Arrest of a group of people buying and selling children across the border
Authorities discovered a group of 2 men and 2 women (carrying a baby boy a few weeks old) with suspicious signs.
Cao Bang provincial authorities have successfully broken up Project CB223P, arresting a group of people involved in cross-border child trafficking.
Information from the Cao Bang Provincial Border Guard Command said that at around 1:00 p.m. on February 12, 2023, at Landmark 614 (in Tinh Quoc hamlet, Can Nong commune, Ha Quang district, Cao Bang province), Can Yen Border Guard Station coordinated with the Drug and Crime Prevention Department of the Cao Bang Provincial Border Guard and Can Nong Commune Police (Ha Quang district, Cao Bang) to discover a group of 2 men and 2 women (carrying a baby boy a few weeks old) with suspicious signs.

Through verification, this group includes 2 Chinese subjects named Phung Le and Doan Hieu Long; 2 Vietnamese subjects named Le Thi My Le (born 1999) and Pham Thanh Sinh (born 1986), both residing in Ea Uy commune, Krong Pac district, Dak Lak province.
The subjects confessed that in early February 2023, Phung Le was hired by a brokerage company in China for a fee of 20,000 yuan (excluding other expenses) to come to Vietnam to pick up a newborn baby. This child was born to a Chinese couple who hired a Vietnamese woman to be a surrogate mother in District 10, Ho Chi Minh City.
Phung Le hired Doan Hieu Long to enter Vietnam through Tan Son Nhat International Airport. Here, Phung Le continued to hire Le Thi My Le as a guide, interpreter and together with Doan Hieu Long pretended to be the child's father and mother. After picking up the child, Le Thi My Le hired Pham Thanh Sinh and 2 other people to use a car to take the group to the Cao Bang border to illegally cross the border into China.
Expanding the investigation, the Task Force arrested two more related subjects, Ly Thi Anh Thu (born in 1992, residing in Rach Bot Hamlet, Ngoc Bien Commune, Tra Cu District, Tra Vinh Province) and Le Thi Thanh (born in 1995, residing in Group 37, Quarter 4, Ward 12, Da Lat City, Lam Dong Province). After traveling with the group from Ho Chi Minh City to Bac Kan City, Bac Kan Province, these two subjects stayed behind to wait for news from the subjects who brought the child across the border.
Based on the collected documents and evidence, Can Yen Border Guard Station has decided to initiate a criminal case on the act of human trafficking under 16 years old. The Investigation Police Agency, Cao Bang Provincial Police are continuing to investigate and clarify according to regulations; the child was handed over by Can Yen Border Guard Station to the Cao Bang Provincial Social Protection Center./.
