving as the basis for determining the total payroll of the political system for the period 2026 - 2031.

Regarding personnel work, ensure the principle of the Party's unified, direct and comprehensive leadership of personnel work and management of the staff in the political system.

Along with that, perfect the regulations on selection, assignment, appointment, and introduction of cadres of Party committees and organizations at all levels in a democratic, public, and transparent manner, ensuring prescribed standards and conditions. Summarize the pilot recruitment of a number of leadership and management positions.

Strictly implement the Party's regulations on controlling power in personnel work, against the abuse of power and position. Continue to improve regulations on collective leadership mechanisms, individual responsibilities, and responsibilities of leaders in personnel work, especially in the evaluation, introduction, and appointment of cadres.

Continue to concretize and effectively implement the Party's policy on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity, prestige, and equal to the task, ensuring continuous and steady transition between generations; policies and regulations related to cadre work such as title standards, assessment, training, fostering, planning, rotation, appointment, regimes and policies; strengthen decentralization and delegation of authority in cadre management.

Build mechanisms and policies to attract and recruit talented people to work in the political system; institutionalize the Party's policy on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good; amend policies and laws to connect cadres from the commune level to the district and provincial levels.

Encourage cadres to resign when they have shortcomings; promptly replace disciplined cadres, cadres with limited capacity, and cadres with reduced prestige without waiting for the end of their term or appointment period; persistently implement "some in, some out, some up, some down" in cadre work.

The organization strictly implements the Politburo's conclusion on the policy of job arrangement for cadres after being disciplined, contributing to ensuring discipline and strengthening the trust of cadres, party members, and people in the Party and the regime.
