A series of mineral exploitation enterprises in Quy Hop district were fined for land encroachment.
(Baonghean.vn) - The People's Committee of Quy Hop district has just imposed administrative fines totaling nearly VND500 million on two mineral exploitation enterprises for land encroachment. This is a common violation occurring at mineral exploitation mines in Quy Hop district in recent times.
On April 13, leaders of Quy Hop district announced that the district has just issued a decision to impose an administrative penalty on Thanh Trung Company Limited. The company, whose director is Mr. Nguyen Van Trung, is headquartered in Cau Da hamlet, Chau Loc commune, Quy Hop district, and operates in the field of mineral exploitation and processing.
This company was fined for encroaching on land during the process of mineral exploitation. Accordingly, the company dumped soil and waste rock, and built a rock gathering area in an area that had not been allocated or leased land by the competent authority according to regulations on an area of 1.97 hectares in the area adjacent to the company's mine in Ken village, Chau Loc commune, for the past 3 years.
For this act, Thanh Trung Company Limited was fined 100 million VND and forced to continue the procedures for land allocation and land lease according to regulations for an area of 1.97 hectares, within 180 days. Forced to return the illegal profits gained from committing the administrative violation with an amount of more than 47 million VND.
More seriously, the company also encroached on nearly 1 hectare of production forest land. Specifically, the company dumped waste soil and rock, built a product storage area, and built temporary camps for workers in an area that had not been allocated or leased land by competent authorities according to regulations. For this act, Thanh Trung Company Limited was also fined 100 million VND and 22 million VND in illegal profits gained from the violation. Thus, the total amount of fines Thanh Trung Company Limited was nearly 270 million VND.
Also during this inspection, the People's Committee of Quy Hop district imposed an administrative fine of nearly VND220 million on Quang Son Mineral Exploitation and Processing Joint Stock Company for similar violations. This company, chaired by Mr. Tran Quy Minh Thang, is headquartered in the Industrial Park of Quy Hop town.
Accordingly, Quang Son Mineral Exploitation and Processing Joint Stock Company has encroached on 1.5835 hectares of unused land. Specifically, the company has dumped waste soil and rock, dug ponds to store water for production, and built temporary shelters for workers on an area of more than 1.5 hectares of land that has not been allocated or leased by competent authorities according to regulations in Thung Sa Nhan, Chau Loc commune.
In addition, the company also encroached on 0.62 hectares of production forest land in rural areas. Specifically, the company dumped waste soil and rock on an area of 0.62 hectares in Thung Sa Nhan, without being allocated or leased land by the State as prescribed. In addition to being fined, the company was forced to restore the original condition of the land before the violation for the encroached areas.

According to the reporter's investigation, these are common violations occurring at mineral mines in Quy Hop district. In 2022 alone, the district sanctioned more than 20 cases in the field of mineral exploitation activities with a total amount of nearly 3 billion VND. In addition to environmental protection violations, land encroachment at mines is also common.
Specifically, Phu Thang Company Limited was fined nearly 55 million VND for encroaching on unused mountainous land in Chau Hong commune; Nghe An Minerals Joint Stock Company was fined 158 million VND for encroaching on unused mountainous land in Chau Tien commune; Ha Quang Company Limited was fined 140 million VND for violating the mineral exploitation beyond the licensed scope; Thanh Chau Nghe An Minerals Joint Stock Company was fined more than 150 million VND for 4 violations, including the act of encroaching on production forest land.
In addition, Hong Bao Ngoc Company Limited was fined nearly 153 million VND for 3 violations, including the act of occupying unused mountainous land; Nghe Tinh Non-ferrous Metals Joint Stock Company was fined nearly 32 million VND for occupying unused mountainous land; An Son Joint Stock Company was fined nearly 445 million VND for the act of occupying land, mining outside the boundary, not installing a weighing station; not keeping complete books and documents; RICOH-MDC 4 Minerals Joint Stock Company was fined 56 million VND for the act of mining outside the licensed mine boundary.
Currently, in Quy Hop district, there are 80 licensed mines with valid terms, of which 14 mines are licensed to exploit tin ore, 34 mines are licensed to exploit white marble, 30 mines are licensed to exploit construction stone, 1 license to exploit mineral water, 1 mine is licensed to exploit sand and gravel.
