The Ministry of Home Affairs will submit to the Government a decree amending and supplementing a number of regulations on cadres, civil servants and public employees to help combat job and position-buying.

Minister of Home Affairs Pham Thi Thanh Tra has just responded to the petitions of voters from many provinces and cities after the 4th session of the 15th National Assembly on many contents related to personnel work.

Da Nang voters recommend that in order to effectively prevent and combat corruption, in addition to perfecting institutions, policies, and the legal system, it is necessary to promote the building of a clean and strong Party and political system.

Voters also proposed tightening discipline and order, building a team of officials at all levels with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new period.

At the same time, it is necessary to resolutely handle issues such as the mechanism of asking for and giving, running the budget, running jobs, running positions, running projects, especially strictly managing large-scale projects and investment works using budget capital.

Minister of Home Affairs Pham Thi Thanh Tra said that the Government has issued Resolution 30 promulgating an action program to implement Conclusion No. 21 of the 4th Central Conference of the 13th tenure.

Accordingly, the Government has identified tasks and solutions related to perfecting mechanisms and policies on personnel work. In particular, continuing to innovate and improve the quality of political and ideological work, self-criticism and criticism.

Focus on building a team of cadres at all levels, especially strategic and leadership levels, associated with innovation and streamlining the political system's apparatus to be lean, effective and efficient.

Focus on perfecting policy mechanisms, including continuing to perfect laws on the use and management of cadres, civil servants and public employees in a democratic, public and transparent manner, ensuring consistency and connection with Party regulations on cadre work.

Strengthen inspection, examination, fight against corruption and negativity; strictly handle officials, civil servants and public employees who violate the law.

According to the Government's action program, in the coming time, the Ministry of Home Affairs will proactively coordinate with relevant agencies to research and develop assigned documents and projects.

At the same time, the Ministry of Home Affairs will soon submit to the Government a decree amending and supplementing a number of Government regulations on cadres, civil servants and public employees to contribute to tightening discipline and administrative discipline, preventing job and position manipulation; and building a contingent of cadres at all levels with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new period.

Voters in Ho Chi Minh City also recommended that the Ministry of Home Affairs continue to promote the issue of improving the capacity and ethics of cadres and civil servants.

The Minister of Home Affairs said that recently, the Ministry has advised the Government and the Prime Minister to issue a number of documents to strengthen and improve the quality and effectiveness of public service performance, tasks and ethics of cadres, civil servants and public employees.

Currently, the Ministry is developing a Government decree promulgating a Code of Ethics for Public Service and implementing a number of tasks and solutions related to improving the ethics, spirit, courage and capacity of cadres, civil servants and public employees.

At the same time, strengthen public service inspection to rectify and propose strict and timely handling of violations by civil servants and public employees, even when they have transferred jobs, quit their jobs, or retired.
