Nghe An proactively plans and promptly responds to natural disasters
(Baonghean.vn) - Recently, Nghe An Provincial People's Committee issued Notice No. 237/TB-UBND on a number of requirements for current disaster prevention and control work.
According to the announcement, the North Central Hydrometeorological Station commented that in 2023, the weather forecast will have many complicated developments, with the risk of tornadoes, whirlwinds, and hailstorms occurring more frequently during the changing seasons. It is forecasted that in the near future, there will be many heavy rains, with rainfall greater than the average of previous years.

In late May and early June, there is a possibility of a minor flood on the rivers of Nghe An province. From July to September, there is a possibility of 2-3 floods on the rivers of Nghe An.
Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested localities and relevant units to proactively prepare plans and be ready to respond to unusual developments of natural disasters in 2023, and organize the implementation of the following main tasks and groups of solutions:
It is recommended that the North Central Region Hydrometeorological Station as well as relevant units further improve the quality of natural disaster forecasting so that localities and units can be proactive in natural disaster prevention and control.
For prevention work, strengthen propaganda, especially propaganda on grassroots radio systems, sharing software, and exchanging knowledge aboutdisaster prevention and search and rescuebefore, during and after natural disasters, storms and floods.
Departments, branches, units and localities urgently evaluate and draw experience from the work of directing and operating natural disaster prevention, control and search and rescue in the past and deploy appropriate and effective solutions for 2023; Continue to improve the Command Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense at all levels, clearly defining the responsibilities of each member in directing and commanding to effectively implement the work of preventing, controlling natural disasters and search and rescue.
Proactively review and develop response plans and scenarios for each level for each type of natural disaster. Especially plans and scenarios for preventing strong storms and super storms, floods, landslides; Plans to call for, guide shelter, safe anchoring, rescue and salvage for ships operating at sea when there are storms and tropical depressions.
Prepare materials, equipment, and human resources to respond promptly, ensuring the safety of people's lives, tourists, dikes, dams, and infrastructure works in the province. To be completed in May 2023.
Localities and units review, balance, and prioritize funding sources to invest in and repair damaged and unsafe disaster prevention works, especially dams, dykes, and landslides, stabilize residential areas, and boat mooring areas.Take shelter from storms. Disaster prevention and search and rescue training and drills: Strictly carry out inspection and preparation work at all levels according to the "4 on-site" motto to be completed before July 30, 2023.
Establish inspection teams for disaster preparedness, search and rescue at all levels. The provincial level directly inspects the districts, the districts inspect the communes, wards and related units. Request early inspection to supplement the best and most complete plans. Ensure completion before July 30, 2023.
Enhance the capacity of disaster prevention and control teams at commune, village and hamlet levels with the militia and self-defense forces as the core to proactively respond to and overcome the consequences of natural disasters from the very first hour.

Regarding response work; Be ready to deploy forces and means to support evacuation, relocation of residents, search and rescue, response and overcoming the consequences of storms and floods when requested. Coordination between armed forces and localities needs to be prepared synchronously and smoothly.
Members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue inspected and reviewed disaster prevention and control plans in assigned localities, especially evacuation plans and locations.
For post-disaster recovery work; Timely support, visit, encourage, and share with affected families, especially families with human losses, policy families, and disadvantaged households.
Repair and quickly restore damaged essential infrastructure, especially schools, medical stations, electricity and water systems, traffic works, irrigation works, dykes and dams to proactively respond to new natural disasters; quickly restore production immediately after floods, contributing to stabilizing people's lives.
Hydropower plants need to coordinate well with relevant localities as well as the Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention and Control during the process of operation and regulation according to procedures, minimizing possible risks.
The Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control shall preside over and coordinate with relevant agencies to organize work with hydropower plants and relevant localities to have the best coordination mechanism in regulating and operating hydropower plants; establish a focal point for receiving information, monitoring the operation process to report and advise the Provincial People's Committee in May 2023.
