The Ministry of Home Affairs has just held a conference to review the results of the implementation of tasks in the first quarter and deploy tasks for April 2023.

The report of the Ministry of Home Affairs said: In the first quarter of 2023, with a large amount of work and many difficult and complicated tasks, under the close and drastic direction of the leaders of the Ministry of Home Affairs, the units under the Ministry have made great efforts and determination to complete the tasks assigned by the competent authorities.

The focus is: Advising the Government Party Committee to submit 02 Projects to the Politburo; submitting to the National Assembly Standing Committee to issue 10 Resolutions on the establishment, merger, and adjustment of administrative boundaries of a number of localities; submitting to the Government to issue 01 Decree and 01 draft Decree under consideration and promulgation; submitting to the Prime Minister to issue 09 Decisions; issuing under authority 02 Circulars;...

The Ministry of Home Affairs also organized a workshop in the North - Central - South regions to collect opinions on three draft Decrees on streamlining the payroll; encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; managing commune-level cadres, civil servants and non-professional commune-level workers;....

Continue to advise on the implementation of new salary and allowance policy reforms.

Regarding the work tasks for April 2023, the Report sets out a number of key tasks:

Firstly, focus on completing 106 tasks assigned by competent authorities in the second quarter of 2023, of which 34 tasks are pending from March 2023 and 72 tasks are due in the second quarter of 2023 (April alone has 19 tasks).

Second, focus on completing the dossier of the draft Law on Archives (amended) and 11 draft Decrees to submit to the Government for consideration and promulgation; complete and submit to the National Assembly Standing Committee the draft Resolution on the arrangement of administrative units at district and commune levels for the period 2023 - 2030; dossier to submit to the National Assembly Standing Committee to implement the provisions in Clause 4, Article 102 of the Law on Organization of Local Government.

Third, focus on building and completing 04 documents and projects to submit to the Prime Minister.

Fourth, urgently complete and submit to the Minister for promulgation 06 Circulars and 04 documents and projects.

Fifth, continue to advise on the organization and implementation of reform of new salary and allowance policies to ensure compliance with the requirements of Resolution No. 27-NQ/TW; Thematic Conference of the Steering Committee on administrative procedure reform associated with Digital Transformation, building a digital government and digital administration; Conference to announce the Administrative Reform Index and Satisfaction Index on administrative services in 2022 of ministries, branches, localities, etc.

Sixth, successfully organize activities to celebrate the 50th anniversary of diplomatic relations and the 10th anniversary of the Vietnam-France strategic partnership.

Urgently complete and submit for promulgation Resolutions and Decrees on organization and personnel work.

Concluding the Conference, Minister Pham Thi Thanh Tra requested Heads of units under the Ministry to concentrate on completing assigned tasks according to the Ministry's Work Program in 2023 to ensure compliance with the set plan and to avoid arrears.

At the same time, urgently complete and submit to the National Assembly Standing Committee the draft Resolution on the arrangement of district- and commune-level administrative units for the 2023-2030 period; the Government's Resolution promulgating the Plan for the arrangement of district- and commune-level administrative units for the 2023-2030 period; proactively develop a Plan to organize a National Conference to thoroughly implement the above resolutions;

The Minister also requested units to focus on reviewing and completing draft decrees to submit to the Government for consideration and promulgation: Decree amending and supplementing Government regulations on cadres, civil servants and public employees; Decree on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; Decree regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups...

Continue to advise on the organization and implementation of conferences: The Steering Committee's topics on administrative procedure reform associated with digital transformation, building digital government and digital government; Announcement of the Satisfaction Index on administrative services and the Administrative Reform Index in 2022 of ministries, branches and localities;

Organizing the Senior Specialist Exam in 2023

Organize a workshop to collect opinions from ministries, branches, localities, experts and scientists on the National Strategy Project to attract and utilize talents until 2030, with a vision to 2045;

Organize an exam to promote civil servants from senior specialist to senior specialist in 2023; coordinate with ministries, branches and localities to build a database on cadres, civil servants and public employees.

In addition, Minister Pham Thi Thanh Tra requested units to focus on a number of contents: strengthening inspection and examination work for ministries, branches and localities in the fields of the Home Affairs sector; innovating and developing foreign affairs and international cooperation; promoting propaganda work on policies and laws; focusing on solving religious issues well; focusing on digital transformation..../.
