Nghe An: Tighten discipline and administrative order, strengthen inspection and supervision of public service performance

(Baonghean.vn) - That is one of the contents of Official Dispatch No. 9837/UBND-KSTT on overcoming shortcomings and limitations in administrative reform work in 2022 of Nghe An province.

Accordingly, implementing Notice No. 354/TB-VPCP dated November 14, 2022 of the Government Office on the Conclusion of the Government's Steering Committee for Administrative Reform (PAR) at the 2nd meeting on October 19, 2022; Report No. 278/BC-BPC dated November 28, 2022 of the Legal Committee, the Provincial People's Council on the results of the examination of the State PAR Report of Nghe An province in 2022, tasks and solutions in 2023 and to overcome the shortcomings and limitations in PAR work of Nghe An province in 2022, the Provincial People's Committee requests Directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to focus on implementing well the following contents:

1.Continue to strengthen leadership, direction and promote the role and responsibility of heads of departments, branches, sectors and localities in administrative reform work. Pay attention to arranging time, human resources, finance and necessary resources to focus on completing the remaining goals, contents and tasks according to the set plan, taking the effectiveness of serving people and businesses, the effectiveness and efficiency of State agencies as measures to evaluate and classify agencies, units and localities; strengthen the inspection and supervision of the implementation of administrative reform tasks.

2.Focus on perfecting institutions, regularly researching, reviewing and proposing amendments, supplements or abolishing current legal regulations that are illegal or contradictory or overlapping to handle problems in performing regular tasks and new ad hoc tasks arising in administrative reform work. Improve the quality of consulting on the development and promulgation of legal documents, ensuring timeliness, quality, compliance with legal regulations and suitability with local practical situations.

3.Departments, branches, sectors and localities deploy tasks and solutions to promote administrative procedure reform (AP), noting the tasks that need to be urgently deployed and completed: Continue to review and recommend competent agencies and individuals to amend, supplement or abolish unnecessary, illegal or unreasonable APs; update fully, accurately and promptly publicize regulations and plans to reduce and simplify administrative procedures, especially procedures related to business activities on portals and websites of departments, branches, sectors and localities, at transaction locations and other forms as prescribed.

Complete the standardization of the results of handling administrative procedures on the National Database on Administrative Procedures, continue to organize and perfect the One-Stop Shop at all levels; amend and supplement the Regulations on organization and operation of the One-Stop Shop at all levels. Establish, upgrade and complete the electronic data management warehouse of organizations and individuals on the Information System for Handling Administrative Procedures. Digitize records and results of handling administrative procedures: Overcome the backlog of overdue records on the Provincial Information System for Handling Administrative Procedures to ensure accuracy; effectively share, integrate and update data on the system to improve the effectiveness of management work. Timely deploy projects on applying information technology and digital transformation in State agencies.

4.Continue to review and advise the Provincial People's Committee to promulgate regulations on functions, tasks, powers, and organizational structures of agencies and units; clearly define functions, tasks, and powers, avoid overlapping, duplication, or omission of tasks, reduce intermediate steps; effectively arrange cadres and civil servants according to job positions; train and improve the quality of cadres, civil servants, and public employees; link work efficiency with assessment and classification. Tighten discipline and administrative discipline, strengthen inspection and supervision of the performance of public duties and tasks of cadres, civil servants, and public employees, promptly detect cases showing signs of harassment, annoyance, and negativity to correct and adjust to avoid violations.

5.Mobilize all social resources to serve administrative reform work, have mechanisms to encourage people and businesses to participate in administrative reform work; organize to collect comments and contributions from people and businesses on administrative reform. Arrange enough financial resources to carry out administrative reform tasks.

Requesting the directors of departments, heads of provincial-level departments and branches, and Chairmen of People's Committees of districts, cities and towns to strictly direct the implementation of the above contents. Periodically summarize and report to the Provincial People's Committee (through the Department of Home Affairs).
