Chairman of the Provincial People's Committee: Focus on removing difficulties and speeding up the implementation of key projects and works

(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung requested sectors, localities, and investors to focus on removing difficulties, speeding up implementation progress, and soon putting key projects and works into effective exploitation, contributing to the development of the province.

On the afternoon of March 13, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Steering Committee for key provincial-level projects and works in the Transport sector.

Attending the meeting were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, leaders of relevant departments, branches, localities and representatives of investors.

PROGRESS OF IMPLEMENTATION TO ENSURE THE PLAN

On behalf of the standing agency of the Steering Committee, Deputy Director of the Department of Transport Nguyen Duc An said that the province is implementing 5 key projects and works: Coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) from Km7 - Km76; Traffic road connecting Vinh - Cua Lo (phase 2); Traffic road connecting National Highway 7C (Do Luong) to Ho Chi Minh road (Tan Ky); Investment project to upgrade Vinh International Airport; Investment project to build Cua Lo deep-water port.

The coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76 has cleared 50.17km/ 59.91km. The construction and installation value of the project is about 1,280 billion VND, reaching 46% according to the contract, exceeding the progress by 6.5%. In 2023, the capital source is arranged to be 900 billion VND, disbursed 66.438 billion VND, reaching 7.38%. The Department of Transport is directing the construction to be 18 months ahead of schedule, to be completed by the second quarter of 2024.

The Vinh - Cua Lo road (phase 2) is still stuck with site clearance for 3 households in the section through Vinh city. The value of construction output reached about 230 billion VND, reaching 23% of the contract, exceeding 20% ​​of the schedule. The project was implemented from July 2022 with a contract schedule of 36 months, however, the Department of Transport directed the project to be completed within 24 months, by July 2024.

The project of the road connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky) has only cleared 71.25% of the land. The value of construction output is about 90 billion VND, reaching 18% of the contract, exceeding the progress by 23%. The project was implemented with a contract progress of 36 months, however, the Department of Transport has directed to complete it within 18 months, by April 2024.

Regarding the Vinh International Airport Upgrade Investment Project, the Ministry of Transport requires implementation according to the plan to build Terminal T2, parking lot... in the area between the two runways, the area increased compared to the old planning is 115ha. Based on the agreement of the Provincial Party Committee Standing Committee, the Provincial People's Committee has reported to the Ministry of Transport on the Socialization Project. Currently, the Department of Transport is coordinating with the Ministry of Transport to complete the Project to report to the Prime Minister for approval by the Politburo.

Regarding the Cua Lo deep-water port construction investment project, the Provincial Party Standing Committee has agreed on the policy of adjusting the Cua Lo deep-water port construction and business investment project. Nghi Loc District People's Committee is carrying out site clearance steps. The sectors are agreeing on the capital source for the bridge project connecting National Highway 7C with Cua Lo deep-water port, as a basis for submitting the investment policy to advise the Provincial People's Committee, Provincial People's Council and relevant parties to approve the investment policy before March 30, 2023.

In key projects, the biggest problem is site clearance. Currently, the remaining workload is very large; the progress has not met the project requirements, especially the construction of resettlement areas, relocation of technical infrastructure works, determination of land origin..., affecting the progress of project construction.

On the other hand, the province is implementing many projects, especially highway projects and key projects, so the demand for construction materials, supplies and equipment for construction is very large, leading to scarcity at times and inability to meet continuous demand.

At the meeting, local leaders reported on the results of resolving difficulties and obstacles in site clearance work, and pledged to complete this work as requested by the Department of Transport. Localities also proposed contents related to compensation policies, support for site clearance, approval of land prices at departure and destination; support for people to renovate land; licensing of material mines, etc.

Analyzing further the factors affecting the project progress, the Standing Vice Chairman of the Provincial People's Committee said that in implementing the Vinh International Airport Upgrade Investment Project, it is necessary to study the connection of traffic infrastructure inside and outside the port. For the Cua Lo deep-water port project, it is necessary to calculate carefully, scientifically, and organize synchronous construction to ensure efficiency.

