Speaking at the opening of the session, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the People's CouncilVinh cityemphasized many important contents that will be considered and decided by the City People's Council. In addition to reviewing the reports of the City People's Committee on the socio-economic development plan, budget revenue and expenditure, public investment in 2022 and the plan for 2023, this session, the City People's Council will discuss, consider and approve 11 Resolutions related to socio-economic issues.

The Chairman of the City People's Council requested that the City People's Council delegates carefully study the reports, submissions, and draft resolutions submitted at the session to discuss and deeply analyze the results, especially the limitations, difficulties, and obstacles that need to be resolved, and the challenges that need to be overcome, so that the City People's Council can consider and make decisions that are close to and in line with the set goals and targets.

Regarding the questions, the Chairman of the City People's Council requested the delegates to analyze and clearly evaluate the achieved results, shortcomings, limitations, and difficulties in organizing the implementation of regulations, identify objective and subjective causes, and at the same time, propose appropriate solutions to create positive changes after the session.

After the opening session, the meeting listened to comrade Tran Quang Lam - Vice Chairman of Vinh City People's Committee report on the socio-economic situation in 2022; key tasks and solutions in 2023. In 2022, the city focused on directing the completion of 22/22 socio-economic targets, contributing to the implementation of the targets of the Resolution of the 22nd City Party Congress, term 2020 - 2025.

In particular, many contents achieved high results, such as budget revenue estimated at over 3,538.8 billion VND, up 38.5% over the same period. Resource mobilization and urban beautification continued to receive attention and direction; pedestrian streets were put into operation with many types of business, services, culture, arts, etc.

The city also has many solutions focusing on activating and supporting economic development, creating a production and business environment, attracting businesses, entrepreneurs and workers to participate in economic development, focusing on developing the night-time economy.

Prioritize the implementation of measures to accelerate the progress of compensation and site clearance for key projects; in which, the site clearance work has been basically completed for the following projects: Vietnam - Laos Project in Hung Hoa Commune; Urban Area Project in Cua Nam - Dong Vinh Ward, Hung Loc - Nghi Phu Ward, etc.

Vinh City continues to maintain its position as the leading unit in the province in terms of education quality; continues to focus on accelerating the completion of national standard school criteria with 77/86 schools, reaching 89.5%. The City has also implemented the Project on piloting the construction of advanced kindergartens and general schools following the international integration trend for Dang Thai Mai Secondary School and Le Mao Primary School.

The work of handling petitions and letters is focused on; the rate of petitions and letters handled in the area reaches 96.05%; focusing on directing the resolution of 34/48 outstanding, complicated, and prolonged cases, with no complicated petitions arising.

The report also pointed out some limitations that need further solutions. Such as the work of ensuring urban order and the environment in some areas has not been completely resolved. The work of converting the exploitation and management model of Quan Lau market and Vinh market; Planning of concentrated livestock slaughterhouses; Solving collective housing areas, compensation and site clearance for some works and projects; Administrative reform has not met the requirements. Through inspection, examination and audit, some departments, units, wards and communes still have shortcomings that must be reviewed, corrected and learned from experience according to the requirements of inspection and examination teams.

Regarding the 2023 socio-economic development plan, the report clearly states 5 economic targets, 9 social targets, 3 environmental and urban targets, 4 targets on national defense, security, inspection and justice; at the same time, it emphasizes 8 groups of tasks and key solutions for direction and management.
