At around 4:30 a.m. on November 25, 2022, TQM drove a passenger car from Ba Ria - Vung Tau province to Tan Ky town, Tan Ky district. At around 2:00 a.m. on November 26, 2022, when the car arrived at Dong Ha city, Quang Tri province, M stopped the car in an empty lot for the passenger to use the restroom, and at the same time changed driving shifts with C.

While waiting for customers, G got out of the car to smoke a cigarette when a strange man carrying a cardboard box came to where G was standing and asked, "Do you want to buy fireworks?",Thinking that the Lunar New Year 2023 was coming, G had the idea of ​​buying fireworks to use during Tet, so she asked the man, "What kind of fireworks are they? How much do they cost?" The man replied, "There are 10 pieces of 36 in the box. I'll take 500,000 VND each."

Seeing that the price was reasonable, G opened the cardboard box and saw that there were 10 boxes of fireworks inside. He agreed to buy all 10 boxes of fireworks and took out 5 million VND from his person and gave it to the man.,Then G hugged the cardboard box containing 10 boxes.fireworkput it on the second bunk bed in the back of the car.

At around 10:45 a.m. the same day, when the car arrived at Block 5, Tan Ky Town, Tan Ky District, it encountered a working group of Tan Ky District Police signaling to stop the car for an administrative check. During the inspection, the working group discovered a cardboard box on the second-floor bed at the back of the car. When asking all 3 people in the car about the items in the cardboard box, G confessed that in the cardboard box there were 10 boxes of fireworks that G bought from a strange man in Dong Ha City, Quang Tri Province for 5 million VND on the same morning, for use during the upcoming Lunar New Year 2023.

The working group opened the cardboard box to check and found 10 rectangular blocks covered with a layer of multi-colored paper printed with the foreign words "VICTORY", code "(Dm) 36 Short, A8503 (A0398), MADE IN CHINA". When they opened the outer layer of paper, they found 36 round cylindrical blocks measuring 2.5x12.5cm inside, each block connected by a blue wire suspected to be a slow-burning fuse (suspected to be a firecracker). Therefore, the working group drew up a record of the arrest of G, confiscated and sealed the above evidence, then took all 3 people to the Tan Ky District Police headquarters for investigation and handling according to regulations.

At 1:45 p.m. on November 26, 2022, the Investigation Police Agency of Tan Ky District Police established a council to open the seal, weigh and determine the mass of the samples for examination and re-seal the 10 rectangular blocks collected from G, determining: After removing from the packaging, the total mass of the evidence of 10 rectangular blocks in the sealed package was 15.8 kg..The Council took a rectangular block (randomly from 10 blocks suspected to be fireworks) weighing 1.57 kg collected from G and sent it for appraisal (code M1). In the appraisal conclusion No. 333/KL-KTHS(D2-CN) dated December 2, 2022 of the Criminal Techniques Department of Nghe An Provincial Police, it was concluded that the sample (code M1) collected from HVG and sent for appraisal was a firecracker, a type of explosive firecracker.

Based on the violation, at the trial, the People's Court sentenced HVG to 8 months in prison, suspended.
