Detailed bonus points for candidates scoring 22.5 points or more

From 2023, according to the adjustment of the priority score calculation methods in university admissions by the Ministry of Education and Training, the higher the total score of a candidate from 22.5 points or higher, the lower the priority score.

Accordingly, in 2023, the priority points for candidates with a total score of 22.5 or higher (on a scale of 10 and the maximum total score of 3 subjects is 30) will gradually decrease according to the following formula:

The priority score a candidate receives = [(30 - total score achieved by the candidate)/7.5] x total priority score determined normally).

With this calculation, the priority points for candidates with a total score of 22.5 or higher will begin to decrease to 0 when the candidate reaches a total of 30 points for 3 subjects.

Thus, if a student in region 1 scores 22.5 or less, he/she will be awarded 0.75 regional priority points. However, if the candidate scores 24 points, the priority points will be reduced to 0.6 points. Similarly, if the candidate scores 27 points, the priority points will be reduced to 0.3 points. If the candidate scores 29 points, he/she will be awarded only 0.1 regional priority points.

Thus, no candidate has an admission score exceeding 30, the competition for high-scoring majors will be fairer.

Speaking at the 2023 Admissions Conference on March 3, Mr. Hoang Minh Son, Deputy Minister of Education and Training, said that this score was given based on scientific basis and data analysis.

Previously, the Ministry of Education and Training reported that through statistics of high school graduation exam scores over the past 3 years, the group of candidates who did not receive bonus points (accounting for 25% of the total number of graduating candidates) always had a higher total score of 3 subjects than the remaining groups of candidates.

After adding bonus points according to regulations, the rate of candidates with a total score of 3 subjects below 22.5 points in the group with bonus points is close to the group of candidates without bonus points.

This proves that adding priority points has created fairness, increasing access to university education for groups of candidates with more difficult conditions.

However, data analysis shows the absurdity that the rate of candidates with high scores of 22.5 points or more in the priority group has increased dramatically, much higher (at many score levels, this rate is even double) than that of the group of candidates not in the priority group.

This leads to unfairness when candidates apply to highly competitive majors and schools, leading to the phenomenon that some majors have a benchmark score of 30.

Therefore, after analyzing and realizing the unreasonableness, the ministry made adjustments and set a score of 22.5 as the threshold for reducing priority scores to ensure fairness among candidates.

In addition, from 2023, candidates will enjoy regional priority policies according to regulations for 2 years: the year of graduating from high school (or college) and the following year.

According to this regulation, if candidates participate in university admission from the third year onwards after graduating from high school, they will not receive regional priority points.

This is not only applicable to candidates using the admission method based on high school graduation exam results but also to all other admission methods. Therefore, when calculating priority points for candidates for admission, schools need to convert them to an equivalent scale to determine the appropriate priority points./.
