Hanoi City Police said they have prosecuted and detained Nguyen At Hoi (born 1995) and Van Ngoc Nghia (born 1994), both from Quang Tri town, Quang Tri province, to investigate the crime of "Fraudulent appropriation of property".

Police determined that Hoi and Nghia went online to buy two Techcombank bank accounts, number 19038063500011 in the name of Truong Anh Kiet and number 19038058098017 in the name of Nguyen Hoang Nhat Quang, along with each account being a phone SIM to receive OTP codes from the bank.

Every day, Hoi and Nghia use their personal computers to access the internet to find other people's Facebook account passwords to gain access to their logins ("hack").

Then, the subject studied the account owners' messages and used these Facebook accounts to text the account owners' friends and relatives to transfer money to account numbers 19038063500011 or 19038058098017.

To avoid suspicion, the subjects only asked to send small amounts of money, from 1 to around 10 million VND. Because they trusted the familiar messages, many friends of the Facebook account owner thought their relatives needed money urgently, so they transferred money to the bank account as requested.

Immediately after that, Hoi and Nghia used the phone SIM to receive the OTP code and made a cash withdrawal order at the ATM to appropriate the money.

Progressinvestigate, the police seized many vehicles related to the criminal activities of the subjects. At the same time, it was determined that the victims of this couple were in Hanoi, Ho Chi Minh City and many other provinces and cities.

Currently, the police are continuing to expand the investigation, looking for more victims to clarify the criminal acts of the subjects.
