Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives of Central Party Committees; comrades in the Provincial Party Committee Standing Committee and a number of departments, branches and localities.

At the meeting, the Provincial Party Standing Committee gave opinions on the Project to expand administrative boundaries and urban space of Vinh city.

Accordingly, the Party Committee of the Provincial People's Committee submitted a plan to adjust administrative boundaries to expand Vinh city, including adjusting the entire natural area and existing population size of Cua Lo town to Vinh city's management; at the same time, adjusting the entire natural area and existing population size of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong (Nghi Loc) to Vinh city's management.

The Party Committee of the Provincial People's Committee also presented a plan to establish 4 wards of Vinh City on the basis of the existing natural area and population size of the 4 communes of Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc.

Following this plan, Vinh City after adjustment will have a natural area of ​​166.24 km2; population 575,718 people; has 36 commune-level administrative units, including 27 wards and 9 communes.

Speaking on this content, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Nguyen Duc Trung affirmed that the plan submitted to the Standing Committee of the Provincial Party Committee had been carefully considered by the Party Committee of the Provincial People's Committee, achieving the goals of both expanding the administrative boundaries and urban space of Vinh city and preserving Nghi Loc district.

“To implement this plan, in addition to completing the Project and submitting it according to the roadmap, the Provincial People's Committee also directed Vinh City and the Department of Construction to develop an urban development program suitable for the expansion of administrative boundaries,” said the Chairman of the Provincial People's Committee.

Based on the discussion, the Provincial Party Standing Committee highly agreed and approved the Project. Next, the Provincial People's Committee Party Committee will submit to the Provincial Party Executive Committee for consideration and approval of the Project to expand the administrative boundaries and urban space of Vinh city.

Next, organize to collect voters' opinions, expected to be completed in August and September 2023; approved by the People's Council at the commune level, expected before October 15, 2023; approved by the People's Council at the district level, expected before October 30, 2023; approved by the People's Council at the provincial level, expected in December 2023.

Next, the Provincial People's Committee will submit the Project dossier to the Ministry of Home Affairs, expected in October 2023. The Ministry of Home Affairs will organize an interdisciplinary survey team to survey the current situation in the locality, expected in January 2024. After that, the Ministry of Home Affairs will organize a Conference to appraise the Project dossier, expected in February 2024. On that basis, the Government Office will ask for opinions from Government members on the content of the Project, expected in February 2024.

The Government submits the Project Document to the National Assembly Standing Committee, expected in March 2024. After the National Assembly's Law Committee organizes the appraisal of the Project Document according to the working regulations, expected in March 2024, the National Assembly Standing Committee will hold a meeting and issue a Resolution according to regulations, expected in April 2024.

Concluding this content, Provincial Party Secretary Thai Thanh Quy emphasized that, based on the roadmap, the required progress is very high. Therefore, the Steering Committee for the Project implementation and the Party Committee of the Provincial People's Committee continue to closely follow and ensure implementation according to the roadmap.

Previously, in August 2022, Nghe An province finalized a plan to expand the administrative boundaries and urban space of Vinh city, including merging the entire administrative boundaries of Cua Lo town and 6 communes of Nghi Loc district including: Nghi Thach, Nghi Xuan, Nghi Phong, Phuc Tho, Nghi Thai and Khanh Hop.

However, after working with central agencies, at that time the Government was submitting to the Politburo a plan to arrange administrative boundaries of district and commune-level units nationwide in phase 2, so the plan to expand administrative boundaries and urban space of Vinh city was temporarily suspended.

On January 30, 2023, the Politburo issued Conclusion No. 48-KL/TW on continuing to reorganize administrative units at district and commune levels in the 2023-2030 period; in which, it clearly stated the criteria and standards for reorganizing administrative boundaries at district and commune levels in the new period.

On that basis, the Party Committee of the Provincial People's Committee built and re-submitted the plan to adjust the administrative boundaries to expand Vinh city. The new plan approved by the Provincial Party Committee Standing Committee this time no longer includes Nghi Thach and Khanh Hop communes of Nghi Loc district in the merger plan to ensure that the criteria on natural area of ​​Nghi Loc district basically approaches the regulations of the National Assembly Standing Committee.
