Provincial People's Council supervises administrative reform work in Thai Hoa town

On April 19, the monitoring delegation of the People's Council of Nghe An province led by comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council, had a working session with Thai Hoa town on administrative reform in the area for the period 2020 - 2022.

Cut down on administrative procedures

Recently, the Town People's Committee has issued many documents directing the implementation of administrative reform. 100% of administrative procedures have been publicly posted at the Town One-Stop Department and the People's Committees at the commune and ward levels.

The town focuses on reviewing and simplifying administrative procedures that have been approved or adopted by competent authorities. In the past 3 years, the town has reviewed 100% of administrative procedures, of which 79 administrative procedures have reduced processing time by 27.72%. Commune and ward levels have reviewed and reduced processing time for 50/122 administrative procedures, reaching 40.9%.

The quality of administrative procedure settlement has gradually improved. The satisfaction level of people and businesses with administrative procedure settlement reached 95%. Of which, the satisfaction level with administrative procedure settlement in the fields of land, construction and investment reached 85%.

The town has promoted the implementation of online public services at levels 3 and 4. Up to now, the town's public service system has provided: 287 public services including 124 level 2 public services; 33 level 3 online public services (157 partial administrative procedures); 130 online public services (level 4). Thai Hoa town has deployed an application reflecting the interaction between people and the Party Committee and government "Thai Hoa Smart".

Discussing at the meeting, members of the monitoring delegation exchanged and requested Thai Hoa Town to clarify the following contents: The development of administrative reform contents according to the annual plan and topics; handling of public assets after the merger; difficulties and obstacles in implementing job position transfers according to Decree 59 of 2019; coordination in resolving interconnected administrative procedures.

Evaluation of the scoring system for evaluating administrative procedure ranking indexes for districts, cities and towns; application of software in administrative reform.

Delegates expressed concerns about the administrative reform ranking index of Thai Hoa town, which has remained stable at 9th/21 for the past 3 years. The town needs to break through to reach the leading positions.

Clarifying the reasons for late administrative procedure settlement; budget management of the town; implementation of autonomy of public service units; difficulties after merging and streamlining the apparatus, etc.

Towards smart cities

Working with the Supervisory Delegation, Thai Hoa town reflected on the difficulties and inadequacies in handling administrative procedures, interconnected administrative procedures; early integration of online public service software; need for sanctions to regulate sectors at all levels and people in implementing online public services.

At the same time, the town recommended to the monitoring delegation to consider increasing the budget to allocate funds within the budget's available conditions to carry out administrative reform tasks.

It is recommended that superiors pay attention to building an electronic flowchart on the public service system of Nghe An province in a timely and complete manner. Departments and branches regularly update electronic procedures for handling administrative procedures on the public service portal in a timely manner, avoiding the situation where there is a decision to publish the list of administrative procedures but the issuance, amendment and supplementation of procedures for handling administrative procedures are not timely.

Concluding the meeting, comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council highly appreciated the drastic direction of the town's Party Committee and government.

Analyzing the room for improvement in the administrative reform index of Thai Hoa town, the Vice Chairman of the Provincial People's Council said: Administrative reform must start with people. Therefore, the town needs to focus on improving the capacity, level of responsibility and public ethics of the staff, civil servants, first of all the leaders; reviewing the arrangement of job titles and positions.
