(Baonghean.vn) - On the morning of April 17, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular citizen reception session in April 2023.
Also attending the citizen reception session were representatives of the Standing Committee of the Provincial People's Council, the Provincial Fatherland Front Committee, the Provincial National Assembly Delegation, the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Internal Affairs Committee, the Provincial Party Committee's Mass Mobilization Committee, the Provincial People's Committee Office, relevant departments and branches and the People's Committees of the districts: Anh Son, Quynh Luu, Nghi Loc.

Chairman of the Provincial People's Committee Nguyen Duc Trung received Ms. Cao Thi Hanh, resident of Hamlet 9, Phuc Son Commune (Anh Son). Ms. Hanh complained that the People's Committee of Anh Son District did not develop a compensation plan for site clearance to pay and support money for her family affected by the Rural Power Project 2 in Phuc Son Commune (Anh Son).

Mr. Hoang Quyen - Chairman of Anh Son District People's Committee said that when implementing the project in 2002, due to the lack of funds for site clearance in Phuc Son Commune, Anh Son District, Decision No. 35 of the Provincial People's Committee was applied according to the motto of the State and the people working together. After being informed and explained, the people all agreed and had no comments. At that time, not only Phuc Son Commune but also 20 communes in Anh Son District followed this motto.
By 2010, when citizens had their opinions, the district reviewed and found that during the project implementation process, there were differences in the records of compensation and site clearance between the commune and the district. At the end of 2012, the Chairman of the People's Committee of Anh Son district decided to inspect the entire project and asked for direction from the Provincial People's Committee. On that basis, Anh Son district announced that the citizens' request for payment and support for compensation and site clearance had no basis for resolution.

In response to the people’s wishes, in 2018, Nghe An Electricity Company relocated the new electric pole from Ms. Hanh’s family’s land. To date, Ms. Hanh has not agreed to relocate the electric pole from her family’s land, demanding compensation and support for the new family to relocate.
After listening to the opinions of Anh Son district and Nghe An Electricity Company to conclude the solution to the case, Chairman of the Provincial People's Committee Nguyen Duc Trung affirmed that the implementation of the Rural Power Project 2 in Anh Son district is the right policy and people will benefit when they have electricity for daily life.

At the time of project implementation, there were no specific regulations on compensation for assets on land for site clearance and no plan for site clearance compensation was established. The project was implemented in the spirit of the State and the people working together, based on the regulations of the province. The affected households had no complaints about compensation and agreed to implement the project.
After 2010, when there were regulations on compensation for site clearance during the implementation of other power line projects, citizens complained. At that time, Phuc Son commune had made a compensation and support plan but without the direction and consent of Anh Son district and Nghe An province. On the other hand, all households affected by the project were not compensated for site clearance, demonstrating fairness and consistency.
On that basis, the Chairman of the Provincial People's Committee requested Anh Son district to resolve the citizen's case in accordance with the provisions of the Law on Complaints. Nghe An Electricity Company is interested in and coordinates with the locality to review and thoroughly resolve the problems related to the power line for affected households. Citizens are also not allowed to have acts that violate the provisions of the law and violate the safety corridor of the power grid.

Next, Chairman of the Provincial People's Committee Nguyen Duc Trung received Mr. Nguyen Mai Ngoc, residing in Hamlet 12, Quynh Thang Commune (Quynh Luu). Mr. Ngoc requested the competent authority to issue a Certificate of Land Use Rights for the land he and his wife had transferred from Ms. Nguyen Thi Nam, fulfilling their financial obligations since 2020, but to date they have not received the Certificate of Land Use Rights.
Mr. Hoang Van Bo - Chairman of Quynh Luu District People's Committee said that the land area for which citizens requested to be granted a Land Use Right Certificate has increased by 715.4 m2.2compared with the Land Use Rights Certificate issued to Ms. Nam.

Checking the file to issue the Certificate to Mrs. Nam, the district found that the file did not identify the origin of the land, there were erasures, and the increased area was not clearly identified. After reviewing, it was determined that the increased area was Mrs. Nam's land but had the origin of agricultural land. Therefore, the district is asking for the opinion of the Department of Natural Resources and Environment to have a basis for resolution.
Mr. Hoang Quoc Viet - Director of the Department of Natural Resources and Environment said that Quynh Luu district needs to establish a Land Registration Council to re-determine the origin, usage process, area, boundaries, and landmarks. If it is in accordance with the planning and there is no dispute, a Land Use Rights Certificate will be issued to citizens according to regulations. If the additional land area is determined to be agricultural land but has not been issued to Ms. Nam, the district will issue 2 copies, 1 copy for residential land and 1 copy for agricultural land.

Concluding the case, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Quynh Luu district to learn from experience in handling citizens' petitions, avoid taking too long to resolve, and not specifically informing citizens about problems, to avoid citizens' frustration.
To ensure the legitimate rights of citizens, the Chairman of the Provincial People's Committee requested the People's Committee of Quynh Luu district to urgently inspect and accurately review the origin and land use process to have a plan to resolve the issuance of Land Use Right Certificates in accordance with regulations, no later than May 15, 2023. The Department of Natural Resources and Environment shall supervise, urge and guide Quynh Luu district to issue Land Use Right Certificates to citizens.

Chairman of the Provincial People's Committee Nguyen Duc Trung also received Mr. Pham Van Thang, resident of Hamlet 3, Nghi Thinh Commune (Nghi Loc). Mr. Thang requested the competent authority to resolve the rights to the land plot he won at auction in 2008, which he now wants to transfer but the State agency does not allow.
Mr. Nguyen Tien Dung - Chairman of Nghi Loc District People's Committee said that Mr. Pham Van Thang successfully auctioned the land lot in 2008. However, at that time, due to manual measurement and inaccurate marking, the issuance of the land use right certificate to citizens had an error in area.

After citizens made a request, the district re-measured, notified and collected opinions from all households that won the auction in this area. After that, the district approved the completed site and instructed citizens to complete the procedures to withdraw the Land Use Right Certificate to reissue it to the people before June 30, 2023.

Concluding the case, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the citizen's petition was legitimate. Therefore, Nghi Loc district was requested to complete the issuance and replacement of land use right certificates for people before June 30, 2023, ensuring the rights of citizens.
