Nghe An deploys social insurance and health insurance work in 2023

Outstanding results
2022 is a year with many changes in the implementation of social insurance and health insurance policies in Nghe An province. Specifically: By the end of 2022, the whole province had 2,984,485 people participating in social insurance, health insurance, and unemployment insurance. The number of people participating in social insurance was 374,599 people, reaching a rate compared to the working-age labor force of 22.81%; exceeding the target assigned by the Provincial People's Committee by 2%.
The health insurance coverage rate reached 92% of the population, fulfilling the target assigned by the Provincial People's Committee. The number of people participating in unemployment insurance was 244,048, reaching a rate compared to the working-age labor force of 15.29%, exceeding the target assigned by the Provincial People's Committee of 1.96%.
Total revenue from social insurance, health insurance, and unemployment insurance was VND 7,810 billion; reaching 100% of the assigned revenue plan, up 7.49% over the same period in 2021. Total debt from social insurance, health insurance, and unemployment insurance was VND 292 billion, down more than 0.2% over the same period in 2021.
During the year, the province settled social insurance benefits for 224,365 people, an increase of 89% over the same period in 2021; paid health insurance medical examination and treatment costs for 5.1 million people, an increase of 22% over the same period in 2021. Total accumulated social insurance, health insurance, and unemployment insurance expenditures up to December 31, 2022 were VND 14,643 billion.

Also in 2022, the industryNghe An Provincial Social Insurancehas paid Covid-19 support to 27,655 people, with a total support amount of more than 83 billion VND; organized the awarding of 442 voluntary social insurance books and 3,047 health insurance cards to people in difficult circumstances in the province with an amount of nearly 1.8 billion VND...
At the conference, delegates focused on analyzing the results, shortcomings, limitations and made proposals and recommendations to realize the goal of universal health insurance and social insurance for workers.
Mobilizing resources to support people to participate in voluntary social insurance and health insurance
Speaking at the conference, Deputy General Director of Vietnam Social Security Nguyen Duc Hoa emphasized: Despite facing many challenges, the serious consequences of natural disasters and floods have affected all aspects of the socio-economy in recent times, Nghe An province has achieved many positive results in implementing social insurance policies, health insurance and policies to support employees and employers. In particular, the number of people participating in social insurance and health insurance increased compared to 2021, the amount of social insurance and health insurance debt decreased significantly compared to 2021.

To meet the extremely important goals and tasks in the coming time, the Deputy General Director of Vietnam Social Security requested the People's Committee of Nghe An province to continue to pay attention to directing all levels and sectors to effectively perform social insurance and health insurance tasks in the area; in which, focusing on solutions to develop and expand social insurance and health insurance coverage; strengthen the management of health insurance medical examination and treatment funds, continuously improve the quality of medical examination and treatment, and meet the needs of the people.
In addition, research, arrange local budgets, mobilize the participation of the business community and philanthropists to support additional funding to buy health insurance cards for people in difficult circumstances; especially those in near-poor households, multidimensionally poor households and agricultural, forestry, fishery and salt-making households with average living standards in the area; contribute to reducing financial difficulties when going to see a doctor or get health insurance for people; move towards completing the goal of health insurance coverage according to the Resolution of the Party Central Committee.
Concluding the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long stated: 2023, the mid-term year, is of important significance in promoting the implementation and striving to complete the goals of the 5-year socio-economic development plan (2021-2025) and the Resolution of the Party Congresses at all levels.

Therefore, in order to successfully complete the targets and tasks in 2023 (target on the rate of people participating in health insurance reaching 93%; the rate of labor force participating in social insurance reaching 24.9%), the Provincial People's Committee requests sectors and localities to continue to innovate propaganda work in both content and form in a professional direction, suitable for each target group to develop participants in social insurance and health insurance.
In addition, promote the activities of the Steering Committee for implementing social insurance and health insurance policies in communes, wards and towns; deploy solutions to mobilize resources from units, organizations, enterprises and budget sources to provide additional support for people to participate in voluntary social insurance and health insurance.
At the same time, the organization will well implement social insurance, unemployment insurance, and health insurance policies and regimes, especially those that will take effect from 2023, ensuring the rights of participants in social insurance, health insurance, and unemployment insurance. At the conference, 4 groups were awarded the Third Class Labor Medal by the President; 8 groups and 6 individuals received Certificates of Merit from the Prime Minister. Vietnam Social Security presented the Emulation Flag to Nghe An Provincial Social Security and presented the "For the Cause of Vietnam Social Security" Medal to 10 individuals from Nghe An Province.
