Breaking up a fake transcript ring for students to study abroad
Seeing that some students' scores were not enough to go abroad, Luat colluded with Mai Thi Ngoc Ha, a clerk at a local high school, to falsify transcripts, illegally profiting hundreds of millions of dong.
On the afternoon of April 16, Bo Trach District Police, Quang Binh Province, announced that the unit had successfully broken up a case of "Forgery of documents of agencies and organizations", prosecuted and temporarily detained two subjects, Pham Sac Luat (born in 1997, residing in Nhan Trach Commune) and Mai Thi Ngoc Ha (born in 1981, residing in Hoan Lao Town), Bo Trach District.
According to the investigation, in 2022, during the process of receiving study abroad applications, Pham Sac Luat found that the academic records of some students did not meet the standards.
This subject raised the issue and agreed with students and parents to collect money to make fake transcripts, raising the transcript scores higher than the original transcripts.
Luat then went to Mai Thi Ngoc Ha, secretary of Ngo Quyen High School (Hoan Lao town, Bo Trach district) to discuss falsifying transcripts and Ha agreed.

Taking advantage of her job position, Ha forged student transcripts, raised students' scores higher than the original transcripts, forged signatures and used the school's seal to stamp them. After forging the transcripts, Ha handed them over to Luat to submit to the study abroad company in Hanoi.
It is known that for each fake transcript, Ha received 20 million VND.
It is known that Ha made more than 10 fake transcripts and gave them to Pham Sac Luat, illegally profiting more than 200 million VND. With this trick, many students went to study abroad.
The case is currently under investigation.
