There is no such thing as a 'safe landing'
The recent dismissal of high-ranking officials is a huge step forward in the Party's personnel work, ensuring the motto of "up, down, in, out". Many opinions say that for officials involved in corruption and negativity, there is no longer the concept of "safe landing".
2022 is the second year the whole country implements the Resolution of the 13th National Congress of the Party. Among the tasks set out, the task of Party building and rectification is identified as the central, key, and most important task... With great efforts and determination, the work of Party building and rectification in the past year has left special marks with many breakthrough results, especially in personnel work and the fight against corruption and negativity with the spirit of unity from top to bottom, and consistency across the board.
Officials "come in and go out, up and down"
In 2022, institutional improvement is one of the highlights in Party building work, with the timely issuance of many important documents, directives and resolutions, meeting practical needs. Typical examples are Regulation No. 65 of the Politburo on cadre rotation, Regulation No. 69 on disciplinary action against Party organizations and Party members who violate the law; Regulation No. 80 on decentralization of cadre management and appointment of candidates, along with Conclusion No. 20 of the Politburo on the policy of job arrangement for cadres under the management of the Politburo and the Secretariat after being disciplined.

Also in 2022, there will be 2 Central Conferences and each Central Conference will issue resolutions related to Party building and rectification work. The 5th Central Conference issued Resolution No. 21 on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period; The 6th Central Conference issued Resolution No. 28 on innovating the Party's leadership and ruling methods... Never before have 2 Resolutions been issued in 1 year related to Party building work like that... Associate Professor, Dr. Pham Van Linh - Vice Chairman of the Central Theoretical Council said: The Resolutions and regulations of the Party in 2022 are the first step in creating a political and legal basis for our Party to lead the revolution and the cause of building and defending the Fatherland, enhancing the Party's ruling position in the new period.
Associate Professor Dr. Pham Van Linh said: "The Party is very concerned by issuing a series of important documents related to the core contents of Party building work. These contents are closely related to each other, in line with the situation of Party building and rectification in the new period."

Associate Professor, Dr. Nguyen Thi Bao - senior lecturer at the Ho Chi Minh National Academy of Politics commented: "Changing positions appropriately is beneficial for both the Party and the State. That will spread to other commanders of ministries and branches. Those who have been appointed, but when they do the job, they feel they are not strong enough but still try, in the end, the consequences are not only for themselves but also because they are not careful and still fail, but also greatly affect the State apparatus."
2022 is also the year that witnessed an event that took place for the first time. At the opening session of the 6th Central Conference of the 13th tenure, the Central Executive Committee dismissed 3 incumbent Central Executive Committee members from the Executive Committee due to discipline, warning, limited capacity, and decreased prestige... without waiting for the end of their term or appointment period. And most recently (December 30), at an extraordinary session, the Party Central Executive Committee voted and agreed to let Mr. Pham Binh Minh cease to hold the position of Politburo member, 13th Party Central Committee member, and Mr. Vu Duc Dam cease to hold the position of 13th Party Central Committee member.

In localities, a Chairman of the Provincial People's Council and a Chairman of the Provincial People's Committee have also been dismissed according to the regulations on resignation and arrangement of cadres after being disciplined. According to experts and party members, this action of our Party is timely and necessary, clearly demonstrating the determination to clean up the cadre team in the spirit of the Resolution of the 13th Party Congress and the Resolutions on Party building and rectification. At the recent conference summarizing the work of cadre organization, Politburo member - Standing member of the Secretariat Vo Van Thuong said that the recent dismissal of high-ranking cadres is a great step forward in cadre work, ensuring the motto of "up, down, in, out" in cadre work towards making the Party stronger and in accordance with the motto of cadre work.
Standing member of the Secretariat Vo Van Thuong emphasized: "Recently, the Central Committee members who were warned were dismissed immediately. In the past, they would have remained in office until the end of their term... Now it is different, the Central Committee is dismissed. That is the way to make the work better. I believe that the trend will be better in the future."

Mr. Nguyen Ngoc Tu - a veteran of Quan Hoa ward, Cau Giay district, Hanoi, said that these are breakthrough steps in screening cadres and party members, in building and rectifying the Party: "Our Party allows incumbent Central Committee members to stop participating in the Central Executive Committee. That shows that we are implementing the principle of cadres: "There are ups and downs, there are ins and outs". Those whose capacity has shown limitations and prestige has declined, the Central Committee and the Politburo immediately let those comrades retire or assign them to lower-level jobs."
Ms. Nguyen Thi Ngoc Tram - Propaganda Department of Nghi Xuan District Party Committee, Ha Tinh province said: "We carry out both construction and prevention in parallel. Construction is to create a standard political and legal framework for good leadership and management. Screening the team of cadres and party members with positions and powers who violate the Party's regulations or State laws in the performance of public duties. Removing cadres and party members who no longer have the qualities and capacity to work from the apparatus".
The Party building and rectification campaign in 2022 has affirmed to the cadres, party members and people that: Now there is absolutely no longer the concept of "safe landing" and the leader cannot be innocent when corruption and negativity occur in the agencies, units and localities under his management. In the past year, a series of cadres holding the positions of Party Executive Committee members, former Provincial Party Committee Secretaries, Provincial People's Council Chairmen and Provincial People's Committee Chairmen were retrospectively prosecuted.
Since the beginning of the year, 21 leaders have been disciplined for lack of responsibility in allowing corruption to occur, including 10 criminally prosecuted, 1 dismissed, 5 warned and 3 reprimanded. Associate Professor, Dr. Vu Van Phuc - Vice Chairman of the Scientific Council of the Central Party Agencies said: Assigning responsibility and handling responsibility of leaders and Party Committees when there are Party members who violate is a noteworthy highlight in Party building and rectification. This has promoted the role and responsibility of the heads of agencies and units, at the same time, avoiding the situation of "taking credit and blaming - hiding under the cover of the collective". This is also the spirit stated in the recent Resolution 6 of the Central Committee.

Associate Professor, Dr. Vu Van Phuc said: "This time, the 6th Central Resolution emphasizes one thing: Every task of the Party must be assigned to each individual, the cadre responsible is the leader. The higher the authority of that leader, the greater the responsibility and obligation. The Resolution also clearly affirms that a Party organization can do many things. But one task is only assigned to one Party organization and one person who is responsible from beginning to end and you do not blame others."
Thus, it can be seen that 2022 - a year in which Party building work has left an important mark with the results of both "building" and "fighting", combined and implemented smoothly, the Party has focused on building and perfecting the institution of building a team of cadres who are both red and professional, both virtuous and talented, while resolutely eliminating people who are only famous but not real, self-evolving, self-transforming, and unable to overcome themselves.
Building and developing a contingent of cadres and party members must implement the motto "better less but better". Strong changes bring clear, concrete and convincing results. Cadres, party members and people expect and believe in the revolutionary cause that has been and is being led by the Party with the unanimous determination of the whole nation for a developed and powerful Vietnam./.
