(Baonghean.vn) - In reality, at all levels, some officials lack a sense of responsibility, perform their duties at a low level, even commit violations that must be dealt with, and the people no longer trust them but refuse to leave their posts.

In 1952, Uncle Ho wrote: "Our country is a democratic country, the highest position belongs to the people, because the people are the masters. In the revolutionary apparatus, from the person who sweeps the house, cooks, to the President of a country, all are assigned to be servants of the people". Therefore, those who are assigned by the organization and elected by the people must remember and engrave in their hearts Uncle Ho's advice: "Must always remember and practice the saying: For the benefit of the country, forget the benefit of the family, for the common good, personal interests. Must do things worthy of the people, worthy of the Fatherland".

General Secretary Nguyen Phu Trong said: "Building and rectifying the Party is a very difficult and complicated task, because it is related to building organizations, building people, is human work, and easily touches on the honor, interests, and relationships of people. It is difficult but it cannot be avoided, because it is related to the life of the Party and the survival of the regime." The degradation of ordinary cadres and Party members has caused people to lose confidence in the Party and the regime. But the degradation of an official or leader will have a much more dangerous and larger impact. It degrades society itself, weakens the economic system, and the political system, which is also in dire need of innovation and adjustment to conform to the laws and development.

In a civilized society, when a person is assigned responsibility but is not capable of fulfilling his duties, with his self-respect, he will voluntarily resign. Through the mass media, we see many people from Mayors, Ministers to Prime Ministers, Presidents, sometimes just because of a wrong statement, an incident related to a relative, to the field they are in charge of, publicly apologize to the people or voluntarily resign. In those cases, they realize: They have not been able to handle the job or have caused consequences, losing the trust of the people, then for the benefit of the people and also for their integrity and self-respect - the person who was once trusted by the people, they are willing to resign. There are also people who resign because they realize that when an unfortunate incident occurs, even if it is only a very small part, they must take responsibility as a leader. Resigning, although not an easy thing to do, is necessary and should be done for them. It has become a cultural feature in political life.

In our country, from ancient times to the present, there have been many officials such as Chu Van An, Nguyen Binh Khiem, Nguyen Cong Tru, Nguyen Sinh Sac,... (for many different reasons) who demonstrated the courage and spirit of a scholar, and resigned from office.

As soon as the August Revolution of 1945 had just achieved its most basic victories, in 1951, at the Second Congress of the Party, President Ho Chi Minh said: “When organizing the provisional government, there were comrades in the Central Committee elected by the National Congress who should have participated in the government, but those comrades voluntarily asked to withdraw, to make way for patriotic figures who were still outside the Viet Minh. That was a selfless, good gesture, not greedy for position, putting the interests of the nation and national unity above personal interests. That was a commendable, respectable gesture that we must learn from.” Among those comrades were General Secretary Truong Chinh and a number of other senior leaders, such as Nguyen Luong Bang and Nguyen Chi Thanh.

Unfortunately, not all cadres and party members have done so. In reality, at all levels, some cadres lack a sense of responsibility, perform their duties at a low level, even commit violations that must be dealt with, and are no longer trusted by the people but refuse to leave their posts. Society does not lack talented people, they mistakenly think that only they can do it. It is true that "it is easy to put in, but difficult to take out"... The Resolution of the 4th Central Conference clearly stated: "A large number of cadres and party members, including those in leadership and management positions, including some high-ranking cadres, have degraded in political ideology, ethics, and lifestyle with different manifestations of fading ideals, falling into selfish individualism, opportunism, pragmatism, chasing after fame, money, position, localism, corruption, waste, arbitrariness, and lack of principles".

Mr. Nguyen Si Dung - former Deputy of the National Assembly Office wrote: "Resignation is a matter of culture rather than a matter of law, the sanction here is conscience. If there is a political culture based on conscience, then resigning when not completing the task is almost mandatory,... In many countries, people with economic potential then enter politics,... For them, doing politics is an urge, not a way to make a living. They already have a very good economic foundation, resigning will be much easier for them. In Vietnam, if not careful, people do politics for economic purposes, that leads to corruption. At first you are a good leader but power can corrupt people".

If officials are still trying to keep their positions, it is understandable that there are people "trying to stay in the poor household category"?

All success or failure of work is ultimately decided by the cadres. "If the officials are bad, the people will suffer". Should we "choose officials or choose the people"? Studying and following the moral example of Ho Chi Minh, implementing the 4th Central Resolution on Party building, each cadre and party member, especially key leaders at all levels, need to look back at themselves: What are they contributing to the locality and unit, or are they living off the position given by the people and the Party (when "there is profit but no reputation")?

On November 3, 2021, the Politburo issued Regulation No. 41-QD/TW "On dismissal and resignation of officials". This regulation is very important, especially in the context that our Party and State are determined to build a clean and strong Party and political system in all aspects, fight against degradation, "self-evolution", "self-transformation", fight against corruption and negativity... The regulation has "paved the way" for a "culture of resignation" in the Party and in the modern Vietnamese political system.
