Prosecution and temporary detention of subjects organizing illegal stay abroad for others

(Baonghean.vn) - With just a personal passport, Nguyen Thi Lai brought about 20 Vietnamese workers to work in Cambodia and stayed there to work illegally.

The Investigation Security Department of Nghe An Province Police said that the unit has initiated a case, prosecuted the accused and issued an arrest warrant for Nguyen Thi Lai, born in 1991, residing in Dai Dong hamlet, Dien Doai commune, Dien Chau district, for the crime of "organizing for others to stay abroad illegally".

Previously, through reconnaissance work, following the area, identifying law violators to serve the peak period of attacking and suppressing crimes before, during and after Tet, the Investigation Security Department of Nghe An Provincial Police grasped the complicated situation of Vietnamese workers in Cambodia. In particular, the number of workers in Dien Chau district leaving the country is increasing. In that situation, the Department's leaders directly reported the incident to the Provincial Police leaders to direct the establishment of a working group to collect documents, consolidate records, and fight to clarify.

Through working with the workers returning to Vietnam, the task force identified Nguyen Thi Lai as the person who organized the transfer of these people to work in Cambodia. However, at this time, Nguyen Thi Lai was in Cambodia. Applying professional measures, through Lai's Facebook account, the investigation team obtained information that on November 27, 2022, Lai livestreamed her journey across Vietnam and determined that on November 28, 2022, the subject would return to Vietnam.

Realizing that the opportunity had come, using sharp professional measures, the working group of the Provincial Police Department's Investigation Security Department coordinated with the Dien Doai Commune Police, Dien Chau District to arrest Nguyen Thi Lai when the subject had just landed at the airport.

At the investigation agency, Nguyen Thi Lai confessed to her crime. Accordingly, since the beginning of the year, the subject has brought about 20 workers from Vietnam to Cambodia and illegally stayed to work. To do that, Lai used the social network Facebook to post, promise, and arrange simple jobs with high income. For workers in need, Lai discussed and agreed that she would be the person directly representing the company in Cambodia to guide and organize citizens to leave Vietnam to Cambodia to work.

The cost of the trip is 1,200 USD, however, the company will cover all the costs; the working time must be at least 6 months from the date of departure, if the above time is not enough, the entire amount of money that the company spent to organize the citizens to Cambodia must be refunded. The job assigned in Cambodia is to do marketing, customer care at the gambling company, online sports betting, specifically using the phone, creating promotional links about the game, thereby attracting people who want to participate in the game.

Regarding the documents, only a personal passport is required, no other documents are required. According to Lai, the route starts from Nghe An to Ho Chi Minh City, then a company employee will pick them up and take them to Moc Bai Border Gate (Tay Ninh Province). Here, someone will complete the procedures to exit to Cambodia, then they will be picked up to the company in Cambodia to work. When the workers "set foot" to work in Cambodia, Nguyen Thi Lai receives a commission of 100 USD/person from the company.

In foreign countries, after a period of working, these citizens all want to return to Vietnam. However, because they have not worked for the agreed period of 6 months, the companies require a refund of the costs incurred to send these citizens from Vietnam to Cambodia to work.

Currently, the Investigation Security Department of Nghe An Provincial Police is continuing to expand and investigate the case.
