Severe sentence for inter-provincial group of subjects forging documents and degrees
(Baonghean.vn) - Phong organized, directed, and assigned tasks to his accomplices to forge documents such as Land Use Rights Certificates; University and College Diplomas, Driver's Licenses... for many people to use for different purposes, in order to illegally profit hundreds of millions of Dong.
Nghe An Provincial People's Court has just opened a first-instance criminal trial to try the defendants for the crime of "Forgery of documents of agencies and organizations".
The defendants prosecuted include: Pham Duy Phong (born in 1992) and Nguyen Duy Cuong (born in 1994), both residing in Vinh City (Nghe An); Nguyen Ngoc Kieu Linh (born in 2000), Hoang Thi Quynh Anh (born in 1999), both residing in Quang Tri province; Tran Manh Hung (born in 1999), residing in Quang Binh province.
The defendants: Nguyen Van Dong (born in 1985), Nguyen Van Dat (born in 1997), Thach Thi Yen (born in 1971), Nguyen Van Hung (born in 1995), Dinh Nhu Lam (born in 1998), all residing in Ninh Binh province; Nguyen Duc Hung (born in 2001), residing in Khanh Hoa province; Hoang Trung Hieu (born in 1996), residing in Nam Dinh province and Tran Thi Thuy Hang (born in 1982), residing in Ha Tinh province.

According to the case file, on November 11, 2021, the Embassy of the Czech Republic in Vietnam organized a review of the application for a visa to work in the Czech Republic and discovered that the College Diploma in Business Administration with the name Hoang Trung Hieu and the College Diploma and Academic Results Record with the name Nguyen Van Hung were fake. During the investigation, the authorities discovered a ring of forgery and use of fake documents of agencies and organizations led by Phong.
Accordingly, while using social networks, Phong saw that many people needed to fake documents such as: Driver's license, ID card, Motorcycle and car registration, Graduation certificates of all levels, Land use right certificates... From there, Phong learned how to fake documents to sell to people in need.
Specifically, from the beginning of 2020 to January 2022, Phong organized, directed, and assigned tasks to Nguyen Duy Cuong, Nguyen Ngoc Kieu Linh, Tran Manh Hung, Hoang Thi Quynh Anh, Nguyen Van Dong, Nguyen Van Dat, and Nguyen Duc Hung to forge 32 types of documents including: Land use right certificates; University diplomas; College diplomas; Academic transcripts; Car registration certificates, Citizen identification cards... for many people to use for many different purposes, illegally profiting more than 527 million VND.
In particular, Phong assigned Linh to compile information, create a bill of lading code, and earn a profit of 90 million VND; Nguyen Duy Cuong received information to make 2 fake documents and instructed and trained Hoang Thi Quynh Anh and Hung on how to exchange and negotiate with buyers of fake documents, earning a profit of 100 million VND. The remaining subjects, depending on their roles and tasks, earned a profit of 2 to 40 million VND.
At the trial, the defendants admitted all their crimes and asked for a reduced sentence.
The trial panel determined that the defendants' criminal acts directly violated the normal operations of agencies and organizations in the field of administrative management of State agencies regarding seals and documents, so they should be strictly handled.
Differentiating the roles and responsibilities of each defendant in the case, the court sentenced Pham Duy Phong to 39 months in prison; Nguyen Ngoc Kieu Linh to 36 months in prison; and Nguyen Duy Cuong to 21 months in prison.
The remaining defendants were sentenced to between 9 months and 36 months in prison with suspended sentences for the crime of "Forgery of documents of agencies and organizations".
