(Baonghean.vn) - According to the National Master Plan recently approved by the National Assembly, Nghe An is located in the coastal area and is planned to become the industrial development center of the region and the whole country.

On January 9, 2023, at the 2nd extraordinary session, the 15th National Assembly passed Resolution 81/2023/QH15 on the National Master Plan for the 2021-2030 period, with a vision to 2050. Resolution 81/2023/QH15 has 15 articles.

General objectives of the Resolution:By 2030, strive to become a developing country with modern industry, high average income, economic growth based on science, technology, innovation and digital transformation; an effective, unified and sustainable national development space organization model, forming dynamic regions, economic corridors, growth poles, with a synchronous and modern network of basic infrastructure; ensuring major balances, enhancing the resilience of the economy; ensuring energy security, food security and water security; protecting the ecological environment, adapting to climate change; comprehensively developing human resources, improving the material and spiritual life of the people; ensuring national defense and security; enhancing Vietnam's position and prestige in the international arena.

On the orientation of socio-economic space development:

Organize the country's development space into 06 socio-economic regions; build an organizational model and regional coordination mechanism to implement intra-regional linkages and promote linkages between regions, improving the efficiency of resource use.

- The Northern midland and mountainous region, including 14 provinces: Ha Giang, Cao Bang, Lang Son, Bac Giang, Phu Tho, Thai Nguyen, Bac Kan, Tuyen Quang, Lao Cai, Yen Bai, Lai Chau, Son La, Dien Bien and Hoa Binh.

- The Red River Delta region includes 11 provinces and centrally-run cities: Hanoi, Hai Phong, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh and Quang Ninh.

-North Central and Central Coast regions, including 14 provinces, centrally-run city: Thanh Hoa,Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan.

- The Central Highlands region includes 5 provinces: Kon Tum, Gia Lai, Dak Lak, Dak Nong and Lam Dong.

- The Southeast region includes 6 provinces and centrally-run cities: Ho Chi Minh City, Dong Nai, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc and Tay Ninh.

- The Mekong Delta region, including 13 provinces and centrally-run cities: Can Tho, Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, An Giang, Dong Thap, Kien Giang, Hau Giang, Soc Trang, Bac Lieu and Ca Mau;

On regional development orientation and regional linkage:

- North Central and Central Coast regions:Strive for an average GRDP growth rate of about 7 - 7.5%/year. Strongly develop the marine economy combined with ensuring national defense and security. Improve the efficiency of the seaport system, coastal economic zones, industrial parks; develop the petrochemical, metallurgical, mechanical engineering, agricultural, forestry and fishery processing industries, renewable energy; build logistics service centers. Develop island tourism, eco-tourism and cultural - historical tourism. Promote aquaculture, exploitation, seafood processing, logistics service centers and fishing infrastructure. Improve the capacity to prevent and combat natural disasters, proactively and effectively respond to climate change.Building the coastal area of ​​Thanh Hoa - Nghe An - Ha Tinh into an industrial development center of the region and the whole country.

Building a synchronous and modern transport network, associated with the formation of the North-South economic corridor through the region and the East-West corridors connecting international border gates, large urban areas and seaports. Building expressways connecting to the Central Highlands.

On developing dynamic regions and national growth poles:

Step by step build and form dynamic areas in the midland and mountainous areas of the North; North Central region (Thanh Hoa,Nghe An, Ha Tinh) connecting the Central region and the Red River Delta; the Central Highlands; the South Central Coast region (Khanh Hoa, Ninh Thuan, Binh Thuan and vicinity).

On the orientation of marine space development:

North Central Coast and Central Coast (from Thanh Hoa to Binh Thuan):Focus on developing the marine economy in combination with ensuring national defense and security at sea. Exploiting and cultivating aquatic and marine products in conjunction with processing industry, logistics services and fishing infrastructure, ensuring sustainability and high efficiency. Improve the efficiency of developing coastal economic zones. Continue to form and develop coastal urban systems, marine tourism centers, and eco-tourism centers of regional and international stature. Develop seaports and seaport services, especially specialized seaports associated with economic zones and industrial parks.

The national master plan for the period 2021 - 2030, with a vision to 2050 (National Master Plan) approved in this Resolution is the basis and basis for formulating national marine spatial planning, national land use planning, national sectoral planning, regional planning, provincial planning, planning of special administrative-economic units, urban planning, and rural planning nationwide. The implementation of important national programs and projects must ensure compliance with the country's practical development requirements and the goals and orientations identified in this Resolution. The plans in the national planning system that have been decided or approved by competent authorities in accordance with the provisions of the Law on Planning must be reviewed and adjusted appropriately to ensure consistency with the National Master Plan.