ACTIVELY REMOVE DIFFICULTIES, SPEED UP IMPLEMENTATION PROGRESS

Concluding the meeting, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee emphasized that the 5 key projects selected for direction are extremely important projects, of great significance to the development of the province. The focus on directing implementation is to speed up progress, complete and put into operation, promote investment efficiency, and remove bottlenecks and bottlenecks in the province's infrastructure.

In recent times, the province has paid great attention to leading, directing and implementing key projects. Despite many difficulties, the province has focused on prioritizing and allocating adequate capital for key projects. Therefore, these key projects must be implemented and completed as soon as possible.

The Chairman of the Provincial People's Committee highly appreciated the spirit and responsibility of departments, branches, localities, and members of the Steering Committee in the past time; especially the Department of Transport with the function of being the investor of 3 road projects, and Dien Chau district in site clearance work.

In addition to the achieved results, the Chairman of the Provincial People's Committee assessed that the progress of project implementation exceeded the plan but did not reach the set targets. Site clearance work still has problems, especially in two projects: the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) section Km7 - Km76 and the traffic road connecting National Highway 7C (Do Luong) to Ho Chi Minh Road (Tan Ky). The progress of resettlement area construction is still slow; price fluctuations due to material supply have affected the construction progress.

To speed up the implementation of 5 key projects, complete them soon and promote their effectiveness, in the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Transport to periodically report to the Steering Committee on the implementation status of the projects every month to promptly handle problems and difficulties. Particularly, the Cua Lo deep-water port construction investment project will periodically report the progress to the Steering Committee every 10 days.

On the other hand, sectors and localities should proactively focus on resolving difficulties and problems arising during project implementation. If they are beyond their authority, they should report to the Steering Committee for resolution.

Assigning specific tasks to sectors and localities, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department of Transport to continue to coordinate with the Ministry of Transport to complete the Project on socialization of the Vinh International Airport Upgrade Investment Project; closely follow the progress of approving the national airport network planning and the detailed planning content of Vinh International Airport, in which attention should be paid to calculating the most convenient connection of traffic infrastructure inside and outside the port.

For the 3 road projects, the Department of Transport, as the investor, strengthens the inspection, urges progress, supervises the quality of the project, directs the contractors to ensure progress, focuses on implementing the project after the site is handed over, and disburses the allocated capital. The project implementation process must ensure safety, environmental requirements, and aesthetics along the construction route. The Department must proactively coordinate with sectors and localities to resolve problems during the project implementation process.

For the Cua Lo deep-water port construction investment project, the Southeast Economic Zone Management Board continues to implement according to schedule; coordinate with relevant sectors to guide and work with investors to carry out procedures to ensure compliance with regulations, first of all, to issue and adjust the Investment Certificate.

In addition, the Southeast Economic Zone Management Board coordinates with the investor to proactively review issues related to technical design; coordinates with Nghi Loc district to clear the port logistics area; coordinates with sectors to complete procedures related to the investment policy of the bridge project connecting National Highway 7C with Cua Lo deep-water port, and identifies capital sources to allocate capital for the project.

The head of the provincial People's Committee also requested the departments to advise on the approval of land prices for projects in accordance with the actual situation, in the spirit of speed, accuracy and efficiency; coordinate to remove obstacles in material mines, implement procedures for building resettlement areas; support localities in site clearance. The provincial land valuation council increased meetings to ensure progress and support localities in the approval of land prices.

The Department of Finance advises the Provincial People's Committee to consider balancing and allocating capital for 3 road projects, ensuring implementation progress. For 2 strategic infrastructure projects including the Vinh International Airport Upgrade Investment Project and the Cua Lo Deep-water Port Project, continue to review and balance capital sources to ensure implementation goals; advise the Provincial People's Committee to remove obstacles related to other support in site clearance work in accordance with regulations, ensuring consistency and suitability to reality.

Regarding site clearance, Chairman of the Provincial People's Committee Nguyen Duc Trung clearly stated specific timelines and requested localities with key projects to focus on resolving difficulties in site clearance, properly implementing commitments and on time, thereby promptly handing over the site to investors, contributing to accelerating the implementation progress, putting projects into effective operation soon, contributing to the development of the province.
