This morning (April 21), Nghe An Provincial People's Committee held an online conference to coordinate the implementation of Decree No. 03/2019/ND-CP of the Government on coordination between the Ministry of Public Security and the Ministry of National Defense in performing the tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes and national defense tasks.
Attending the Conference, on the side of Military Region 4 were Colonel Vo Van Hai - Deputy Chief of Political Affairs of Military Region 4, and representatives of departments and offices of the Military Region. On the side of the province, there were Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; together with representatives of the Border Guard Command, the Provincial Military Command, the Provincial Police; representatives of a number of related departments, branches, sectors and localities. The Conference was also connected online to the bridge points of districts, cities and towns in the province.

In recent times, the situation on the border and border security has remained complicated. On the border, Lao exiled reactionaries continue to direct a number of opposition elements in Laos to conduct sabotage activities; propagandize and entice Mong people in Nghe An to go to Laos to illegally join Protestantism. The illegal migration of Mong people is still happening. From December 15, 2022 to March 31, 2023, 4 households and 20 people in Ky Son district were discovered migrating to Laos; 3 households and 13 people returned from Laos to Tuong Duong. In addition, 2 cases of Lao people illegally entering the area were discovered...
On the sea route, violations of sea areas and fishing areas still occur. Fishing vessels operating at sea violate the provisions of the Fisheries Law, the European Commission's recommendations on IUU fishing; disputes over fishing grounds, the use of explosives, and electric shock to exploit seafood are still complicated.

Also in the first 3 months of 2023, there were many cases of cadres and party members committing crimes and violating the law. Educational security emerged as a lack of transparency in socialized revenue and expenditure activities in schools; since the beginning of the school year, 150 students have been absent from school; propaganda, management, and censorship of some programs, events, and festivals are still flawed, inadequate, and offensive.
Recently, criminal activities have also become more complicated, with 179 cases of social order violations, killing 7 people, injuring 48 people, and causing property damage of more than 5.8 billion VND. Notably, gambling-related crimes are still common, with authorities handling 181 cases and 984 related subjects. 319 cases and 429 subjects related to drug crimes were discovered and arrested. In addition, there were 630 cases and 819 subjects related to crimes and violations of economic management order, positions, and the environment, with the most prominent being illegal buying, selling, transporting, and storing of explosives and trading in goods of unknown origin.
Also during the past time, there were 46 fires in the province, causing property damage of more than 1 billion VND. Notably, an explosion occurred in Quynh Tan commune (Quynh Luu), killing 2 people and injuring 4 others.
Implementing Decree No. 03, in recent times, the three forces: Police, Military, Border Guard in the province have proactively coordinated well to grasp, analyze, and forecast the situation on key routes, areas, and fields. Focusing on exchanging information related to the situation on the periphery, border areas, mountainous areas, ethnic groups, the situation of foreigners, sea and island issues... Thereby, more than 350 related information have been exchanged, serving well the work of ensuring national defense and security. This is the basis for the three forces to unify the assessment and assessment of the situation to deploy measures to protect sovereignty, borders, and territories...

In particular, the three forces have also proactively coordinated, built, replicated and effectively promoted many advanced models and examples in the movement to protect national security, especially the model of drug-free communes, wards and towns; economic development models... Coordinated to step up attacks, crackdowns on crimes, calling and deterring more than 800 subjects under management. During the 2023 Lunar New Year, all three forces mobilized more than 3,000 officers and soldiers to go down to villages and hamlets to direct, inspect, guide and carry out patrol work, ensure security and order, and ensure that people enjoy Spring and celebrate Tet safely and happily.
At the Conference, representatives of departments and offices of the Provincial Police, Border Guard Command, Provincial Military Command as well as some localities clarified a number of limitations in the coordination of crime prevention and control, especiallycrime of ghostsdrugs in border areas, violations of the Law on Fisheries when fishing at sea... At the same time, it also proposed a number of solutions to improve the effectiveness of coordination work, including the need to increase information exchange, professional work and advise on coordination mechanisms for leaders of units to unify in directing, leading and fighting against all types of crimes.
Some localities located on the land border also requested the Police, Military, and Border Guard forces to improve support and coordination to contribute to improving the material and spiritual life of local people, especially in border villages. Because once the material and spiritual life is improved, it will limit the law violations of the people, and limit the possibility of being lured into criminal activities by bad guys.

Concluding the conference, on behalf of the co-chairing agencies, Colonel Dinh Bat Van - Deputy Commander, Chief of Staff of the Provincial Military Command, emphasized some key contents of the coordination work between the three forces in the coming time. In particular, continuing to effectively implement the policies and directions of the Party, State, relevant ministries and branches in protecting sovereignty, border security, territory... Proactively grasp the situation related to the assigned areas and fields, promptly report and advise on appropriate policies, measures and countermeasures.
The forces will also strengthen education and crime prevention; build a national defense, associated with people's security, national border defense, especially in key areas, areas with a concentration of religious people, ethnic minority areas... Proactively develop and deploy plans to ensure political security, order, social safety, absolutely protect the safety of key targets, major political, economic, cultural events, activities of high-ranking delegations of the Party and State when working in Nghe An. Focus on resolving social conflicts and contradictions, not allowing the formation of hot spots of security and order.
