Previously, through intelligence work, Thanh Chuong District Police discovered and set up a drug trafficking and transportation ring from Laos to Thanh Chuong District and then to the southern provinces for consumption, led by Hoang Van Hieu.
Hieu had a previous conviction for gambling and had complicated relationships with people inside and outside Thanh Chuong district. Hieu used local people to do jobs such as logging, hunting, and honey collecting, so he was very familiar with the mountainous areas. Hieu hired these people to transport large quantities of drugs from the border area of Thanh Thuy commune to Vo Liet commune, Thanh Chuong district, and then transported them to the southern provinces for consumption. To stabilize the security and order situation in the area, Thanh Chuong district police decided to set up a special project to fight and eradicate this ring.
