Survey on the situation of assigning, managing and using union payroll in Nghe An
(Baonghean.vn) - On the afternoon of April 21, in Vinh city, Nghe An Provincial Labor Federation held a working conference with the Survey Delegation of the Vietnam General Confederation of Labor and the Central Organizing Committee on the situation of assignment, management and use of working staff in Nghe An province.
Attending the conference were comrades: Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor; Nguyen Thi Kieu Linh - Deputy Head of the Department of Organization and Regulations, Central Organizing Committee, and experts of the Central Organizing Committee.

On the side of Nghe An province, there were comrades: Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Provincial Labor Federation; Vice Chairmen of the Provincial Labor Federation and Chairmen of Trade Unions of sectors, districts, cities and towns.

On behalf of the Nghe An Provincial Labor Federation, comrade Kha Van Tam - Chairman of the Provincial Labor Federation briefly reported on the management of the Trade Union payroll. From 2015 to present, all levelsUnionmobilized and developed 78,641 more union members, increasing the total number of union members to 29,573 people to date; established 342 new grassroots unions, bringing the total number of existing grassroots unions to 2,885 units.
Based on the practical work of managing the Trade Union payroll, the Provincial Labor Federation proposed a number of issues such as amending the draft proposal on the quota for assigning and managing payroll for trade union levels; competent authorities should soon issue guidelines on assigning and managing payroll for the Labor Federations at provincial, district and equivalent levels; and propose a roadmap to 2026 to reduce only 1 payroll to reach 5% as prescribed.

Competent authorities allow the Trade Union organization, in addition to the assigned payroll, to sign labor contracts to perform a number of specialized tasks within the functions and duties of the Trade Union organization; request the General Confederation to hand over 2 public service units (Nghe An Labor Culture House and Nghe An College of Economics and Technology 1) under the Provincial Labor Federation to Nghe An province for management and assignment of payroll to the units.
At the conference, members of the Survey Team and delegates of Nghe An province discussed a number of issues surrounding: Assignment, supplementation and management.staffTrade Union; based on the specific characteristics of Nghe An province to assign reasonable trade union staffing targets.

In his concluding remarks at the conference, Comrade Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor requested the Nghe An Provincial Confederation of Labor to have a plan to use the payroll reasonably; rebuild the report on the number of Union payrolls to submit to the Vietnam General Confederation of Labor and the Central Organizing Committee to promptly resolve recommendations, proposals and remove difficulties and obstacles./.
