Nghe An: Consumer price index (CPI) forecast to increase in 2023

(Baonghean.vn) - In 2022, the consumer price index (CPI) increased by 2.27% compared to the previous year; and is forecast to increase in the coming time when in early 2023, the policy of reducing 2% value added tax rate for groups of goods, services... expires.

Nghe An Provincial Statistics Office said that the consumer price index in December 2022 decreased by 0.30% compared to the previous month, the average CPI in the fourth quarter of 2022 increased by 3.13% compared to the average in the fourth quarter of 2021, up 3.34% compared to December last year.

Of the 11 groups of goods and services, 9 groups had price indexes that increased compared to the previous month: education increased by 10.82%; food and catering services increased by 5.39%; beverages and tobacco increased by 5.02%; clothing, hats, caps and shoes increased by 4.11%; housing, electricity, water and construction materials increased by 2.99%; household appliances and equipment increased by 2.35%; other goods and services increased by 2.35%; culture, entertainment and tourism increased by 1.89%; medicine and medical services increased by 0.17%.

According to the General Statistics Office, the reasons for the increase in CPI in December were the increase in tuition fees in public educational institutions according to Decree 81/2021/ND-CP and the increase in textbooks and stationery for the new school year 2022-2023 (in Nghe An, implementing Resolution No. 14/2022/NQ-HDND of Nghe An province dated July 14, 2022 stipulating tuition fees in public educational institutions for the 2022-2023 school year), causing the education group index to increase; The demand for eating out increased, especially during holidays and Tet. The prices of ready-made clothes and shoes increased due to the cold weather. The prices of beverages and household items increased due to the impact of input material prices.

Besides, there are 2 groups of goods that decreased: transportation decreased by 1.84%; post and telecommunications decreased by 0.31%.

On average, in 2022, the consumer price index increased by 2.27% over the same period last year. Of the 11 groups of goods and services, 10 groups had price indexes that increased compared to the previous year: transportation increased by 7.46%; housing, electricity, water and construction materials increased by 4.99%; beverages and tobacco increased by 4.23%; education increased by 2.39%; clothing, hats and footwear increased by 1.91%; culture, entertainment and tourism increased by 1.48%; other goods and services increased by 1.36%; household equipment and appliances increased by 0.95%; food and catering services increased by 0.34%; medicine and medical services increased by 0.04%. There was 01 group of goods that decreased: post and telecommunications decreased by 0.63%.

Gold price index increased by 0.56% compared to the previous month, increased by 1.24% compared to December 2021, and increased by 1.52% on average over the same period.

The US Dollar Index decreased by 2.32% compared to the previous month, decreased by 0.57% compared to December 2022, and increased by 2.84% on average over the same period.

According to the assessment, recently, implementing a 2% reduction in value added tax according to Decree 15/2022/ND-CP (reducing VAT from 10% to 8% from February 1, 2022) is an arrow that hits many targets, helping consumers reduce the burden of spending, control the price of goods, and help manufacturing enterprises sell goods, stimulating consumer demand.

A representative of the Nghe An Statistics Office said that thanks to this Decree, many people and businesses affected by the COVID-19 pandemic have been supported last year. This tax reduction has had a direct impact on the price level of goods, helping to control costs and prevent the selling price of goods from increasing dramatically. However, in the near future, businesses will have to face the increase in raw material prices.

Meanwhile, starting from 2023, Decree 15 on reducing 2% value added tax rate for groups of goods and services... will expire. Therefore, the consumer price index is forecast to increase if there are no appropriate and timely solutions and management policies.

It is known that currently, many businesses and associations have proposed to continue extending the VAT reduction until the end of 2023 to continue helping businesses recover production and business.
