The Chairman of the Provincial People's Committee requested all levels, sectors, and Working Groups of the Provincial People's Committee to focus on reviewing and promptly removing difficulties and obstacles in production, business, and investment activities; promptly handling arising issues, proactively supporting enterprises and investors to promote growth in sectors and fields; closely following the growth scenario for management, striving to complete and achieve the highest results of the set goals, targets, and plans.

At the same time, focus on solving and completing key tasks in May 2023. Departments and branches urgently and proactively prepare contents and documents according to regulations to submit to the specialized session of the Provincial People's Council scheduled to be held on May 5, 2023. Specifically:

- Department of Planning and Investment:

+ Coordinate with the Provincial Party Committee Office to advise on preparing conditions to complete the summary of the implementation of Resolution No. 26.

+ Focus on advising and submitting to the Central Planning Appraisal Council and the Provincial People's Council for approval and submitting to the Prime Minister for approval the Provincial Planning for the period 2021-2030, with a vision to 2050 (no later than early June 2023).

+ Urgently report the results of the inspection of behind-schedule projects in 2022 and plan for 2023.

+ Prepare the content of the conference with businesses in the 11th quarter of 2023, noting to raise new difficulties and problems that need to be resolved.

The Chairman of the Provincial People's Committee requested the Management Board of the Southeast Economic Zone to coordinate with the People's Committee of Dien Chau district in site clearance to serve the commencement of the Tho Loc Industrial Park (VSIP II) project. Coordinate with investors to promptly complete procedures and documents to submit to the Prime Minister for approval of the investment policy of the Hoang Mai II Industrial Park project. At the same time, review the legal procedures for the adjustment of the Cua Lo deep-water port project to ensure strictness and compliance with legal regulations.

The Provincial Management Board of Investment and Construction Projects for Civil and Industrial Works shall preside over and coordinate with the Department of Health and the Department of Foreign Affairs to promptly complete the items to ensure the progress of handing over the Xieng Khouang Hospital project; advise the Provincial People's Committee on organizing the inauguration of Xieng Khouang Hospital on May 19, 2023.

Urging budget revenue and expenditure, disbursement of public investment

The official dispatch of the Provincial People's Committee Office also conveyed the direction of the Provincial People's Committee Chairman on the implementation of the state budget revenue and expenditure estimates; urging drastic implementation of solutions to accelerate the disbursement of public investment capital and implementation of national target programs. Specifically:

1. The Department of Finance coordinates with the Tax and Customs sectors to find solutions to ensure collection progress according to the set plan; manage budget expenditures closely, economically and effectively according to budget collection progress.

2. Departments, branches, sectors, and investors: Seriously, promptly and resolutely deploy tasks and solutions according to Official Dispatch No. 2597/UBND-KT dated April 10, 2023 of the Provincial People's Committee on implementing Official Dispatch No. 123/CD-TTg dated March 10, 2023 and Directive No. 08/CT-TTg dated March 23, 2023 of the Prime Minister. Focus on measures, take advantage of favorable weather to speed up the implementation progress and disbursement of public investment capital plans according to the committed schedule.

3. Department of Planning and Investment:

+ Advise on the implementation of the plan of the Public Investment Working Group; strengthen work with investors, conduct field inspections of projects, especially key projects to urge and accelerate construction progress and disbursement of public investment capital, report and propose solutions to promptly handle problems and difficulties.

+ Advise on the Resolution of the Party Executive Committee of the Provincial People's Committee on promoting the disbursement of public investment capital, implementing 03 National Target Programs in 2023, the Program for socio-economic recovery and development in May 2023 and the Resolution on strengthening the management of basic construction investment in the province in August 2023.

4. Department of Agriculture and Rural Development, Ethnic Minorities Committee:

+ Focus on directing and supporting the districts: Ky Son, Tuong Duong, Con Cuong, Nghia Dan, Department of Culture and Sports to complete documents and procedures to assign capital plan targets for 2023 under the National Target Program before May 15, 2023.

+ Coordinate with sectors and localities to urgently complete procedures and speed up the implementation of phase 1 of the Khe Lai - Vuc Mau irrigation system, Quynh Luu district and the project to upgrade the Bac Nghe An irrigation system.

5. The Department of Transport coordinates with localities to focus on resolving and thoroughly handling difficulties and obstacles, speeding up the progress of key projects and site clearance to hand over to contractors for construction projects: North-South Expressway; National Highway 7 renovation and upgrading project;... ensuring the right progress according to the requirements of the Ministry of Transport and the Government.

Focus on caring for the cultural and social fields

The Chairman of the Provincial People's Committee requested the Department of Health to continue to closely monitor and proactively develop effective response plans to epidemics, especially Covid-19 during the holidays of April 30 and May 1; promote Covid-19 vaccination, proactively control the epidemic situation, and prevent re-outbreaks; Focus on removing difficulties and obstacles in bidding and purchasing drugs, equipment, and medical supplies according to the direction of the Prime Minister and guiding documents of the Central Ministries and branches.

The Department of Education and Training focuses on directing the completion of tasks for the 2022-2023 school year as planned; organizing well the entrance exams for grade 10 and high school graduation exams. Strengthening the dissemination and management of school security and safety; educating students on ethics and lifestyle; especially preventing school violence in schools across the province.

Department of Labor - Invalids and Social Affairs, strengthen labor training; have solutions to improve and enhance labor training index. Focus on connecting and supporting workers, introducing jobs, promoting labor market development; Strengthen direction and guidance on preventing accidents, injuries, and preventing child drowning, especially in the summer; Prepare conditions to organize the Provincial Vocational Skills Competition.

The Department of Culture and Sports organizes cultural activities and festivals in the area well. Focus on directing the organization of the Opening Ceremony of the Lotus Village Festival in 2023 in combination with the Art Program "Mother of Lotus Village", Hung King's Death Anniversary,...

The Department of Tourism coordinates with localities to promote tourism activities, strengthen linkages, develop new tourism products; closely coordinates with sectors and localities to strictly manage prices of services.
