Prime Minister Pham Minh Chinh: Promoting the spirit of innovation, creativity, daring to think, daring to do to create breakthroughs in administrative reform
(Baonghean.vn) - The Prime Minister requested ministries, branches and localities to continue to promote the review and promulgation of specific and practical solutions to effectively implement the action plan for 2023 and the coming time to create breakthroughs in administrative reform.
On the afternoon of February 3, in Hanoi, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform, chaired the 3rd meeting of the Steering Committee, summarizing the work in 2022 and deploying tasks for 2023.
Also attending the meeting were Deputy Prime Minister Tran Luu Quang; Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee; Minister, Head of the Government Office Tran Van Son, Deputy Head of the Steering Committee; leaders of ministries, branches and central agencies. The meeting was held online at 63 connecting points nationwide.

Bright spots in administrative reform
The report presented by Minister of Home Affairs Pham Thi Thanh Tra showed that in 2022, administrative reform has achieved positive and comprehensive changes in all fields, especially in building institutions, legal policies; reforming administrative procedures; arranging and streamlining the apparatus and payroll; reforming the civil service regime, digital transformation...
In 2022, ministries, branches and localities reviewed and issued 2,358 decisions to promulgate administrative procedures, amend, supplement, replace and abolish within their management scope; and cut 1,041 regulations related to business activities. To date, 53/63 localities have consolidated the Public Service Portal and the Electronic One-Stop Information System at the ministerial and provincial levels. Over 99% of administrative procedure records have been resolved on time by ministries, branches and localities.
In 2022, the rate of public services eligible to be provided online at level 4 will reach 100%, an increase of 4% compared to 2021. The rate of administrative procedure records processed online out of the total number of administrative procedure records will reach 52.8%, an increase of 17.5% compared to 2021...

The implementation of Project 06 has been accelerated. To date, more than 76 million electronic chip-embedded citizen identification cards have been issued to citizens and integration and provision of 21/25 essential public services assigned in the Project have been completed.
The reform of the state administrative apparatus was carried out strongly and drastically. Results after the reorganization: Reduction of 17 general departments and equivalent organizations that did not meet the criteria for establishment; reduction of 8 departments (under general departments and ministries); reduction of 145 departments and equivalent (under general departments and ministries); reduction of 22 public service units.
Locally, in 2022, continue to reduce 711 department-level organizations under specialized agencies of the People's Committees at provincial and district levels.

The settlement of redundant personnel after the rearrangement and reorganization of administrative units from 2019 to present has achieved remarkable results.
Up to now, the district level has 706 surplus people after the rearrangement, 361 of whom have been resolved, reaching 51.10%. The commune level has 9,705 surplus people after the rearrangement, 6,657 of whom have been resolved, reaching 68.60%. The number of non-professional workers at the commune level has 8,448 surplus people after the rearrangement, 7,956 of whom have been resolved, reaching 94.20%.

The National Database System on cadres, civil servants and public employees has been launched and put into operation. Accordingly, the Database System is expected to manage nearly 2.5 million electronic records of cadres, civil servants and public employees nationwide.
Building and developing e-Government towards digital Government has achieved positive results. The national data integration and sharing platform continues to be improved, gradually connecting and sharing data between ministries, branches and localities. Modern information platforms and systems to direct, manage and serve people and businesses continue to be operated and developed.

At the conference, ministries, branches and localities discussed and exchanged experiences and good practices; at the same time, proposed solutions to remove difficulties and obstacles; proposed solutions to effectively implement the action plan for 2023 and the coming time.
Creating breakthroughs in administrative reform
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts of ministries, branches, localities, organizations and individuals, especially members of the Steering Committee, who have actively promoted the implementation of administrative reform with many positive results, contributing to sustainable socio-economic development.
The Prime Minister also stated that our Party has identified the building and improvement of institutions and administrative reform as one of the three strategic breakthroughs, because this is an area that still has many concerns, worries, and concerns. Therefore, in recent times, the Government has resolutely directed the implementation of strategic breakthroughs according to the Party's policies and guidelines, including the building and improvement of institutions and administrative reform.

Emphasizing the key tasks in 2023, the Prime Minister requested ministries, branches and localities to continue to promote the review and promulgation of specific and practical solutions to effectively implement the action plan for 2023 and the coming time to create breakthroughs in administrative reform, create changes in awareness and action, have products with specific and measurable effects; contribute to the Government's successful completion of the motto of action "Solidarity, discipline, courage, flexibility, innovation, creativity, timeliness and efficiency".
Noting that 2023 is identified as the year of building national data, the Prime Minister requested ministries, branches and localities to focus on building data for their ministries, branches and localities to serve digital transformation well, contributing to administrative reform - one of the key tasks in building a socialist rule-of-law state.

According to the Prime Minister, in order for administrative reform to be effective, it is necessary to promote the sense of responsibility of the heads of ministries, branches and localities in leading and directing the implementation of administrative reform tasks; and raise the awareness and responsibility of each cadre and civil servant. State agencies, cadres and localities must take the lead in implementing administrative reform, putting the interests of the nation, people and people above all else.
Localities strengthen the Steering Committee for Administrative Reform. Prioritize resources to promote the digitalization of records and results of administrative procedures, strengthen the review, reduction, and simplification of processes, regulations on administrative procedures, and business conditions, ensuring substance and efficiency on the basis of putting people and businesses at the center of reform.
Promote reform of the civil service system, improve discipline and administrative order. Complete the issuance of guidelines on job positions of civil servants and public employees. Research, amend, supplement and perfect legal regulations to innovate the work of evaluating cadres, civil servants and public employees, ensuring consistency with Party regulations and practicality and effectiveness.
Along with that, continue to build and perfect the mechanism and policies to discover and promote talents and the policy of connecting cadres and civil servants at the commune level with the district and provincial levels, contributing to improving the capacity and quality of the cadres, civil servants and public employees, meeting the requirements of the tasks.

Promote the spirit of innovation, creativity, daring to think and dare to do, focus on prioritizing resources to accelerate the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote flexible adaptation and socio-economic development.
