On April 27, at the Ministry of Public Security, General To Lam - Politburo member, Minister of Public Security chaired the Conference to disseminate Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic safety and order (TTATGT) in the new situation; evaluate the results of the implementation of the Telegram of the Minister of Public Security directing the tasks of ensuring traffic safety and order in 2023 and disseminate the tasks of ensuring traffic safety and order on the occasion of Hung Kings' death anniversary, April 30 - May 1, and the peak summer tourism season in 2023 under the direction of the Prime Minister and the Minister of Public Security.

Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring road traffic order and safety in the new situation.

The Prime Minister's viewpoint in Directive No. 10 is to innovate in thinking, awareness and action, identifying traffic safety as a driving force for socio-economic development, an important element in ensuring human security, political security, and social order and safety of the country... The Directive has proposed 9 groups of key tasks and solutions that the Public Security Forces and all sectors and levels must implement. In the process of handling violations, the law must be absolutely respected, "no forbidden zones, no exceptions"; all violations of traffic safety must be strictly handled according to the provisions of the law, it is strictly forbidden for cadres and party members to intervene and influence the process of handling violations; it is strictly forbidden for functional forces to "soften the air" or ignore violations in any form. All cadres and party members who violate traffic laws must be reported to their agencies and units.

During the 2.5 months of implementing the Ministry of Public Security's Telegram No. 05, traffic accidents nationwide decreased by 13.64%. According to the report of the Traffic Police Department, Nghe An and 08 other localities had high results in the topic of handling violations of alcohol concentration, with 3,916 violations; 07 localities implemented the topic of handling violations of oversized, overloaded, and expanded vehicle bodies with high results, of which Nghe An handled 1,889 cases.

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Committee, Permanent Vice Chairman of Nghe An Provincial People's Committee said that since the beginning of 2022, the Provincial People's Committee has advised the Provincial Party Committee Standing Committee to issue many documents directing the implementation of solutions to ensure traffic safety.

Particularly on the occasion of Hung Kings' death anniversary, April 30 and May 1, 2023, the Provincial People's Committee proactively and promptly issued Official Dispatch No. 06 to directensure traffic safetyserve the travel needs of people during the 5-day holiday. Direct functional forces to focus on implementing and synchronizing solutions to ensure traffic safety according to assigned functions and tasks; associated with strengthening inspection work and paying attention to supporting resources during the implementation process.

Nghe An Police have been very resolute and effective in advising and directing the drastic implementation of solutions to ensure traffic safety. After 2.5 months of implementing Telegram No. 05, more than 18,818 cases of traffic safety violations have been fined with a total fine of more than 32.5 billion VND.

Speaking at the conference, Minister To Lam thanked the local authorities for their leadership and direction, and the coordination of sectors and levels in seriously implementing the policies and directions of the Party, State, Government and Prime Minister on ensuring traffic safety.

“The drastic handling of alcohol concentration in recent times by the entire traffic police force is very good, highly appreciated by all levels, sectors and people, and has truly entered the meals of every family…” - Minister To Lam emphasized.

Minister To Lam also pointed out key tasks from now until the end of the year for the entire force. Continue to thoroughly implement the strengthening of handling violations such as drivers using drugs, alcohol concentration; transport vehicles violating oversize, overload, extending the body; speeding violations... Assign specific responsibilities to units and individuals in charge of the area if vehicles that are past their inspection period or expired are still operating, causing traffic accidents, illegal buses, illegal stations, and overcrowding of passengers; resolutely thoroughly handle the situation of "illegal buses", "illegal stations", and "overcrowding" of passengers; focus on handling to prevent encroachment on the roadway and sidewalk, to prevent the "sloppy" image from lasting, affecting the traffic corridor as well as losing the urban beauty.

In the immediate future, the Police of all units and localities must thoroughly implement the tasks of ensuring traffic safety during the Hung Kings' death anniversary, April 30 - May 1 holidays, and the peak summer tourist season of 2023.
