Nghe An issues plan to implement the Human Rights Communication Project

(Baonghean.vn) - Implementing Decision 1079/QD-TTg dated September 14, 2022 of the Prime Minister, the Provincial People's Committee has just issued Plan No. 182/KH-UBND to implement the Project on communication on human rights in Vietnam for the period 2023-2028 in Nghe An.

The objective of the plan is: to promote communication work on human rights in Nghe An province, contributing with the Central Ministries, branches and localities nationwide to create changes in the awareness and understanding of the whole society about human rights; to provide full information to help people in the country, compatriots abroad and international friends clearly understand the viewpoints, policies, efforts and results achieved in the work of protecting and promoting human rights in Vietnam; to enhance Vietnam's reputation in the field of human rights domestically, regionally and internationally.

The plan also sets specific targets by 2028:

- 100% of state administrative agencies in the province implement the mechanism of speaking out and providing periodic information to the press on human rights work in a timely manner and commensurate with the efforts and achievements in ensuring human rights of the authorities in particular and the whole country in general.

- 100% of staff working on human rights; 100% of staff working on information and communication management; 100% of staff participating in foreign affairs of local press agencies; 70% of key staff of socio-political organizations in the province are updated with information on the situation of human rights work in Vietnam; trained in knowledge and communication skills on human rights. Thereby, contributing to reducing false information, fake news, toxic bad news, and human rights violations on cyberspace to 10% of total information on human rights in Vietnam; detecting and handling 90% of fake news, toxic bad news that violates human rights on cyberspace within the management scope of Nghe An province.

Media audiences include:

- Key leaders of socio-political organizations; officials working on human rights, communications, foreign information, and mass mobilization at departments, branches, localities, and associations and unions of the province.

- People of all walks of life, religious and ethnic communities, especially intellectuals, religious dignitaries, prestigious people in ethnic minority communities, youth, students, prestigious and influential people in the online community.

- Press agencies and publishing enterprises in Nghe An province.

- Foreign invested enterprises and foreign non-governmental organizations operating in Nghe An province.

Media content focuses on the following issues:

- International law on human rights, with special attention to 07 basic international conventions on human rights to which Vietnam is a member, including: (1) Convention on Civil and Political Rights; (2) Convention on Economic, Social and Cultural Rights; (3) Convention on the Elimination of All Forms of Discrimination against Women; (4) Convention on the Elimination of All Forms of Racial Discrimination; (5) Convention on the Rights of the Child; (6) Convention on the Rights of Persons with Disabilities; (7) Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; international experience in ensuring and promoting human rights.

- The Party's policies and the State's laws on human rights; results of internalization and implementation of international commitments on human rights, bilateral and multilateral international commitments to which Vietnam is a member or plans to join.

- Situation, efforts and achievements in ensuring human rights in various fields, including hunger eradication, poverty reduction, care for the lives of people, disadvantaged and vulnerable groups so that no one is left behind; positive assessments and comments from public opinion and international media on the results of Vietnam's work to ensure and develop human rights. Positive information, promoting ethical values, goodwill, humane lifestyle, solidarity, mutual love, patriotism, and national pride.

- Cases, domestic and foreign subjects, acts of taking advantage of freedom, democracy, human rights to violate the law, harm the rights and interests of cooperation of individuals, organizations and national security, social order and safety, image, and international reputation of Vietnam.

- Vietnam's foreign policy priorities on human rights; Vietnam's position, role, initiatives and contributions in efforts and achievements to ensure human rights at the regional and international levels.
