ENHANCE MOBILIZATION AND EFFICIENT USE OF RESOURCES

At the meeting, comrade Nguyen Xuan Thang heard a report on the province's task implementation in 2022 and orientation for 2023.

Accordingly, last year, in the context of many difficulties and challenges, the leadership and direction of Party committees at all levels in the province had many bright spots; especially promoting the spirit of solidarity, unity, democracy, proactiveness, and focus.

In particular, in 2022, Nghe An's economy has a number of targets setting new development milestones: growth rate of 9.08%; for the first time, state budget revenue exceeded the 20,000 billion VND mark, reaching 21,805 billion VND; FDI attraction reached approximately 1 billion USD, ranking in the top 10 nationwide. Total export turnover continued to grow, estimated at 2.49 billion USD, the second consecutive year the province exceeded the export target set by the Resolution of the 19th Provincial Party Congress.

Healthcare work is well implemented; key education for excellent national and international students ranks in the top 5 nationwide. The quality of comprehensive education is gradually improved, the results of the high school graduation exam increased by 14 places compared to 2021, ranking 20th out of 63 provinces and cities.

National defense and security were maintained, keeping the area peaceful; successfully organizing the defense and civil defense drills of the province and 5 districts, which were highly appreciated by Military Region 4 and the Ministry of National Defense. Foreign affairs were deployed synchronously, effectively and comprehensively. The trust, support and expectations of cadres, party members and people for the province, for Party committees and authorities at all levels were clearly demonstrated. Party building, inspection and supervision work had positive and clear changes in all aspects.

In the coming time, the province will coordinate with the Central Steering Committee to prepare to submit to the Politburo a summary of 10 years of implementing Resolution No. 26, issue a new Resolution associated with research and supplement of appropriate mechanisms and policies, creating new momentum for development. On that basis, the Government Party Committee, the National Assembly Party Delegation, and Nghe An Provincial Party Committee will issue an action program for implementation; especially advising on issuing strong enough mechanisms for the province's socio-economic development.

Focus on resolutely, synchronously and effectively implementing programs, projects and plans to implement the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress, in conjunction with reviewing and evaluating the results of implementing the resolutions of mid-term Party congresses at all levels and supplementing tasks and solutions for the coming time.

Strengthening the mobilization and effective use of resources to invest in infrastructure, especially strategic transport infrastructure; organizing and implementing the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050; accelerating the progress of planning, especially the overall management of the general planning for the construction of the Southeast Economic Zone to 2040; focusing on implementing the Cua Lo Deep-water Port project and the Vinh International Airport expansion project; developing new industrial parks.

Nghe An will continue to direct the acceleration of economic restructuring towards improving productivity, quality, efficiency, autonomy, adaptability and competitiveness of the economy; effectively implementing the Socio-Economic Recovery and Development Program and 3 National Target Programs.

Nghe An is determined to create a more substantial breakthrough in administrative reform and digital transformation. Accordingly, a Steering Committee for Administrative Reform will be established, headed by the head of the Party Committee. The Standing Committee of the Provincial Party Committee is highly unanimous in the need to strengthen personnel work, along with requiring functional agencies to continue to take more drastic and drastic measures to rectify public service ethics, in order to create a real change in the province's public administration.

Along with that, the province continues to take care of social security work. In particular, Nghe An established a Steering Committee to implement the plan to build 9,000 houses for poor households without houses, headed by the Provincial Party Secretary.

ECONOMIC GROWTH MUST BE LINKED TO SOCIAL PROGRESS

Speaking at the meeting, Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council sent his best wishes to the comrades in the Standing Committee, agencies, departments, branches, cadres and people of the province for a new year of good health, focusing on completing well the tasks in the Resolution of the Provincial Party Congress, the socio-economic priorities set by the province in 2023.

Comrade Nguyen Xuan Thang assessed that 2022 will have many difficulties. Among the general difficulties of the country, Nghe An province will have specific difficulties: large area, mountainous areas, remote areas, natural disasters, storms and floods...; the Covid-19 epidemic has been well controlled but the consequences will last...

However, Nghe An still achieved remarkable results, not only basically completing the targets, but the quality of the targets had many bright spots and highlights, creating a good premise for 2023.

Regarding the implementation of the provincial planning for the 2021-2030 period, with a vision to 2050, comrade Nguyen Xuan Thang said that the province has closely followed the Government's new policy; concretizing the documents of the 13th National Congress and Resolution No. 26-NQ/TW on the development of the North Central and Central Coast regions. Nghe An has paid attention to the prerequisite conditions for a new breakthrough.

Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang also highly appreciated the growth indexes, domestic revenue, social security work... of Nghe An province. "Economic growth must be associated with social progress, in every policy, in every step" - Comrade Nguyen Xuan Thang emphasized.

In 2023, Nghe An province will continue to implement the contents closely following the new direction of the Central Government, concretizing in the conditions of the province. The extraordinary session of the National Assembly approved the National Master Plan for the period 2021-2030, with a vision to 2050, which is a very important basis.

Comrade Nguyen Xuan Thang requested the leaders of Nghe An province to direct the review of the draft Planning of Nghe An province for the period 2021-2030, with a vision to 2050, to complete it, integrating the Resolution of the Politburo on the development of the North Central region and the Central Coast.

Along with that, entering 2023, on the basis of summarizing Resolution 26, provincial leaders need to lead and direct with vision, thinking, shaping and identifying priority factors, mobilizing resources for new development, in the context of further promoting innovation, digital transformation, green energy, etc. Comrade Nguyen Xuan Thang believes that Nghe An province has enough resources to do it, especially human resources.

Preparing to celebrate the traditional Lunar New Year of the nation, comrade Nguyen Xuan Thang requested local Party committees, authorities, and all levels and sectors to increase their participation in taking care of people's material and spiritual lives, ensuring that no one is without a Tet holiday. Along with that, on this occasion, special attention should be paid to traffic accidents, social order and safety, border security, etc.
