Extraordinary meetings for the stable development of the country
(Baonghean.vn) - When discussing the innovation of the activities of the 15th National Assembly, National Assembly Chairman Vuong Dinh Hue once said: "The National Assembly does not wait for people to boil water to prepare rice" to talk about the proactive spirit of the National Assembly in carrying out its responsibility as the highest authority of the state.
Organizing extraordinary meetings to discuss and decide on urgent national issues such as the 2nd Extraordinary Meeting, which opened on January 5, is a vivid demonstration of that spirit, aiming to promptly respond to the country's requirements, increasingly better meeting the expectations and trust of compatriots and voters nationwide.

"Abnormal" to become normal
The Second Extraordinary Session of the 15th National Assembly took place after the success of the First Extraordinary Session in early 2022. At that session, the National Assembly decided on four important issues. These included a Resolution on fiscal and monetary policies to support the implementation of the Socio-Economic Recovery and Development Program; and an investment policy for the North-South Expressway project in the 2021-2025 period.
Practice has proven that the contents discussed and decided at the First Extraordinary Session not only meet the immediate requirements for 2022 and 2023, but also have important significance for the socio-economic development of the country during the entire term and the following years. The timely, correct and accurate decisions adopted at the extraordinary session of the National Assembly have contributed significantly to "turning danger into opportunity", helping the country overcome difficulties and challenges caused by 2 years of the whole country's full efforts to prevent and fight the Covid-19 pandemic, helping the country continue to develop and achieve very proud results in 2022.
According to the program, at this second extraordinary session, the National Assembly will consider and decide on five important issues, all of which are issues arising in real life and require timely adjustments, including the National Master Plan for the 2021-2030 period, with a vision to 2050; decide on the continued implementation of a number of policies related to the prevention and control of the Covid-19 pandemic, a number of issues on finance and state budget, and pass the Law on Medical Examination and Treatment (amended).
In particular, the National Assembly carried out procedures related to the change of personnel of the Government. Including the dismissal of Mr. Pham Binh Minh and Mr. Le Minh Chuan from the National Assembly; approving the dismissal of two Deputy Prime Ministers Pham Binh Minh and Vu Duc Dam, and approving the Prime Minister's Proposal on the appointment of Mr. Tran Hong Ha - Minister of Natural Resources and Environment and Mr. Tran Luu Quang - Secretary of Hai Phong City Party Committee to hold the position of Deputy Prime Minister for the 2021-2026 term, replacing Mr. Pham Binh Minh and Vu Duc Dam.

Public opinion often shows doubts, even negative speculations whenever the Party and State leadership agencies hold extraordinary meetings. Because, as a country with a relatively stable political regime, with a single ruling Party, we are often familiar with what has been predetermined, such as the "spring and autumn two periods" when the National Assembly and People's Councils hold plenary meetings. Therefore, when hearing the two words "abnormal", public opinion immediately thinks of something unusual, "problematic".
The world is always moving and developing constantly. As a country on the path of development and integration, Vietnam is no exception. Developments in the development process often do not follow the rules. From long-term socio-economic development strategies to medium-term and short-term development plans; From law-making, policy adjustments to urgent changes in national leadership personnel... all require immediate and effective responses in a proactive and positive spirit from the highest leadership agencies of the Party and State, in order to meet the requirements of maintaining stability, avoiding interruptions in operations, or even systemic crises.
Therefore, not only the National Assembly, but also other agencies in the country's political system, if extraordinary meetings are held, should be considered very normal.
Quickly resolve urgent issues, flexibly respond to reality
Right before the second extraordinary session of the 15th National Assembly, on December 30, 2022, the 13th Party Central Committee also held an extraordinary conference to review and give opinions on personnel work. This is also the second extraordinary conference of the 13th Party Central Committee. The previous conference took place in June 2022, the Central Committee considered disciplining two incumbent Party Central Committee members, Chu Ngoc Anh (Chairman of the Hanoi People's Committee) and Nguyen Thanh Long (Minister of Health) for violating the law.
Extraordinary meetings of the Party, the National Assembly, the Government or other agencies in the political system are to resolve necessary and urgent matters, in order to react quickly, respond promptly, flexibly and effectively to problems arising in life. Organizing such extraordinary meetings demonstrates proactiveness, positivity, and innovation in thinking and action in performing assigned duties and tasks. Extraordinary meetings, after all, have no other goal than to resolve normal issues, serving the interests of the country and the people./.
