Voters of Nghi Yen commune (Nghi Loc) reflect on inadequacies in the fields of land and environment.
(Baonghean.vn) - 14 opinions with 47 contents, mainly related to the fields of land, environment, traffic and site clearance were raised by voters of Nghi Yen commune, Nghi Loc district at the meeting between voters and National Assembly deputies on the afternoon of April 20.
Attending the conference were comrade Vo Thi Minh Sinh - Member of the National Assembly's Ethnic Council, Member of the Provincial Party Standing Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, representatives of leaders of a number of relevant departments and branches such as the Department of Agriculture and Rural Development; Department of Natural Resources and Environment, Department of Home Affairs; Management Board of the Southeast Nghe An Economic Zone; Vinh City Urban Environment Company (the unit operating the landfill in Nghi Yen commune).

At the meeting with voters, on behalf of the National Assembly deputies elected at Election Team No. 5, Comrade Vo Thi Minh Sinh announced the expected content of the 5th Session of the 15th National Assembly, taking place from May 22 to June 23, 2023. The session will be held in 2 phases: Phase 1 (from May 22 to June 10, 2023), Phase 2 (from June 19 to June 23, 2023). This is the first time the National Assembly has innovated the centralized meeting format into 2 phases.

Participating in the discussion, voter Dau Tran Luong - Secretary of Tan Son hamlet reflected: Nghi Yen solid waste treatment area, located at the source of Cua Lo tourist area and Nha Le canal, has a waste treatment process that mainly involves burning and burying, which does not ensure environmental hygiene. Voters suggested that there should be a policy to relocate the waste treatment area to a place far from residential areas and water sources to avoid affecting people's lives.

Responding to this issue, Mr. Pham Van Toan - Deputy Director of the Department of Natural Resources and Environment shared with the people about this issue. Mr. Toan said that Nghi Yen Solid Waste Treatment Area has been operating since 2012, mainly treating waste by landfill, creating leachate, odor, affecting people's lives. Out of a total of 8 landfills, currently 5 are full. Therefore, in the coming time, we must find investors to handle and overcome this situation, not allowing the situation of waste treatment by landfill to continue for a long time.

Mr. Vu Van Phuong - Director of Vinh City Urban Environment Company (the unit operating the landfill in Nghi Yen commune) also responded to the opinion of voter Dau Tran Luong. Mr. Phuong said: Nghi Yen waste treatment area has been operating for more than 10 years, in the past there have been measures to improve and handle environmental pollution such as spraying deodorants and killing insects, however, this problem cannot be completely solved. Currently, the company will try harder, taking advantage of all possibilities to reduce pollution for the people. Mr. Phuong said that in the coming time, it is impossible to maintain landfilling, but it is necessary to choose new technology that meets new standards to reduce pollution for the people.
Voter Nguyen Van Dong - Head of Tay Son Hamlet (Nghi Yen Commune, Nghi Loc) reflected on the division of administrative boundaries between Nghi Loc and Dien Chau in Nghi Yen Commune (Nghi Loc) and Dien Phu Commune (Dien Chau). In the past, the commune and district have completed the procedures according to regulations. However, after nearly 4 years, there has been no decision on the division of administrative boundaries for the 2 districts, which affects the management of administrative boundaries and the land title work of people in the neighboring areas.

Regarding the education sector, voter Hoang Thi Duong Lieu, Principal of Nghi Yen Primary School, commented on the regime for senior teachers. Currently, teachers with 13 to 25 years of seniority receive a 4.0 salary regime. However, the current salary framework and salary regime for teachers are low, subject to a lot of social pressure, and high work intensity, causing many teachers to quit their jobs and change jobs, leading to a serious shortage of teachers.

Regarding the health sector, voter Nguyen Thi Cam - Head of Nghi Yen Commune Health Station commented: Nghi Yen is a commune far from the district health center, with a population of 8,878, however, the health station's staff only has 4 staff members who hold multiple jobs. Lacking human resources, the Commune Health Center has made a recruitment plan for a year now, but it has not been approved yet.
Responding to the above issues, Mr. Dau Dinh Duong - Deputy Director of the Department of Home Affairs said that he will discuss with the district and related units to resolve. Regarding the proposal of voter Hoang Thi Duong Lieu, Mr. Duong said that the salary coefficient is implemented according to the provisions of the law, however, he will accept the proposal to increase salary and allowances for teachers and submit it to competent authorities.

Regarding the issue of administrative boundaries, Mr. Dau Dinh Duong said that the Department of Home Affairs is currently waiting for the completion of administrative boundary division procedures in Ky Son district, then will submit it together with Nghi Yen's dossier to promptly resolve this petition.
In addition, some voters also reflected on the situation of some projects in the Southeast Economic Zone that have lasted for many years, affecting socio-economic development and local management, and requested the National Assembly to have a policy and the Provincial People's Council to consider the need to have a decision to revoke the above projects.

At the end of the meeting with voters, on behalf of the National Assembly deputies, comrade Vo Thi Minh Sinh acknowledged and accepted all the recommendations and reflections of voters, and at the same time requested the Office of the Provincial National Assembly Delegation to synthesize and transfer them to all levels and sectors for resolution.
