The National Assembly delegation of Nghe An province supervises the topic of innovation of textbook programs.
(Baonghean.vn) - The monitoring delegation of the Provincial National Assembly Delegation requested the Department of Education and Training to coordinate with other sectors to continue to advise and better implement the textbook innovation program closely and according to the roadmap.
On the afternoon of January 3, the monitoring delegation of the Provincial National Assembly Delegation had a working session with the Departments of Education and Training, Finance, Culture and Sports on the thematic monitoring of "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks" in the province.

Assessment of the results of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks in Nghe An province shows that: The direction and organization of the implementation of Resolution No. 88 and Resolution No. 51 in the province are serious, in accordance with regulations and on schedule.
The first phase of the curriculum and textbook innovation roadmap according to Resolution No. 88 and Resolution No. 51 in Nghe An province has been implemented as planned, ensuring the requirements and goals set out, ready for curriculum and textbook innovation in the next phase.

In addition to the achieved results, during the implementation process, some limitations, difficulties and problems also arose: The number of teachers is not enough to teach 2 sessions/day (for primary school); the structure is not reasonable, there is still a surplus - shortage in some areas, there is a lack of teachers for new subjects (Foreign languages, Information Technology in primary school; Natural Sciences in secondary school; Music, Fine Arts in high school).
Some teachers have not met the training standards prescribed by the 2019 Education Law; some teachers are still weak in foreign language and IT skills, innovation in teaching methods and student assessment.

Facilities are not adequate, there is a lack of many subject classrooms, especially Foreign Language and Information Technology classrooms; minimum teaching equipment is not enough, and funding for purchasing facilities and teaching equipment is limited.
The new curriculum and textbooks implemented in the first phase still have some confusion and passivity.

At the meeting, departments and branches also proposed groups of solutions to continue effectively implementing the National Assembly's Resolutions on innovation of general education programs and textbooks in the coming years.
Many opinions recommend the National Assembly, the Government, ministries, and central agencies: It is necessary to add textbooks to the list of goods and services priced by the State when amending the Law on Prices. Research, amend, and supplement regulations to have a roadmap to adjust teachers' salaries according to job positions, in accordance with State resources, ensuring a reasonable correlation with salaries in the labor market; implement a suitable treatment and reward regime, creating motivation to improve work quality, efficiency, and professional ethics.

Opinions also suggest that it is necessary to study and supplement staffing for localities lacking staffing due to mechanical population growth leading to increased students and classes, ensuring the teacher/class ratio, meeting the requirements of implementing the 2018 General Education Program.
Along with that, some delegates recommended continuing to supplement policies related to educational development in mountainous areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions; especially policies to support the development of the system of ethnic boarding schools and semi-boarding schools.
Other issues that are also of interest include: Planning the system of teacher training schools, teacher training faculties to train teachers according to demand to attract good students to study Pedagogy, limit the situation of pedagogical graduates without jobs, low entrance standards; implementing interconnectivity in training,...
Concluding the meeting, comrade Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation highly appreciated the coordination between departments, branches and sectors in advising on implementation, and the consensus of all levels and sectors in implementing the innovation of high school education programs and textbooks.

At the same time, the representative of the monitoring delegation requested the Department of Education and Training to coordinate with other sectors to continue to advise on better implementation when continuing to implement the textbook innovation program closely, according to the roadmap. At the same time, there is a teacher training program to meet the requirements of the new education program; research solutions for students transferring from primary to secondary school to get acquainted with the new method.
The Department of Education and Training needs to continue to coordinate with the Department of Culture and Sports to effectively implement the historical education program and experiential activities. The Department of Finance needs to have guidance and solutions to ensure timely budget allocation for purchasing equipment for teaching and learning.
For recommendations from departments and branches, the monitoring team will receive, synthesize and transfer them to competent authorities for consideration.
