As of March 2023, VSIP Nghe An Industrial, Urban and Service Park has attracted 39 projects, with an occupancy rate of 88%, of which 23 projects are in operation, with a total registered capital of 743.6 million USD.

Focus on site clearance

Regarding site clearance, VSIP Nghe An Industrial Park currently has 9.84 hectares left. Currently, Hung Nguyen district is mobilizing people to receive money, hand over the site, and create conditions for investors to implement the project. Mr. Le Pham Hung, Chairman of Hung Nguyen District People's Committee, said: If households do not comply, Hung Nguyen District People's Committee will complete the documents to implement more drastic measures.

For 3.62 hectares (Tung Anh farm and Mr. Tien and Mr. Dao farms in Hung Dao commune), the dossier has been completed and is being submitted for appraisal and approval of the plan; for 3.7 hectares (Mr. Phan Thanh Ha farm and Mr. Loi farm in block 5 of Hung Nguyen town with an area of ​​0.34 hectares), the district has prepared a site clearance dossier and is submitting for appraisal and approval of the plan.

Area of ​​2.26 ha, Tung Anh farm land, currently identified as public land, the Land Acquisition Council has established a plan for assets and support when reclaiming public land for the Town People's Committee. On February 13, 2023, the public posting was carried out, and the plan has been submitted for approval.

Industrial Park Phase 2, currently still has 2.79 hectares in Hung Nguyen town. Specifically: For land plot No. 336, area 767.2 m2. Currently, the land plot is directly produced by Ms. Phan Thi Duong, the origin of the land plot is confirmed by the People's Committee of Hung Nguyen town as land originating from land 64 left by her parents (the parents died, did not leave a will) and is in dispute with other children according to inheritance. Currently, the Land Acquisition Council is preparing the Land Acquisition file according to the joint inheritance, has signed the files of the children at home; the child in Saigon, by March 25, will submit the file for approval of the compensation plan. For plot 760, area 377.3 m2Currently the town People's Committee has not determined the origin.

Regarding the 0.08 ha of land allocated under Decree 64, which was confirmed by the People's Committee of Hung Nguyen town as a co-heir, Mr. Le Duy Tu's household is the direct producer, in dispute with his younger siblings in the family and did not agree to make a record. The Land Acquisition Council is mobilizing to carry out the mandatory inventory process, expected to be completed in May 2023.

For the area of ​​0.34 ha of Mr. Loi's farm, the assets and constructions on the land have been inventoried (the current status has been confirmed), the Provincial People's Committee has issued other support policies, and the District People's Committee is preparing the land acquisition dossier. In general, the problems in the town are only a matter of time and procedures.

In Hung Tay commune, the remaining area of ​​0.15 ha is also facing problems with land origin. The Land Acquisition Council is preparing documents to approve the plan and notify payment.

The Urban and Service Area Phase 3 currently has an area of ​​0.3 ha that has not completed site clearance.

The leader of Hung Nguyen district added: To facilitate the clearance of land, 18 households in Phuc Long hamlet, Hung Tay commune approved a plan to mobilize households to receive money and hand over land, which is currently stuck. That was in 2019, the People's Committee of Hung Nguyen district announced the land recovery, so people have stopped production since then. Currently, at the time of preparing the asset inventory file on the land, it is vacant land without production, so it is not eligible for crop compensation. To minimize the loss for the people, Hung Nguyen district proposed that the superiors approve the policy of preparing crop compensation files.

VSIP Nghe An Industrial Park is also proposing to increase investment capital from VND4,182 billion to VND6,343 billion to suit the project implementation situation and meet the needs of investors.
