The 78th National Public Security Conference took place over two days, December 19 and 20, to assess the situation and results of all aspects of public security work in 2022; to review and evaluate basic professional work; the work of building commune and town public security; to evaluate the initial results of implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern public security force, meeting the requirements and tasks in the new situation; to discuss directions and tasks for 2023 and the coming time; to summarize the emulation movement "For National Security" in 2022 in the entire public security force.

Speaking at the opening of the Conference, Minister of Public Security To Lam emphasized that the 78th National Public Security Conference took place in the context that the entire Party, people and army are continuing to strive and determine to effectively implement the Resolution of the 13th National Party Congress; resolutions and conclusions of the 13th Central Conferences, especially the new resolutions of the Central Committee on socio-economic development and ensuring national defense and security in the six regions of the country.

The summary report on the situation and results of public security work in 2022 and tasks for 2023 presented by Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security, stated that in 2022, the Public Security force proactively grasped the situation, was sensitive, active, and proactive in advising the Party and State to issue many important policies, solutions, and strategies on ensuring security and order, socio-economic development, and foreign affairs, contributing to the effective implementation of the country's foreign policy.

The work of ensuring national security has been implemented resolutely and proactively in all fields and localities; contributing to the success of important political, economic and social events of the country, especially the 31st SEA Games, spreading the image of a safe, friendly and hospitable Vietnam, recognized by the people and highly appreciated by the international community.

2022 is also an important milestone for the Vietnam People's Public Security Forces, when for the first time the People's Public Security Forces launched the Ministry of Public Security's Permanent Office on United Nations Peacekeeping and sent officers to join the United Nations peacekeeping force.

Crime prevention and control work has achieved many results, exceeding many targets assigned by the National Assembly, creating positive changes in social order and safety, contributing to gradually building an orderly, disciplined, secure, safe and healthy society.

Accordingly, 33,817 crimes against social order were investigated and solved, reaching a rate of 85.06%. Most of the particularly serious cases that the public was concerned about were investigated, clarified, and the perpetrators were quickly arrested; 590 organized crime gangs were eliminated; thousands of drug-related crimes were discovered, and nearly 700 kg of heroin, more than 4.6 tons of synthetic drugs, 104 kg of opium, 259 kg of marijuana, and 185 guns were seized as evidence of drug cases.

The fight against corruption, economic crimes, smuggling, drugs, environmental crimes, high-tech crimes, etc. has been directed with attention and achieved many outstanding results, which have been recognized and highly appreciated by the Party, the State and the people. 5,306 cases of economic management crimes have been detected and handled; 492 cases and 902 subjects have been convicted of corruption and crimes related to positions.

Reporting on the initial results of implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, and modern public security force to meet the requirements and tasks in the new situation, Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security, said that Party committees, Party organizations, cadres, and party members in the public security force have firmly grasped the guiding viewpoints, goals, tasks, and solutions mentioned in the Resolution; there have been positive and strong changes, with high determination, great efforts, and drastic actions in implementation; arousing the will and determination of the public security force from the Ministry to the grassroots level and all generals, officers, cadres, and soldiers in the work of building a truly clean, strong, disciplined, elite, and modern public security force to meet the requirements and tasks in the new situation...

To make Vietnam a peaceful and stable country

Speaking at the conference, Prime Minister Pham Minh Chinh said that the conference comprehensively assessed the results, pointed out advantages, limitations and analyzed the causes, on that basis, set out goals, requirements, tasks and solutions for the coming time.

The Prime Minister requested to continue studying, thoroughly grasping, and effectively implementing the direction of General Secretary Nguyen Phu Trong at the recent Central Public Security Party Committee Conference.

According to the Prime Minister, in 2022, the political, economic and social security situation in the world and the region will develop in a complex and unpredictable manner. In that context, we have successfully and quite comprehensively achieved our goals and tasks: focusing on controlling the epidemic while promoting socio-economic recovery and development, maintaining independence, sovereignty, territorial integrity, ensuring national defense, security, social order and safety; promoting extensive, substantive and effective foreign affairs activities.

"We are completely proud to continue affirming the statement of General Secretary Nguyen Phu Trong and approved by the Resolution of the 13th National Congress: Our country has never had such a foundation, potential, position and international prestige as it does today," the Prime Minister emphasized.

According to the Prime Minister, these results were achieved thanks to the leadership of the Party, directly and regularly led by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the participation of the entire political system, the support of the people, businesses, and the help of international friends. Among them, there was a great contribution from the Public Security Forces in maintaining political security, order, and social safety.

The Prime Minister pointed out that the People's Public Security Forces have proactively grasped the situation, performed well the advisory function to the Party and State on ensuring security and order, socio-economic development and foreign affairs, contributing to maintaining political stability, creating a peaceful, stable and favorable environment for national development. Notably, the Politburo has advised the Politburo to issue Resolution 12-NQ/TW on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security Force to meet the requirements and tasks in the new situation.

The Public Security Forces have performed well their direct combat functions; promptly detected, fought, and prevented plots and sabotage activities of hostile and reactionary forces. The fight against crime has achieved many positive results, exceeding the targets assigned by the National Assembly. Many criminal, drug, smuggling, high-tech, and organized crime rings have been dismantled...

In particular, it has completed many tasks, handled cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity. Advised and directed the strict handling of many serious and complicated corruption and economic cases, backlog cases, cases in the fields of banking, finance, securities, land, health, education, etc.

"The results of crime prevention and control work have significantly contributed to bringing peace, building an orderly, disciplined, secure, safe and healthy society, making Vietnam a peaceful and stable country, an investment and tourism destination," the Prime Minister pointed out.

