Nghe An's '5 ready' message
(Baonghean.vn) - Nghe An has prepared "5 readiness": Planning, connecting infrastructure, clean land, human resources and administrative procedure support, creating the most favorable conditions for investors when entering the province.
This is a message affirming the strong commitment of Nghe An leaders to domestic and foreign investors.

DEVELOPING COMPLETE, SYNCHRONOUS, MODERN INDUSTRIAL REAL ESTATE
In recent years, especially in 2022, Nghe An's investment attraction, especially foreign direct investment attraction, has had many innovations and achieved positive results in all 5 aspects: The number of FDI projects increased sharply, registered investment capital exceeded the set target, the investment attraction structure shifted towards increasing the number of projects and registered foreign direct investment capital; the investment sector shifted strongly to industrial production and the investment attraction area mainly focused on the Southeast Economic Zone and industrial parks, which are the growth drivers of the province.

Currently, Nghe An has attracted 113 FDI projects from 14 countries and territories with a total registered capital of over 2.5 billion USD. Some projects have been put into operation with annual export value accounting for 30-35% of the province's export value, contributing to raising the proportion of import and export turnover to 28th in the country.
Investment projects create jobs for more than 105,000 workers, of which projects in economic zones and industrial parks create jobs for more than 30,000 workers, projects outside economic zones and industrial parks create jobs for 75,500 workers; FDI sector alone employs about 40,000 workers.

There are many factors that bring about the above results, but the first thing to mention is that Nghe An has prepared very well for industrial real estate with synchronous economic zone and industrial park infrastructure, and has many of the highest investment incentive policies according to Government regulations.
Notably, the province has attracted large industrial park infrastructure investment projects such as VSIP, WHA, Hoang Thinh Dat with large clean land areas to serve investment attraction, including 3 key industrial parks: VSIP, WHA Industrial Zone 1, Hoang Mai I.
Responding to the Bangkok Post, Ms. Jareeporn Jarukornsakul - President and CEO of WHA - the Group that invested in building the infrastructure of WHA Industrial Zone 1 said that the investment in developing the industrial park in Nghe An hopes to benefit from the relocation of production facilities.

Within the framework of the Vietnam-Singapore Business Forum held in Singapore on February 10, the Prime Minister and representatives of the two countries witnessed the approval of the investment policy for the Vietnam-Singapore Industrial Park (VSIP Nghe An II). The VSIP Nghe An II project has a land use scale of 500 hectares in Dien Tho, Dien Phu, Dien Loc communes, Dien Chau district, in the Southeast Economic Zone. This is a modern, exemplary project that meets all the elements of green, smart, sustainable and energy-saving.
Responding to the press after accompanying the Prime Minister to Singapore and Brunei Darussalam, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said: "To form this project, in addition to VSIP's determination, we always accompany infrastructure investors, from the planning stage, project proposal, completing legal procedures as soon as possible, most strictly and quickly with the view of always supporting businesses from the preparation stage to the formation and operation stage".

Nghe An's infrastructure readiness is also strongly demonstrated in the province's orientation and roadmap. Nghe An continues to accelerate the approval of the investment policy for the Hoang Mai II Industrial Park Infrastructure Project; as well as prepare for planning and conditions to develop new industrial parks such as: WHA phases 3 and 4, Tho Loc phase 2, Nghia Dan.
The goal is that by 2025, the province will have a clean land fund of about 2,000 hectares with synchronous and modern infrastructure in the Southeast Economic Zone to meet the requirements of attracting secondary projects for business investment.

Along with that, Nghe An is promoting necessary procedures to expand the Southeast Economic Zone from 20,776 hectares to 105,850 hectares, of which the land fund for industrial park development is about 15,000 hectares.
At the same time, planning to develop 10-12 industrial parks outside the Southeast Economic Zone with an area of about 4,759 hectares; realizing the goal: Developing the Southeast Economic Zone and industrial parks to become the main driving force for socio-economic growth of Nghe An province.
DETERMINED TO "PULL OUT THE NAILS UNDER THE RED CARPET"
In the province's strategy, it can be seen that in recent years, instead of organizing meetings with investors in early Spring as usual every year, Nghe An has shifted to investment promotion activities in a focused and key direction; combining with industrial park infrastructure investors such as VSIP, WHA, Hoang Thinh Dat to meet, connect, and attract secondary investors with key partners by country and territory targeted as Japan, Korea, Singapore, Israel, Taiwan, Hong Kong (China) and investors from countries with developed economies, countries possessing source technology.

In particular, administrative reform can be said to have had more substantial changes, especially administrative procedure reform, shortening the time to carry out investment procedures.
The Provincial Party Committee Standing Committee has reached a high consensus on the need to implement more strongly the work of cadres to create changes in administrative reform; associated with the requirement that the competent agencies continue to take more drastic and drastic actions to rectify public service ethics, creating a real change in the province's public administration. Provincial Party Secretary Thai Thanh Quy has emphasized in many forums the need to create more breakthroughs and more substantial steps in administrative reform.
Thoroughly implementing this guiding viewpoint, the civil service apparatus is required to act according to the motto: "Fast - correct - effective", in the spirit of "support - listening - understanding - friendliness - enthusiasm".
In the future, the provincial levels will establish an administrative reform steering committee headed by the head of the Party Committee; accordingly, the provincial administrative reform steering committee will be headed by the Provincial Party Secretary.
This move demonstrates the strong political determination of the Party Committee, the government and the political system of Nghe An in “pulling nails out of the red carpet”. Nghe An will also for the first time implement a systematic and professional assessment of the Department, Sector and Local Competitiveness Index (DDCI) and widely publicize it; this will be a “test barometer” to assess the capacity and effectiveness of reforms of each agency and unit.

Along with that, the Standing Committee of Nghe An Provincial Party Committee will organize a dialogue with department-level leaders and experts of provincial agencies with the theme: "Aspiration - Responsibility - Innovation - Development".
The forum was organized to unify awareness and action, focusing on administrative reform, awareness, responsibility, public ethics, and aspirations of cadres and party members to contribute to the successful implementation of the goals and targets of the Resolution of the 19th Provincial Party Congress.
Words go hand in hand with actions, Nghe An's "5 readiness" brings investors an important and meaningful message, contributing to strengthening the confidence of investors in orienting investment and development in the province.

The Provincial Party Standing Committee has approved the Project on socialization of investment and exploitation of Vinh International Airport, as a basis for the Nghe An Provincial People's Committee to submit to the Ministry of Transport for consideration, appraisal, and reporting to the Prime Minister for approval; at the same time, it approved the adjustment of the investment project to build and operate Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district with a total registered investment capital of VND 3,896 billion. Thus, the province's two strategic infrastructure "bottlenecks" are gradually being resolved, further demonstrating the commitment conveyed in the "5 readiness" message of the provincial leaders.
