SUPPORT 50 MILLION VND TO BUILD HOUSING FOR EACH POOR HOUSEHOLD FACING HOUSING DIFFICULTIES

The meeting aimed to listen to the results of mobilization and support, discuss working regulations, program implementation plan, implementation process and the establishment of a Steering Committee Support Team.

Accordingly, by February 28, 2023, 128 units had donated to support the construction of 10,184 houses, equivalent to VND 521,193 billion.

To date, Nghe An province still has more than 55,000 poor households and more than 53,000 near-poor households; of which 15,300 households are facing housing difficulties, including 9,200 households in need of building new houses and more than 6,100 households in need of house repairs.

The province is striving to have basically no poor households living in dilapidated, damaged, makeshift houses that are at risk of collapse and unsafe for living and use by the end of 2025; instead, there will be houses that meet the 3 hard standards (hard foundation, hard frame - walls, hard roof).

At the meeting, the Provincial Steering Committee exchanged and discussed related contents, especially payment methods, in order to proactively and seriously implement them in a timely manner, ensuring compliance with regulations, progress, and plans, and effectively mobilizing resources to implement the Program.

Speaking at the meeting, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung - Deputy Head of the Provincial Steering Committee, proposed that based on the registration list, it is necessary to work with sponsors so that they can register the time and form of support; thereby determining the expected source for each year (2023, 2024, 2025), as a basis for implementation.

Regarding the form and level of support, the Chairman of the Provincial People's Committee agreed on the support level for new construction at 50 million VND/house and for repair at 25 million VND/house; at the same time, it is necessary to standardize the data on the number of houses needing support for new construction and repair; along with that, it is necessary to separate the number of households receiving support of 40 million VND to build houses from the Central budget implemented in the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030 and the number of households implementing the program launched by the province to avoid duplication in subjects.

The Chairman of the Provincial People's Committee also said that the support for building houses for poor households in the immediate period should focus on households in need of registration according to the form to ensure concentration.

Discussing this content, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong - Deputy Head of the Provincial Steering Committee said that, in addition to the subjects supported by the Ministry of Public Security and the Provincial Police, who have had a house model with a uniform architecture, it is necessary to survey and count the remaining households to consider the needs of the subjects, either to build a house according to the model, or there are households that have proactively managed a part of the budget, they may have a need to build a house according to their wishes, at that time the support of the province will supplement resources for them to implement.

According to the Standing Deputy Secretary of the Provincial Party Committee, the Provincial Steering Committee also needs to direct the development of a specific set of criteria to guide the grassroots on how to evaluate the subjects, construction forms, confirmation procedures upon completion of the house... to ensure both strict management and quick implementation, and effective use of the supported funding, ensuring fairness, as well as the goals and significance of the program; at the same time, this is a large program, so it is necessary to direct the district level to organize training for grassroots on reception capacity to ensure strict implementation.

THE WHOLE POLITICAL SYSTEM NEEDS TO WORK IN SYNCHRONIZATION

Concluding the meeting, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Steering Committee, requested to amend and supplement the Steering Committee's Operating Regulations with the following contents: Transferring mobilized resources from the Program to mobilize and support housing construction for poor households and people in difficult circumstances in the province in the period of 2023 - 2025 to the Provincial Fund for the Poor; at the same time, assigning the Vietnam Fatherland Front Committee of Nghe An province as the Standing agency to replace the Department of Labor - Invalids and Social Affairs; adding comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province as Deputy Head of the Provincial Steering Committee and the Commander of the Provincial Military Command as a member. The Operating Regulations consist of 3 chapters, needing to ensure strict and complete content, assigning appropriate, complete and clear tasks.

Regarding the Program Implementation Plan, the Provincial Party Secretary pointed out: In the first phase, the Provincial Police agreed on the policy of implementing a model for 2,420 houses according to the support registration of the Ministry of Public Security and the Provincial Police. The support level for renovation is 50 million VND/house.

On the basis of implementing this first phase, it is necessary to promote the model house that has been made to poor households for registration. Households that follow the model will follow the model, and households that have prepared a part of their resources will receive additional support from the province's mobilization to build their houses.

The Provincial Party Secretary also made clear the implementation viewpoint that for sources of support from businesses, organizations, and individuals that do not require a specific address, the implementation will be arranged in turn from the mountainous, midland, and delta districts.

After this meeting, the Provincial Steering Committee requested the standing agency to work with organizations and individuals who have committed to support the registration of specific funding transfer times for each year (2023, 2024, 2025) to have a basis for implementation, and encourage units to register for implementation this year. The fundraising also clearly defines, avoids duplication and overlap of the mobilized subjects.

Along with that, the Head of the Provincial Steering Committee requested that the Implementation Plan should assign some specific tasks to some departments and branches, including: The Department of Natural Resources and Environment coordinates with local authorities to quickly and conveniently resolve land procedures for the poor. Nghe An Newspaper and Nghe An Radio and Television Station develop a thorough propaganda plan.

The working group assisting the Steering Committee will be headed by a representative of the leadership of the Vietnam Fatherland Front Committee of Nghe An province, with the participation of the following sectors: Labor - Invalids and Social Affairs, Finance, Natural Resources and Environment, Construction, Public Security, Provincial Party Committee Office and Provincial People's Committee Office.

In particular, the Provincial Party Secretary noted the need to issue guidelines for implementation at the grassroots level, including the number of poor and disadvantaged households that need to renovate or repair their houses based on the review; criteria and standards for selecting subjects; developing management software (address, image, full name of household head, family members, images before construction and when the house is completed); establishing support teams in blocks, hamlets, villages, and hamlets (team leader, members, tasks); procedures for transferring funds to support house construction and repair. At the same time, organize training to improve the management and reception capacity of the grassroots level.

For households eligible for the Central Government's policies, the Provincial Party Secretary assigned the Department of Finance to coordinate with the Vietnam Fatherland Front Committee of Nghe An province to calculate and advise the Steering Committee on ways to provide additional support from the province, in addition to the State's support of 40 million VND/household for these households to ensure consistency between poor households supported by the province's mobilization program and from the Central budget according to the policy.

Emphasizing the profound humanitarian significance of the program, the Provincial Party Secretary noted that the Vietnam Fatherland Front Committee of Nghe An province is the standing agency to assist the Steering Committee, but the entire political system needs to participate in synchronous implementation in accordance with the spirit of Directive No. 21-CT/TU on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties. Thereby, striving to support the construction of 4,500 - 5,000 houses for poor households by the end of this year.
