Nghe An 'finalizes' growth target of 9 - 10% in 2023
(Baonghean.vn) - This is one of the targets approved in the Resolution on the socio-economic development plan for 2023.
On the morning of December 9, the 11th session of the 18th Nghe An Provincial People's Council, term 2021 - 2026, continued its working program to review and approve draft resolutions submitted to the session.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province; along with comrades in the Standing Committee of the Provincial Party Committee, delegates of the Provincial People's Council and related departments, branches and localities.
Accordingly, in the Resolution on the socio-economic development plan for 2023, the People's Council of Nghe An province approved 28 main socio-economic and environmental targets.
Of which, the growth rate of gross regional domestic product (GRDP) reached 9-10%. Economic structure: Agriculture, forestry, and fishery about 22-23%; Industry and construction about 34-35%; Services about 42-43%. State budget revenue reached 15,857 billion VND.
Total export turnover reached 2.87 billion USD. Total social development investment reached 106,000 billion VND. GRDP per capita reached 56-57 million VND. Urbanization rate reached 33%.

The poverty rate has decreased by 1-1.5%. New jobs have been created for 43,000 workers. During the year, 10 communes have met the new rural standards, 20 communes have met the advanced new rural standards; 5 communes have met the model new rural standards, and 1 district-level unit has completed the task of building and meeting the new rural standards.
To complete the 28 targets, the Resolution sets out 12 main groups of tasks and solutions, including: Continuing to direct the implementation of the action program and key tasks to implement the Resolutions of Party Congresses at all levels. Effectively controlling the Covid-19 epidemic in conjunction with continuing to implement the Socio-Economic Recovery and Development Program. Promoting growth in sectors and fields in conjunction with accelerating economic restructuring, improving productivity, quality, efficiency and competitiveness.
Focus on mobilizing resources to develop infrastructure systems; promote disbursement of public investment capital, strengthen effective management of budget revenue and expenditure. Strongly improve the investment and business environment; focus on attracting investment and developing enterprises.

Innovate and improve the quality of education and training; develop human resources associated with promoting innovation, application and development of science and technology. Develop culture and society; achieve progress, social justice, improve people's lives, ensure social security.
Manage, exploit and use natural resources effectively and sustainably; protect the living environment; proactively and effectively respond to climate change, prevent and mitigate natural disasters. Improve the effectiveness of foreign affairs and international integration; promote cooperation and regional development linkages with localities.

Ensure national defense, security, social order and safety; strengthen inspection, examination, citizen reception, and complaint and denunciation settlement. Promote information and communication, improve the effectiveness of mass mobilization work, and create social consensus.
The Provincial People's Council assigns the Provincial People's Committee to organize the implementation of the Resolution; the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Provincial People's Council Delegation Groups and the Provincial People's Council Delegates supervise the implementation of the Resolution. The Fatherland Front Committee and socio-political organizations supervise and mobilize all classes of people to implement the Resolution of the Provincial People's Council.

The Provincial People's Council calls on all classes of people, armed forces, sectors, levels and socio-political organizations to strive to compete to excellently complete the socio-economic development plan and the State budget estimate for 2023.
