PROACTIVE, TIMELY, EFFECTIVE COOPERATION

In the period of 2020-2022, the coordination between the Party Committee of the Provincial People's Committee and the Provincial Party Committee's Propaganda Department achieved many important, comprehensive and complete results in the 9 contents of the Regulation, contributing to promoting socio-economic development and ensuring national defense and security in the area.

The two agencies have coordinated in implementing the study, dissemination, and implementation of directives, resolutions, plans, and projects of the Central and the province related to socio-economic development, and policies and strategies that have a great impact on the province. The implementation methods have become increasingly specific, strict, and timely. The coordination process, information, and exchange work have been carried out seriously and with quality.

The Party Executive Committee of the Provincial People's Committee and the Provincial Party Committee's Propaganda Department have coordinated to disseminate and guide the implementation of major policies and key projects; coordinated well, grasped information and social opinion, especially hot and complicated issues in the area; provided information and reported to the provincial leaders in a timely manner to have measures and solutions for direction and management.

In addition, orient information for press agencies to propagate political events, promptly and accurately reflect the province's activities, important events, and complex issues. Thereby, spreading good models, new ways of doing things, and typical examples; at the same time, detecting limitations and shortcomings to promptly overcome, proactively fighting, and refuting the plots of destructive forces.

The two agencies also coordinated to review and evaluate the current status and needs for construction and repair of facilities serving teaching at district-level political centers; Coordinated in performing tasks in the fields of science, education, culture and society.

In addition to the achieved results, the two agencies also agreed to assess that some coordination contents were of low quality and efficiency. The coordination work in the leadership of the Provincial People's Committee of some departments and units of the science and education sector was sometimes not very effective, lacking in supervision and inspection.

In journalism, there are still some cases of taking advantage of the name of journalism to operate illegally, harassing agencies, businesses, and localities. In 2021, some departments, branches, and units have not promptly handled the issues raised by the press,... leading to many difficulties in directing and guiding press management.

PAY ATTENTION TO POLICY COMMUNICATION TO CREATE CONSENSUS

Speaking at the conference, Comrade Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department highly appreciated the direction and implementation of the tasks of the coordination program between the two agencies in the period of 2020-2022. The two sides promptly and proactively implemented the contents of the coordination program; had positive and clear impacts from the provincial to the grassroots levels; contributed to improving the quality of propaganda at all levels...

Promoting the achieved results, overcoming shortcomings and limitations, the Head of the Provincial Party Committee's Propaganda Department suggested that in the coordination program between the two agencies in the coming time, it is necessary to deploy press information provision activities more effectively. The two agencies closely follow the regulations, specify the program for the period 2023-2025 for each year, assign specific tasks and tasks, and schedule time to coordinate effective implementation.

On the other hand, the Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee, departments and branches to continue to proactively exchange, provide information, and closely coordinate so that the two agencies can do a good job of grasping public opinion, disseminating information and orienting information for the press. At the same time, direct the resolution of pressing issues among the people, raised by public opinion and the press.

Concluding the conference, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee said that in the context of the 2020-2022 period, the effectiveness of the Coordination Regulation between the Provincial Party Committee's Propaganda Department and the Provincial People's Committee's Party Committee is even more evident.

In the past 3 years, the province has faced many difficulties and challenges due to the severe impact of the Covid-19 pandemic, complicated developments of the world economic situation, natural disasters... but the results of implementing the tasks of socio-economic development, ensuring national defense and security, building the Party and the political system have been very positive. In that result, there is an important contribution from the implementation of the coordination content between the Provincial Party Committee's Propaganda Department and the Party Committee of the Provincial People's Committee.

The two agencies have proactively and promptly coordinated well in propaganda work, information orientation, and solving communication and information issues. Thereby, raising awareness, consciousness, and responsibility of agencies, units, cadres, and civil servants in reaching consensus to carry out the tasks of the province.

Tuy nhiên, Chủ tịch UBND tỉnh cũng đánh giá, một số nhiệm vụ trong công tác phối hợp tuyên truyền chưa kịp thời, như: Việc cung cấp thông tin có lúc còn chậm, chưa chủ động; chưa xử lý các vấn đề phát sinh một cách nhuần nhuyễn, hiệu quả; việc phối hợp giải quyết thông tin báo chí nêu còn tình trạng chưa kịp thời, chưa hiệu quả; việc kiểm soát thông tin trên mạng xã hội còn có những hạn chế.

Chủ tịch UBND tỉnh Nguyễn Đức Trung cho rằng, giai đoạn 2023-2025 được dự báo khó khăn, thách thức sẽ nhiều hơn thuận lợi. Song đây là giai đoạn quyết định đến việc thực hiện các mục tiêu, nhiệm vụ Nghị quyết Đại hội Đảng các cấp, đặc biệt là Nghị quyết Đại hội Đảng bộ tỉnh lần thứ XIX đề ra. Vì vậy, thống nhất tiếp tục nâng cao chất lượng, hiệu quả hơn nữa trong công tác phối hợp giữa Ban Tuyên giáo Tỉnh uỷ và Ban cán sự đảng UBND tỉnh.

Đặc biệt, cần phải tập trung cho công tác truyền thông chính sách bởi vì các chủ trương, đường lối của Đảng, chính sách, pháp luật của Nhà nước đều hướng tới mục tiêu vì người dân, lấy người dân làm trung tâm, làm thế nào để người dân có cuộc sống tốt đẹp hơn. Mặt khác, cần quan tâm giải quyết những vấn đề mà người dân quan tâm, đảm bảo quyền lợi, lợi ích cho người dân.

Các cơ quan cũng phải chủ động trong việc định hướng thông tin, tạo sự đồng thuận trong việc thực hiện các chủ trương, chính sách về phát triển kinh tế - xã hội, thực hiện các đề án, dự án lớn trên địa bàn tỉnh theo tinh thần: Người dân biết, người dân hiểu, người dân tin, người dân theo và người dân cùng thực hiện.

Chủ tịch UBND tỉnh cũng cho rằng trong giai đoạn tới, cơ hội phát triển của tỉnh là rất tốt. Hiện nay, Nghệ An đang được các nhà đầu tư nước ngoài quan tâm dựa trên những điều kiện về địa bàn, lao động, hạ tầng... Vì vậy, khi chúng ta làm tốt công tác định hướng tuyên truyền để tạo sự đồng thuận trong việc triển khai các đề án, dự án thì các mục tiêu phát triển sẽ đạt được.

Mặt khác, UBND tỉnh sẽ chỉ đạo các sở, ngành, đặc biệt là người đứng đầu nâng cao tính chủ động, tính chuyên nghiệp, tính kịp thời, chất lượng trong việc cung cấp thông tin. Đặc biệt, phải chủ động nắm bắt tình hình dư luận những vấn đề "nóng", bức xúc, nổi cộm, đặc biệt trên mạng xã hội. Từ đó, chủ động cung cấp thông tin chính xác, định hướng thông tin nhằm tránh tạo điểm "nóng".

Chủ tịch UBND tỉnh Nguyễn Đức Trung cũng đề nghị trong quá trình thực hiện quy chế phối hợp cần tăng cường năng lực, kỹ năng truyền thông cho đội ngũ cán bộ, công chức, đặc biệt là người đứng đầu.
