(Baonghean.vn) - On April 6, in Thanh Hoa, the Central Propaganda Department coordinated with the Ministry of Information and Communications, the Vietnam Journalists Association, the Vietnam Publishing Association and the Thanh Hoa Provincial Party Committee to organize a conference to disseminate and implement new regulations of the 13th Party Central Committee Secretariat.
Attending and chairing the Conference were comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department; Comrades of the Party Central Committee: Lai Xuan Mon - Permanent Deputy Head of the Central Propaganda Department; Le Quoc Minh - Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda Department, President of the Vietnam Journalists Association; Le Hai Binh - Alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department; Tran Thanh Lam - Deputy Head of the Central Propaganda Department; Vu Thanh Mai - Deputy Head of the Central Propaganda Department; Hoang Vinh Bao - President of the Vietnam Publishing Association, and representatives of central departments, ministries and branches.
On the side of Thanh Hoa province, there was comrade Do Trong Hung - Member of the Party Central Committee, Secretary of the Provincial Party Committee.

At the Conference, Comrade Tran Thanh Lam - Deputy Head of the Central Propaganda Department disseminated and implemented the contents of Regulation No. 100-QD/TW, dated February 28, 2023 on responsibilities, powers and the appointment, dismissal, commendation and discipline of leaders of publishing houses and Regulation No. 101-QD/TW, dated February 28, 2023 on responsibilities, powers and the appointment, dismissal, commendation and discipline of leaders of press agencies.

These are very important regulations, steps to perfect the Party's system of regulations on the work of building and developing the team of leaders of press agencies and publishing houses. Thereby, contributing to building a team of leaders of press agencies and publishing houses with political mettle, professional capacity, expertise and moral qualities to "Build a professional, humane and modern press and media" and "Arrange the publishing, printing and distribution industry towards streamlining, quality and modernization" in the spirit of the documents of the 13th National Party Congress.

According to Regulation No. 101/QD-TW, the standards and conditions for leaders of press agencies must be party members, have advanced political theory qualifications (not required for press agencies belonging to religious organizations); have a university degree or higher, and have a certificate of training in State management of the press.
Leaders of press agencies must have at least 2 years of experience in the press and publishing industry. In special cases, the press agency will consider and decide.

Regulation No. 101/QD-TW takes effect from February 28, 2023, replacing Decision No. 75/2007 issued on August 21, 2007 of the Secretariat, specifying each group of subjects and age for appointment and reappointment of press agency leaders. Specifically, for press agency leaders under the management of the Politburo and the Secretariat, the regulations of the Politburo and the Secretariat shall apply. The number of press agency leaders under the management of the Politburo and the Secretariat shall apply according to the regulations of the Politburo and the Secretariat, and other press agencies are also clearly stated in this Regulation.
Regulation No. 100-QD/TW specifically stipulates standards on age, education level, political level, working time... and the process and procedures for appointing leaders of publishing houses. The appointment of leaders of publishing houses must ensure general standards and specific standards of the appointed position according to regulations of competent agencies and organizations.

The conference also mentioned Regulation No. 85-QD/TW, dated October 7, 2022, on cadres and party members establishing and using personal websites on the Internet and social networks. These are very important contents, affirming the deep concern and direct and comprehensive role of the Party in leading, directing and managing the work of cadres and leaders of press and publishing agencies. Regulation No. 85 clearly defines the role and responsibility of party members in establishing and using personal websites on the Internet, social networks, etc.

In addition, delegates were informed of Regulation No. 99-QD/TW, dated February 27, 2023 of the Secretariat of the 13th Party Central Committee on the flag of the Communist Party of Vietnam and the use of the Party flag. The unified implementation of Regulation No. 99 aims to create unity in the use of the Party flag and the image of the Party flag of the Communist Party of Vietnam, demonstrating the solemnity of the Party, thereby contributing to educating and fostering the belief, ideals and revolutionary ethics of cadres, party members and the people.

At the conference, delegates were also informed of the plan to celebrate the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025). Accordingly, this is a political event of great significance to Vietnam's revolutionary press. The organization of propaganda for this event aims to encourage and motivate press agencies and journalists to promote their roles and responsibilities, accompany the development of the Party and the country, and carry out their missions on the cultural and ideological front for the progress of society.

At the conference, after listening to the reporters conveying the new regulations, the delegates had many comments and discussions revolving around the contents related to the Regulations of the Secretariat on Press and Publishing work such as: Manifestations of newspaperization of magazines; responsibilities of the governing body in inspecting and supervising press agencies; rewards, discipline, dismissal of leaders of press agencies, etc.

In his speech directing and concluding the conference, Secretary of the Party Central Committee, Head of the Central Propaganda Department Nguyen Trong Nghia highly appreciated the contributions of the Press - Publishing sector to the common development of the Party and State in recent times; especially the Press - Publishing activities have gone into more depth in the spirit of the 13th National Party Congress.
He emphasized that agencies and units must fully and more deeply perceive the meaning and importance of organizing the implementation of Regulations 100, 101, 85 and 99 of the 13th Party Central Committee Secretariat in practice, as an important component of propaganda work.
On the basis of this conference, units continue to organize learning, thoroughly grasping and widely propagating the content of the regulations in many appropriate forms, helping Party committees, Party organizations, agencies, units, cadres and Party members clearly understand and correctly apply the regulations.

At the same time, it is necessary to clearly define that this is not the sole task of the propaganda sector, but the responsibility of the entire political system, of each cadre, party member, and of each press and publishing agency.
Units should strengthen the inspection, monitoring, guidance and urging of the implementation of the above regulations; promptly inform and report on the implementation results at all levels on a quarterly and annual basis; promptly commend and reward Party committees, Party organizations, cadres and Party members who have performed well. At the same time, it is necessary to remind, criticize and strictly handle collectives and individuals who do not seriously and effectively implement; promptly report and reflect difficulties and problems to the Central Propaganda Department for timely guidance and direction in line with the actual situation.

In preparation for the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025), Comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department stated that this is a significant political and professional event of our country's revolutionary press, and units need to develop a project to organize commemorative activities in a methodical, solemn and meaningful manner. Along with that, it is necessary to well implement President Ho Chi Minh's advice: Vietnam's revolutionary press must truly be "a shock force on the ideological and cultural front," "Journalists are also revolutionary soldiers. Pens and paper are their sharp weapons."