Along with that, administrative and judicial reform and e-Government development continue to be promoted, creating favorable conditions for people and businesses. The Ministry of Public Security is a bright spot in digital transformation, implementing responsibilities and effectively Project 06, contributing to changing the way of managing citizens and society; creating an important foundation for deploying online public services, contributing to promoting digital government, digital economy, and digital society.

The movement for the whole people to protect national security continued to be innovated in both content and measures; the work of ensuring traffic safety, fire prevention, fire fighting and rescue was strengthened; in particular, the People's Public Security force performed well in social security work, building and repairing thousands of houses for poor households, boarding houses for students in remote, isolated and extremely disadvantaged areas.

Foreign affairs and international cooperation activities have been promoted; bilateral relations have been expanded, multilateral forums have been actively participated, contributing to enhancing the country's position. Party building and force building have been directed with attention, the People's Public Security force has become increasingly strong, with firm political will and sharp expertise. Focusing on perfecting the Party's leadership mechanism in the People's Public Security. Doing a good job of reviewing and arranging the police force in the direction of "a strong Ministry, a strong province, a comprehensive district, and a grassroots commune", improving the operational efficiency of the regular police force taking on the positions of communal police.

The Prime Minister expressed his emotion at the sacrifices of many police officers and soldiers, including those who were very young; all for the peaceful life, safety and happiness of the people, contributing to beautifying the glorious tradition of the heroic Vietnam People's Police Force.

Responding to the requirements of the Party, State and the expectations and trust of the people

Along with frankly pointing out a number of limitations in the work and of the Public Security Forces, Prime Minister Pham Minh Chinh forecasted, analyzed the situation and suggested a number of tasks and solutions that the Public Security Forces need to carry out in 2023 and the coming time to fight to protect national security and ensure social order and safety.

Prime Minister Pham Minh Chinh said that 2023 is a pivotal year for implementing the Resolution of the 13th National Party Congress and the 7th Central Party Congress of the Ministry of Public Security. The new development stage has opportunities and advantages but more difficulties and challenges.

Meanwhile, the world and regional situation continues to evolve in a complex and unpredictable manner; peace, cooperation and development remain the major trends, but strategic competition among major countries continues to be fierce. Domestically, political security and social order harbor destabilizing factors; criminal activities are increasingly complex.

"Along with regular and backlogged work, there are also emerging issues. Therefore, the tasks of the People's Public Security Forces will be more numerous, heavier and more complicated and need to be done better to meet the requirements of the Party, the State and the expectations and trust of the people," the Prime Minister directed.

The Prime Minister requested the Public Security Forces to continue to be pioneers and exemplary in organizing the implementation of the Resolution of the 13th National Party Congress; promptly concretize and institutionalize the Party's policies and guidelines and the State's laws in all areas of public security work; act as the core and closely coordinate with Party committees and authorities at all levels, promote the combined strength of the entire political system and the entire population to protect national security, maintain social order and safety; promote socio-economic development, step up international integration, actively fight against "internal invaders", and contribute to building a culture imbued with national identity.

The Public Security Forces must grasp, analyze, evaluate, and forecast the situation closely, accurately, and accurately; proactively advise and propose to the Party and State policies and solutions to ensure national security, maintain social order and safety, early and from afar; prevent, detect, and combat plots and activities of "peaceful evolution", riots, and overthrow by hostile and reactionary forces; prevent manifestations of "self-evolution" and "self-transformation", and prevent the formation of illegal associations, groups, and opposition political organizations in the country. Proactively and promptly handle complex and emerging issues, and respond quickly to non-traditional security threats.

The Head of Government proposed to improve the effectiveness and efficiency of law making and enforcement in the fields of ensuring social order and safety. Closely coordinate with all levels, sectors and social organizations to do better in preventing, attacking and suppressing crimes, destroying dangerous criminal gangs and groups, eliminating complicated social order hotspots; effectively combat economic crimes, corruption, high-tech crimes, drugs, smuggling, etc.

In addition, the Public Security Forces promote administrative reform; strengthen and improve the efficiency and effectiveness of State management of security and order. Effectively exploit population data, citizen identification data, professional data, promote digital transformation to serve innovation, improve the efficiency of public security work; continue to further improve the quality and effectiveness of coordination and cooperation between the Public Security Forces and the People's Army and ministries, departments and branches in implementing the goals and tasks of Party building, political system building, and socio-economic development.

Pay special attention to building and promoting the people's hearts, the people's national defense and the people's security posture in conjunction with the solid people's hearts in the cause of building and defending the Fatherland. In addition, continue to promote international cooperation activities; proactively deploy measures to protect national security and interests early, from afar, from outside the border and territory.

The Prime Minister noted that the People's Public Security Forces continue to systematically, closely, scientifically and effectively implement the goals set out in Resolution 12-NQ/TW of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security Force to meet the requirements and tasks in the new situation".

In particular, special attention should be paid to the work of Party building and rectification in the People's Public Security Forces to ensure that they are truly clean and strong, and to enhance the leadership capacity and fighting strength of Party organizations and Party members; inspection, examination, and supervision should be strengthened, and effective power control mechanisms should be established within the public security sector, and violations should be promptly detected and strictly handled.

The Central Public Security Party Committee and the Public Security Party Committees at all levels must continue to be exemplary Party Committees, taking the lead in Party building and rectification. Focus on training political mettle, moral qualities, working style, and lifestyle; build a Public Security soldier with a warm heart, a cool head, steady feet, and clean hands, who values ​​honor because "honor is the most sacred and noble thing", so that the Public Security force is always "a sharp sword, a solid steel shield, and a pure heart", worthy of the trust of the Party, the State, and the people.
