Nghe An: Focus on directing and supervising to complete Science, Education and Culture targets

(Baonghean.vn) - Vice Chairman of the Provincial People's Committee Bui Dinh Long requested sectors and localities in the Science, Education and Culture sector to focus on reviewing and synchronizing the network system of public service establishments according to the planning; encourage socialization to develop non-public medical and educational establishments.

On the afternoon of April 7, the People's Committee of Nghe An province held a meeting of the Science, Education and Culture Block to evaluate the implementation of targets and tasks for the 2020 - 2022 period and deploy tasks for the 2023 - 2025 period.

Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee chaired the conference. Attending the conference were representatives of the leaders of the following departments and branches: Office of the Provincial People's Committee, Planning and Investment, Finance, Home Affairs, Health, Education and Training, Labor - Invalids and Social Affairs, Information and Communications, Foreign Affairs, Ethnic Minorities and Social Insurance of the province; Vice Chairman of the People's Committee in charge of Science, Culture and Society of districts, cities and towns. Also attending were representatives of the Provincial Party Committee's Propaganda Department, the Provincial People's Council's Culture and Society Department.

14/14 expected targets completed and exceeded plan

The report at the conference showed that in the period of 2020 - 2022, the departments in the Science, Education and Culture sector focused on advising the Provincial People's Committee to issue draft resolutions, programs, plans, projects, directive documents... to meet the requirements of direction, administration, and good implementation of assigned political tasks.

In particular, the Education and Training sector has continued to implement Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training. The comprehensive quality of education has been affirmed, ranking among the top 5 localities in terms of excellent students nationally, regionally and internationally; the results of the high school graduation exam have continuously increased in rank compared to other provinces.

In the field of Labor - Invalids and Social Affairs, in the period of 2020-2022, the whole province created jobs for over 128,000 people (reaching 106.6% of the assigned plan), contributing to maintaining the unemployment rate in urban areas at below 3%; increasing the rate of labor time utilization in rural areas to 85.8%. By the end of 2022, the poverty rate will be 6.41%, down 1.39%, achieving the set plan; the poverty rate in mountainous areas of the province will be 14.79% at the end of 2022, a decrease of 2.45%, achieving the plan.

Health care has been given attention and developed synchronously at all levels, contributing to improving the capacity and effectiveness of disease prevention, control and medical examination and treatment for people. The preventive health system has operated effectively; proactively handled, preventing the development and spread of diseases, especially in the prevention and control of Covid-19. The satisfaction rate of people surveyed by units reached over 90%.

In addition, the fields of Culture and Sports, Science and Technology continue to develop, making many effective contributions to socio-economic development. Social insurance and health insurance are actively implemented, and ethnic affairs receive due attention. The tourism sector has some positive changes...

The above positive results are the premise for the end of 2025, it is expected that 14/14 main targets in the cultural and social fields in the Congress Resolution will be completed and exceed the set plan, of which 13 targets will meet the plan and 1 target will exceed the plan.

However, the process of implementing the goals still has some limitations and shortcomings such as: Technically skilled workers have not met the development requirements; High-quality human resources and specialized human resources in preventive medicine are still limited; The work of developing social insurance participants has not been commensurate with the potential; the speed of developing participants and the rate of social insurance coverage in Nghe An province has achieved results that are still low compared to the average level nationwide; Although tourism products have been improved, they have not created a breakthrough, a number of key tourism projects have almost not been implemented or have been implemented very slowly.

Focus on removing difficulties and obstacles

At the conference, delegates shared about the advantages and difficulties in implementing tasks in the Science, Education and Culture sectors of the industry and locality. The issues mentioned by many delegates were difficulties in recruiting teachers, implementing policies for seconded teachers; the issue of supporting investment in building cultural institutions in advanced new rural communes...

Delegates also said that in the coming time, it is necessary to promote vocational training for high-tech workers to meet the human resource needs for the province's socio-economic development, the domestic and foreign labor market. Mobilize resources to invest and upgrade facilities for the preventive health system, the health system in difficult and border areas. Promote the development of mass sports movements in depth and widely throughout the province, in which priority is given to investing in training athletes in high-performance sports.

Concluding the conference, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested that the sectors and districts continue to closely follow the Resolution of the 19th Provincial Party Congress, the Provincial Planning for the period 2021 - 2030, strengthen the leadership and direction of Party committees at all levels, authorities and specialized agencies to complete the set goals.
