Removing obstacles in implementing the National Target Program for the period 2021 - 2025

(Baonghean.vn) - Deputy Prime Minister Tran Luu Quang said that the National Target Program for the 2021 - 2025 period solves the most urgent problems of people's lives, so ministries and branches coordinate with relevant agencies to study and handle difficulties and problems of localities.

On the morning of February 24, under the chairmanship of comrade Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister, the Central Steering Committee for the implementation of the National Target Programs for the period 2021 - 2025 held an online meeting with localities on the implementation of the National Target Programs in 2022, the first two months of 2023, and key tasks and solutions in the coming time.

Nghe An implements the program quickly and promptly

Reporting at the conference, the Ministry of Planning and Investment said: Regarding capital sourcesCentral budget for the period 2021-2025assigned to localities according to Decision 652/QD-TTg, up to now, 52/52 assigned localities have completed the allocation and assignment of plans.

Regarding the central budget capital allocated to localities in 2022 according to Decision No. 653/QD-TTg, localities have completed the allocation and detailed allocation of capital to subordinate levels for implementation. 55/63 localities have arranged local budgets of about more than 15,111 billion VND to implement the National Target Programs.

Up to now, 42/48 localities allocated the central budget have allocated about 18,848 billion VND in detail, reaching 76.34% to implement 3National Target Program; 25 localities have allocated about 5,427 billion VND from local budgets to implement National Target Programs in the area.

It is expected that by the end of the first quarter of 2023, localities will strive to disburse 100% of the local budget capital plan for 2022 to implement the National Target Programs approved by the Provincial People's Council. It is estimated that by February 28, 2023, 17 localities will disburse about VND 545,283 billion of the central state budget capital plan for 2023 to implement 3 National Target Programs.

ForNghe An, the total estimated central budget capital in 2022 of the 3 National Target Programs assigned by the Prime Minister is more than 1,788 billion VND, of which development investment capital is more than 1,295 billion VND and public service capital is more than 492 billion VND. Up to now, 96.29% of the estimate assigned by the Prime Minister has been allocated, of which development investment capital is 1,228.708 billion VND, reaching 94.8%; public service capital is 492.711 billion VND, reaching 100%.

In 2023, the total central budget investment plan for 3 National Target Programs assigned by the Prime Minister to Nghe An province is 1,180,753 billion VND. To date, development investment capital has been allocated 983,648 billion VND, reaching 83.3%; public service capital is 1,222,366 billion VND and is in the process of being allocated.

Of which, the National Target Program on New Rural Construction assigned in 2023 is 344.19 billion VND, allocated to 509 projects; to date, the capital allocation has reached 98.9%. The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, assigned in 2023 is 632.118 billion VND, to date, the capital allocation has reached 69.37%. The National Target Program on Sustainable Poverty Reduction assigned in 2023 is 204.445 billion VND, to date, the capital allocation has reached 100%.

In general, the implementation of National Target Programs in Nghe An province was carried out quickly and promptly, completing the establishment of the Steering Committee, assigning specific tasks to members, thereby creating consistency in leadership and direction.

However, during the implementation process, Nghe An encountered some difficulties and problems: The Central Government announced the capital source for the National Target Program in 2022 late. In a short period of time, the number of guiding documents was very large, the amount of work to be implemented was very large, the implementation work required the coordination of many sectors and levels; therefore, the direction and implementation work at all levels was still confusing.

Focus on removing difficulties and obstacles

Concluding the meeting, Deputy Prime Minister Tran Luu Quang said: The National Target Program for the 2021-2025 period is of great significance to socio-economic development and solving the most urgent and pressing issues of people's lives, and is of special concern to the Party, National Assembly, Government and people.

The Deputy Prime Minister directed ministries and central agencies, according to their assigned authority, functions and tasks, to urgently preside over and coordinate with relevant agencies to study and handle difficulties and problems of localities...

Actively monitor and supervise the implementation of component projects assigned to be managed in localities to proactively review, research, revise and supplement guiding documents according to authority or submit to competent authorities to issue mechanisms and policies in the spirit of removing "bottlenecks", suitable to practical situations, creating conditions for localities to organize and implement smoothly.

People's Committees of provinces and centrally-run cities need to be more proactive and determined in implementing the National Target Programs; overcome shortcomings and limitations, promptly issue or submit to competent authorities for full issuance of framework regulations and management and operation documents to implement the National Target Programs at the local level.

The Chairman of the Provincial and Municipal People's Committee directly directs and coordinates activities between departments, branches and units in developing and promulgating mechanisms, policies and documents to implement the National Target Programs in the area; reviewing the list of investment projects, arranging them in order of priority in terms of feasibility and efficiency, avoiding dispersion and risks in the implementation process.

The Deputy Prime Minister also requested ministries, branches and localities to strengthen inspection and supervision work to promptly guide units to implement assigned tasks in accordance with current regulations and assigned progress; closely coordinate with inspection and examination agencies at the same level so that inspection and supervision work must be substantive and effective and propose timely solutions to remove difficulties and obstacles for units directly organizing implementation./.
